The substantial growth in Kentucky’s prison population since the 1980s has resulted in increased spending on corrections, both the total amount and as a percentage of total general fund spending. The sustained growth in corrections spending combined with shrinking budgetary realities has created an incentive to explore ways to reduce costs without compromising public safety. Community supervision programs are one alternative to addressing this problem. They are an attractive approach to dealing with certain types of criminals because the cost is significantly lower than incarceration. Drug courts are an example of community supervision that allows drug offenders to avoid imprisonment …

Education accountability measures, especially since the passage of No Child Left Behind, have been assessed for a variety of factors in empirical research. A large portion of this literature finds that overall, accountability measures increase performance, but also increase the achievement gap. These findings have inspired this research to examine what other marginal groups of students have been affected by the unintended reaction to the consequence-based incentives found in minimum competency accountability programs, such as No Child Left Behind.
In particular, this research looks at how the changes in a high school or school district’s Adequate Yearly Progress marks affect …

The Natural Resource Conservation Service (NRCS) designs and promotes a wide variety of conservation practices and programs that enhance the environment by reducing soil erosion, improving water quality, and enhancing and creating wildlife habitat. The impact of these practices and programs is largely dependent on the voluntary participation of landowners. Thus, central to the success of the NRCS conservation programs is an understanding of the characteristics of landowners and operations participating in these programs.

This study looked to test parking utilization rates in the Linden Walk, Aylesford Place and Transylvania Park (300 Block) neighborhood, while also studying resident perceptions of parking. It was concluded that Transylvania Park’s Residential Permit Parking resulted in underutilization of parking, while Linden Walk and Aylesford Place’s free on-street parking resulted in overutilization of parking due to spillover from the University of Kentucky. The purpose of the study was to determine if Lexington-Fayette Urban County Government should invest the resources to conduct an official parking study of the aforementioned Lexington neighborhood.

Kentucky has been steadily growing in its bachelor degree holder production over the past ten years, with almost 4500 more college degree holders produced per year in 2010 than in 2000. The literature has shown that this is good news for the economic growth prospects of the state, because a more highly skilled work force means a higher potential for production. This newly educated workforce, however, will not help Kentucky to grow if they take those skills elsewhere.
Using five-year American Community Survey data for Kentuckians over the age of 17, I was able to determine that Kentucky is not …

Fifty-one of the 120 county seats are located on rivers, and over 25 percent of the state’s population lives along waterways. Not surprisingly, flooding is the most common natural hazard in Kentucky, and many structures have been built over the years in floodplain areas. Although many local ordinances have been enacted across the State in recent years to limit new construction in these areas, existing structures still experience frequent flood damages. By popular demand--a NEW, up-to-date State Litter "Scorecard" is now released for the 2011 ASPA Baltimore event--measuring each state’s overall environmental quality through public property/spaces debris removal efforts. The “CARD” uses tried-and-true, hard-to-publicly obtain objective and subjective measures, leading to a total overall score for each measured jurisdiction. Readers can thus gain a realistic "picture" of "what's going on" within one or all of the 50 states. This study relied on data gathered on school identifiers and characteristics, student and teacher characteristics, and index scores of Kentucky public elementary schools, collected from 2001-2008 at the school level. An extensive literature review was completed in order to examine the effects of competition on public schools, both positive and negative.
This paper focused on the impact of public school competition on academic index scores in Kentucky school districts. Compressed Natural Gas (CNG) is an alternative fuel source which could replace diesel as a fuel for municipal fleets. This paper seeks to examine the viability of CNG and its potential to power Lexington-Fayette Urban County Government’s fleet of waste removal trucks. This paper takes into account financial and environmental factors in determining CNG’s potential, but gives priority to financial considerations. The results of this analysis are mixed—under some future scenarios, compressed natural gas would be a favorable option for the fleet, but given other future scenarios, CNG would not be viable. Clusters are a geographic concentration of businesses and institutions which interact and collaborate within a particular economic sector. This report provides quantitative analysis of three clusters: (1) health, (2) agriculture, and (3) arts, entertainment, and tourism. This study will examine the quality of life survey findings of 154 recipients of services provided through the Kentucky Money Follows the Person program. In order to accomplish this, the term „quality of life‟ must first be defined and examined from the viewpoint of its role in the provision of health related services.
