ABSTRACTIt has been over 50 years since desegregation efforts began and many public-school systems in the United States are still battling with performance gaps between White and historically underrepresented students. The term historically underrepresented refers to people from diverse racial, cultural, linguistic, and economically disadvantaged backgrounds who have been denied access or suffered institutional discrimination in the United States, and according to the U.S. Census includes Blacks/African Americans, Asian Americans, Hispanics, and Native Americans (Artiles et al., 2010). Why are some minorities in the Middle East less inclined to support democratization or political liberalization efforts? Here, I examine if and how minorities differ in their support for democratization from the majority groups in the Middle East. I will analyze why some minorities prefer to support authoritarian regimes over supporting democratization. I examine how the religion of a minority affects its preference for regime type. I will also examine how historical backgrounds and international patronage affects those preferences. I will identify two historical moments in the Middle East that played a role in shaping those preferences: the post-World War …

The use of equity lenses is growing rapidly in the public sector as a means to reform institutional practices that produce racialized outcomes; yet, organizations are interpreting and using an equity lens in different ways, leaving open questions on the extent to which a lens addresses structural inequalities. This dissertation focuses on an in-depth case study of a planning process that incorporated an equity lens in the development of a large scale urban system plan in Portland (OR) to build understanding of how an equity lens may change the institutional planning process. When does a public good become harmful? And who does it harm? To tackle these questions I take a detailed look at how public transportation affects housing prices. Public transportation is a common good utilized by people of all different socioeconomic levels, but scholars have found that the presence of a new public transportation stop can be a catalyst for gentrification, raising housing prices and displacing previous residents. While this positive relationship between housing prices and public transportation is well documented, there is a lack of literature on how gentrification, caused by public transportation, affects neighborhood-housing prices across race. Police, prosecutors, judges, and other criminal justice actors increasingly use algorithmic risk assessment to estimate the likelihood that a person will commit future crime. As many scholars have noted, these algorithms tend to have disparate racial impacts. In response, critics advocate three strategies of resistance: (1) the exclusion of input factors that correlate closely with race; (2) adjustments to algorithmic design to equalize predictions across racial lines; and (3) rejection of algorithmic methods altogether.
This Article’s central claim is that these strategies are at best superficial and at worst counterproductive because the source of racial inequality in risk assessment lies …

Crafting Citizens And Immigrants : Israeli Immigration Politics In Comparative Perspective, Yeufen Hsieh

This dissertation examines the role of shifting national identity narratives in immigration politics in deeply divided societies by focusing on the case of Israel. It raises a general question: why does a state established upon an ethnocentric national identity subsequently augment its self-definition to include certain non-co-ethnic migrants without applying the extension to all non-co-ethnic groups? I argue that although a country may initially be founded upon a seemingly-unequivocal ethnocentric national identity, this identity is not immutable. Rather, over time, a national dialogue may take place, causing the reexamination of the identity. During the transition, agents redefine “who we are” …

Failure to receive critical and timely information from emergency management professionals (EMPs) may lead to the loss of life during disasters and emergencies. Recent research and government reports have indicated that there may be communication failures between EMPs and minority community members, though little is known about how minority communities perceive EMP communication efforts. The central research questions and purpose of this study were designed to explore the experiences of minority community members in receiving and interpreting disaster-related communications from EMPs. What do community interpreting for the Deaf in western societies, conference interpreting for the European Parliament, and language brokering in international management have in common? Academic research and professional training have historically emphasized the linguistic and cognitive challenges of interpreting, neglecting or ignoring the social aspects that structure communication. All forms of interpreting are inherently social; they involve relationships among at least three people and two languages. The contexts explored here, American Sign Language/English interpreting and spoken language interpreting within the European Parliament, show that simultaneous interpreting involves attitudes, norms and values about intercultural communication that overemphasize information and discount …

This essay picks up a few threads in the ongoing debate on national identity in Italy. Immigration and the intertwining of cultures locally have stretched the contours of the nation state to a breaking point. As a result, the social self has become a sharply contested terrain between those who want to install a symbolic electronic fence around an imagined fatherland and those who want a more inclusive nation at home in a global world. This study sets out the facts regarding broadband deployment and usage in the US and the particular promise of mobile broadband for minorities. Fixed broadband is nearly ubiquitous and most people have access to four or more mobile broadband providers. Growth in fixed broadband usage is leveling off, while mobile broadband usage growth remains robust. Blacks and Hispanics generally have fewer fixed broadband options but more mobile broadband providers available. Gaps in broadband usage overall (fixed and mobile combined) for minorities persist and are quite large. Matching estimators show that lagging broadband adoption among minority groups is not fully accounted …

As global demands for workers in the science, technology, engineering and math (STEM) fields persist, there are increased opportunities for historically underrepresented African-American and Latino youth to fill STEM career pipelines. African-American and Latino youth have long faced disproportionately high unemployment rates. Joblessness has been complicated by lower high school graduation rates for African-American and Latino youth. Significant federal and state funding has been allocated to address this state of affairs. Research findings on STEM career development programs for historically underrepresented youth can inform public policy and resource allocation.

This paper examines housing affordability in the United States over the past three decades using the author’s concept of “shelter poverty.” The major findings are as follows: The number of shelter-poor households has been over 30 million since the early 1990s, an increase of more than 70 percent since 1970. Among families with children, rates of shelter poverty are much higher, and over the past several decades have risen faster, than among households with just one or two persons. Nearly half of all renter households are shelter-poor, victims of low incomes and rising rents; most low-income renters are headed by …

Hungry For Respect: Discrimination Among Adults Using Emergency Food Services, Gilbert C. Gee, Kathryn J. Lively, Larissa Larsen, Jennifer Keith, Jana Stone, Kara Macleod
Journal of Health Disparities Research and Practice
Objectives: We examined how adults using emergency food services report discrimination and how these reports may be associated with well-being.
Methods: Data come from a survey (n=318) and from five focus groups of adults using emergency food services, conducted between 2003-2004. The survey included measures derived from the Everyday Discrimination Scale and the Centers for Epidemiologic Studies Depression Scale (CES-D). Focus groups were analyzed with content analysis.
Results: The survey data suggest that everyday discrimination was associated with the CES-D, conditional on covariates. Focus group data are consistent with the survey results and suggest several avenues for future research, including …

The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. It will focus on the future of energy in the West--on a “managed transition” to a different energy mix, on the need to nest this effort in a framework that acknowledges interconnections, and on identifying the most salient opportunities to consider the legal, political, financial, and technical challenges.

It is certain that Hispanics in Bowling Green confront numerous obstacles, such as a language barrier and a lack of knowledge of available community services that prohibits them from fully integrating into our community. The goal of this research is to gain a better understanding of these obstacles, to determine the perceptions of the city’s Latino population, and to ascertain what businesses, services, and community organizations can do in order to better accommodate Hispanics in Bowling Green. As the number of overweight and obese Americans rises, it becomes increasingly clear that Americans need further incentives to stimulate lasting lifestyle changes. Tax incentives focused on exercise, which have been largely unexplored to this point, are an effective response to the growing obesity problem in the United States that would largely avoid the political opposition that tax policies focused on diet have encountered. In addition, they would also provide a more palatable solution for the taxpayer beneficiaries with a relatively low impact on government revenues. This qualitative study examined the experiences of race scholars whose agenda include investigating and writing about racial issues which run counter to the entrenched ideas, values and philosophies of the dominant academic culture. It questioned the possible risks associated with race work, and it examined the available support and validation for race scholars within the academy. Perceived prejudices and micro-aggressions are examined, as well as coping strategies for navigating the political academic landscape. Designed as a narrative inquiry, the study utilized in-depth interviews and the analysis of written documents of four prominent race scholars, while critical race theory (CRT) served …
