The Massachusetts Housing Mediation Program (HMP) is a comprehensive statewide program that provides free housing mediation services as a tool to increase housing stability with the intention of preventing homelessness created by landlord-tenant disputes. Many scholars have treated the inscrutability of technologies, secrecy, and other unknowns as moral and ethical challenges that can be resolved through transparency and openness. This paper, and the special issue it introduces, instead wants to explore how we can understand the productive, strategic but also emancipatory potential of secrecy and ignorance in the development of security and technologies. This paper argues that rather than just being mediums or passive substrates, technologies are making a difference to how secrecy, disclosure, and transparency work. This report presents findings and recommendations from an evaluation of the Massachusetts Housing Mediation Program (HMP) administered by the MA Office of Public Collaboration (MOPC) at the University of Massachusetts Boston in partnership with 11 Community Mediation Centers (Centers). The program is funded by the Commonwealth of Massachusetts and implemented in partnership with the Department of Housing and Community Development (DHCD). The program was initially part of the Governor’s Eviction Diversion Initiative (EDI), which ended in the latter half of FY2022 and is continuing as an intervention to support housing stability. Between the 1960s and the 1990s, dozens of programs and organizations arose throughout the United States designed to bring peaceful resolutions to emerging community disputes, following in the conceptual footsteps of the federal Community Relations Service. Many of these community dispute resolution programs have encountered calls for reduced funding in recent years, as economic hardships force public administrators to parcel out limited public monies to those services that can demonstrate the most benefit. Drawing on the fields of psychoanalysis and psychosocial studies, this article investigates the states of mind of both the parties in conflict and the mediators. It proposes that, when framed as a relational intersubjective encounter, mediation can have transformative potentials beyond the political goals. The article aims to rebalance the current rationalistic orientation in mediation and argues that valuing and engaging with the affective register in mediation processes and the states of mind of the mediation actors can better equip mediators to understand and deal with the unpredictability, instability, and blockages in mediation processes.

In this contribution, we attempt to make a case for the fruitful potential of a prospective coordination between the principles of conflict management (particularly Burton’s views) and Habermas’s two deontological models., the latter being the “ideal speech community” and communicative ethics. Firstly, we will enumerate the similarities between Habermas’s observations and those generated from the body of conflict management (CM) scholarship generally. We will secondly analyse the dissimilarities between those of Habermas and Burton in particular. This paper analyzes, assesses, and introduces the importance of a “Needs Assessment” that can potentially record the effectiveness of the Victim Offender Reconciliation Program (VORP) practices with its youth offenders. VORP is a program within the purview of the Restorative Justice Partners, INC. organization. The functions of this program works closely with the probation department of Monterey County, along with various community partners; its practices are funneled through a restorative justice lens. Current data will show that 89% of youth offenders who have successfully completed the VORP program and are closed compliant do not reoffend, meanwhile the other 11% recidivates …

Northern Ireland and Colombia both serve as excellent case studies on how the end of the Cold War impacted peace processes. Both countries experienced conflicts that begun in the Cold War era and underwent peace processes in the post-Cold War era. As such, studying them reveals characteristics of post-Cold War peace processes. For example, both Northern Ireland and Colombia showcase the important role that third-party actors play in modern conflict mediation. Both countries benefited greatly from mediation conducted by international organization, other countries, and individuals. The Role Of The Traditional Somali Model In Peacemaking, Hudda Ibrahim

In this paper I explore the mediation and reconciliation efforts of traditional Somali elders. I also discuss why traditional elders have been effective peacemakers in Northern Somali (Somaliland) but not in Somalia. I argue that four factors comprising an "insider-partial mediation" approach in Somaliand helps to explain why it was effective there. In conclusion, this paper shows that the traditional Somali approach of peacemaking is a viable and effective approach to mitigating conflicts in Somalia.

Whether providing requested information, careful attention, informal coaching, impartial mediation, or upward feedback, ombuds operate within an “oscillating space” occasioned by contending purposes of their work. Their relationships to both their visitors and their host organization confer a dynamic identity, as they are at once supporting the visitor and supporting the organization. With which does an ombudsman identify, their organization or their visitor? Can the answer be both? This article will explore the opportunities and challenges arising from this tension.

Abstract

Most U.S. presidents will pursue third-party conflict mediation sometime during their administration. However, the approach and level of commitment to those endeavors vary greatly across time and results are often minimally successful. This study explains this variation in terms of domestic political considerations, suggesting that the potential risks and payoffs in the domestic sphere primarily drive the supply of mediation, rather than conflict characteristics, “ripeness” for resolution, or the national interest. Presidents are shown to engage in mediation when they are relatively secure domestically, enjoying legislative success in Congress. This study defined family mediator effectiveness as ‘having a lasting positive impact on parties after mediation has concluded’. The purpose of this research was to uncover the nuances that give some family mediators effectiveness. This study used Husserl’s transcendental phenomenology as presented in the book, Idea: General introduction to pure phenomenology (Husserl 1962/1913). Although private foundations are assumed to be beneficial, their impact on grantee organizations is not well understood. This quantitative research explored how private, nonoperating foundations influence grantees' financial capacity to pursue their missions. Principal-agent theory was applied to rationalize foundations' social good purpose, along with subsidy theory of public charities' need for capital accumulation, thus comprising a unique framework for identifying pathways of relationships amongst influencer variables of foundations' operating characteristics; the outcome of grantees' months of unrestricted, liquid net assets (MULNA); and the mediator of foundations' payout rate. What do community interpreting for the Deaf in western societies, conference interpreting for the European Parliament, and language brokering in international management have in common? Academic research and professional training have historically emphasized the linguistic and cognitive challenges of interpreting, neglecting or ignoring the social aspects that structure communication. All forms of interpreting are inherently social; they involve relationships among at least three people and two languages. The contexts explored here, American Sign Language/English interpreting and spoken language interpreting within the European Parliament, show that simultaneous interpreting involves attitudes, norms and values about intercultural communication that overemphasize information and discount …
