This paper sheds light on the methodological dilemma in microfinance research and examines the feasibility of conducting a qualitative case study. Microfinance research is dominated by quantitative impact studies. However, the issues of process and implementation are critical to make an impact. The paper argues that a qualitative case study method can be used as a supplement or an alternative to quantitative methodology, because it is context-specific and naturally enquires research problem. The in-depth and in-detail inquiry make the findings more robust, and readers can understand the meaning holistically by reading stories and quotes. The case study can be used …

While the social sciences are experiencing narrative and emotional turns that are largely based on exploratory and theoretical qualitative research, the problematic dismissal of qualitative research approaches continues to loom large outside academia. Frequently described as a collection of “anecdotal stories,” qualitative research is dismissed as unscientific and unreliable— comments that limit the perceived usefulness of qualitative findings, especially in terms of policy reform. The effectiveness of development assistance is one of the most contested debates in international development studies. While some of its most ardent supporters consider aid as the key to solving the plight of the developing world (e.g. Sachs 2006), its opponents consider it as part of the problem rather than the solution (e.g. Moyo 2009). By investigating the case of Afghanistan as one of the world's largest aid recipients from 2002 to 2014, I show that one reason for arriving at such diametrically opposed conclusions lies in the narrow definition of aid effectiveness as income growth rates. Juvenile crime among females is on the rise in the United States and is currently at an all-time high. Girls who are at risk for committing juvenile crime are at greater risk than boys for experiencing sexual trauma and exploitation as well as depression. Additionally, adolescent females have a higher rate of status-offense reoffending than do adolescent males. Using Kubeka's conceptualization of trauma theory, the purpose of this case study was to determine whether Everlasting Peace (EP), an evidence-based counseling program in Georgia, successfully provided gender-specific treatment for female juvenile offenders. Militancy inspired by Islamists is escalating globally, and government action is necessary to protect vulnerable populations. Security professionals generally agree that governance may complement the use of force to defeat militants; however, current doctrine does not address the concurrent integration of governance in a comprehensive strategy. This interpretive case study explored Pakistan's application of governance during the 2009 Khyber operation in Swat Valley, code-named Operation Rah-e-Rast. The central research question focused on how governance activities were integrated with military operations to subdue militancy. At the turn of the millennium the South African government allocated a total of R214 million (US$28.5 million) to the fight against HIV/AIDS, an epidemic that had reached crisis proportions. Less than 10 years later this figure has risen, in inflation-adjusted terms, to R3.96 billion (US$528 million), a real increase of over 1,850 percent. This study looks at how a civil society organization’s ongoing campaigns for treatment access that combined negotiations with the government, mass mobilization of its members (including civil disobedience campaigns), and litigation contributed to this increase.

Through a complex litigation strategy that involved “freedom of information” requests, budget analysis, and media dissemination, the Civil Association for Equality and Justice (Asociación Civil por la Igualdad y la Justicia, or ACIJ) pressured the formerly reluctant government of the city of Buenos Aires, Argentina, to acknowledge a legitimate unsatisfied claim related to school vacancies for initial-level education and commit to making significant policy changes. This case study examines the ACIJ campaign and draws lessons for civil society engagement in public finance processes.

Collaboration has increasingly emerged in recent years as a new paradigm in public management. This collaborative trend, however, has contradicted the longstanding American political tradition of conflictual contestation of competing interests and adversarial legalism. Consequently, it has presented public managers with the challenge of dealing in reality with the "tensions between alternative forms of management practice" (Huxham and Vangen 2005, 245).
