An Effective Compromise: Class-Based Affirmative Action In Boston Schools, Gabriel O'Malley

The author seeks to shift the traditional focus of the affirmative action debate from race to class. With the Boston Latin School as an example, he argues that, under certain circumstances, a shift in an admission policy based on preferences from race to class will maintain academic standards while increasing minority representation; it will also expand opportunity for economically underprivileged youths who have succeeded academically despite the obstacles they face. Theses and Dissertations in Urban Services - Urban Management

The goal of this research was to evaluate intake, adjudication and disposition of juvenile court cases to determine the extent to which outcomes are influenced by the race, socioeconomic status and gender of the referred youth. Three causal models were developed which incorporated the hypothesized relationships in both consensus and conflict paradigms. Zero-order correlations and path analysis were employed for quantitative analysis. Additionally, court services unit personnel were surveyed to determine the extent to which quantitative results were reasonable and reflective of their experience in the court system under study.

Even a cursory review of data on the health status of women reveals striking differences by race. According to data from the National Center for Health Statistics, death rates among Black women from the three leading causes of death (cardiac disease, cancer and cerebrovascular disease) exceed those of white, Asian, Native American and Latina women for each age category from 45-84. With the exception of Black women, the death rates among white women from these diseases exceed those of other ethnic groups of women. The Centers for Disease Control found that minorities now account for more than half of all the HIV cases in the United States. For African Americans, the rate was more than 5 times as high as that for whites. Further, the disease has equally affected women and children in the African American community; 84% of the AIDS cases involving children age 12 and under can be found in the African American community. William Julius Wilson’s The Truly Disadvantaged represents the debate of the last 10 to 20 years about race, poverty, and public policy. Part of Wilson’s rationale for the book is the belief that conservative policy analysts and ideologues have gained the upper hand in presenting their case about black urban poverty. He hopes to provide a framework of liberal analysis that will allow a better understanding of the causes of the intensifying black poverty.

After being dominated for two and one-half decades by strong racial appeals, battlelines in Mississippi 's gubernatorial contests showed a significant shift in the early 1970s. Instead of defining public alternatives in terms of race, candidates began to define them in terms of class. A reemergence of the neopopulist appeal, which was so effective in the early decades of this century, has occurred and has been a major factor in the election of Mississippi's last two chief executives.
