This article examines public sector leadership during the economic crisis caused by the coronavirus pandemic in Ghana. It focuses on the Bank of Ghana–the nation’s central bank responsible for monetary policy and financial sector leadership–and examines the critical leadership attributes that the central bank demonstrated through its administrative and policy responses to the crisis. The findings from textual analysis of monetary policy committee press briefings show that the central bank demonstrated several criteria of effective public service leadership during the crisis, namely sensemaking, critical decision-making, communication, accountability, adaptability and, to an extent, learning. This research aims to draw a connection between HIV policy discourse and strategies, and the mainstream beliefs and norms of the society where they are developed. The significance of the study is to highlight the challenge that these dominant values could pose to the development of comprehensive and effective policies. In 1992, the amended constitution excluded traditional village leaders from being involved in formulating education policies in Ghana. The exclusion of grassroots leaders from education policy reform resulted in low expectations and poor student outcomes in the towns and villages of Ghana’s Avatime Traditional Area. In Ghana, National Health Insurance Act 852 of 2012 ensures that health-care benefits include family planning (FP) services, however people continue to pay for FP services because the policy is yet to be implemented in practice. Under the leadership of the Ministry of Health, the National Health Insurance Authority in collaboration with the Ghana Health Service, Marie Stopes International-Ghana and the Population Council implemented a pilot project to remove FP service out-of-pocket costs. Coastal indigenous communities in Keta, Ghana, are experiencing resettlement as a result of slow-onset, climate-induced flooding and erosion. Previous researchers have documented the risk of relocation from rapid-onset events, but little is known about the effectiveness of policies developed in response to slow-onset changes. This phenomenological study investigated the ongoing lived experiences of adult household members in Keta who were relocated by the government. Between 2007 and 2010, the Social Enterprise Development (SEND-Ghana) Foundation, one of the IBP’s partners, monitored the performance of the Ghana School Feeding Programme (GSFP, a government program that integrates social protection interventions), engaging with 50 district assemblies, 50 focal civil society organizations (CSOs), and 50 District Highly Indebted Poor Countries (HIPC)/Citizens Monitoring Committees (DCMC) in seven regions across the country. SEND-Ghana used information from this monitoring exercise to promote improvements in the program with district assemblies and officials from collaborating ministries, departments, and agencies directly at the national, regional, and district levels, but also indirectly through the media.

The Population Council conducted a diagnostic appraisal of delivering family planning services using the community-based health planning and services (CHPS model) in Ghana. This study’s results indicate that the CHPS program is well appreciated by rural communities where it is operational. However, the study identified several developments with implications for service delivery: increased community health officer (CHO) workloads and concomitant reductions in outreach services and home visits by community health visitors (CHVs) have weakened the CHO-CHV working relationship, leaving both cadres working in isolation. CHPS has significantly improved health indices but its contribution to increasing family planning is limited and …

To significantly expand women’s access to modern family planning and comprehensive abortion care services a provisional license was awarded to Marie Stopes International-Ghana by the Ghana Food and Drugs Board for the introduction and provision of the first medical abortion regimen (mifepristone and misoprostol) in Ghana. The Population Council conducted this study to document the introduction process; findings from the study will provide much needed evidence to inform policy decisionmaking and the scale-up phase.
