The re-designation of the Houthi militant group as a terrorist organisation by the United States (US) could reignite conflict tensions in the Middle East region. This US decision shows the inconsistency of Joe Biden's administration, which had revoked the Houthis' terrorist status at the beginning of his administration. This research aims to analyse the motives for the US decision to re-designate the Houthis as a terrorist group. The method used in this research is an exploratory descriptive qualitative method using data collection techniques, namely observation and literature study. To illustrate the logic and grammar of coercion, this analysis relies on decision-theory methods, such as game theory, that examine the strategic decision-making process in interactions with adversaries and partners. The intent here is not to offer predictive models of rational-actor behavior. Rather, the intent is to use game-theory and similar approaches to understand how coercion works better. Despite that fact, Iraq’s military performance, even after wresting control of its territory from the Islamic State, remains inconsistent at best. A survey of Iraqi military history suggests a pattern of strengths, weaknesses, and performance that includes courageous soldiers, cohesive units, incompetent leaders, divided loyalties, poor combat support, and weak institutions that have, on occasion, risen to the defense challenge. Qasem Soleimani, based on (1) empirical studies of Trump’s personality profile and leadership style conducted at the Unit for the Study of Personality in Politics and (2) rational-intuitive inference derived from Trump’s observed behavior in office.

This study tests the hypothesis that the use of sanctions as a foreign policy tool produces favorable conditions for an increase in terrorism activity using cases of sanctions against Bosnia-Herzegovina, Libya, and Iran. Using literature as the basis for this hypothesis, data suggests that there is not significant evidence to support this theory using these cases. The circumstances surrounding the political environment and stability of each country tells different stories, where attributing rising terrorist activity to sanctions themselves ignores the complexity of foreign economies their political and social atmospheres in which they operate. The history of Saudi-Iranian relations has been fraught. This relationship has impacted the United States’ role in the Persian Gulf. Prior to the formation of the Islamic Republic of Iran in 1979, bilateral relations between Saudi Arabia and Iran could be characterized in terms of mutual understanding which allowed them to become integral parts of the American foreign policy in the1970s. This policy was intended to safeguard Western interests in the Persian Gulf after the British left. It is based on the recent thaw in Iran-U.S. relations, and the critical reaction of the Saudi government towards this policy. The question has two components – first, how severe the current Saudi-American rift is, and second, to what extent it can be traced to their differences over Iran. The Security Council resolution implementing the Iran deal spells out the terms of its own destruction. It contains a provision that allows any one of seven countries to terminate its key components.
