This thesis presents a compilation of papers exploring passenger car and bicycle speeds through their interactions with each other and with urban roadway factors.
First, following a concern raised in part of the traffic literature that a large mode shift toward bicycling may cause travel time delays and potentially exacerbate congestion instead of alleviate it unless bicycle lanes are installed, an empirical study detailing how the presence of bicycles on urban roads without bicycle lanes may affect passenger car speeds is presented. This thesis explores barriers to widespread adoption of electric vehicles and proposes possible policy solutions. It analyzes main barriers including awareness, upfront cost, and range anxiety, as well as existing policy solutions, and a detailed case study examining policy differences in high adopting versus low adopting states. Awareness and eduction surrounding electric vehicles and their capabilities, financial incentives and market mechanisms for reducing costs, and charging infrastructure and efficiency improvements are examined. Conclusions were formed through interviews with various experts as a method of data collection. It was found that many existing state and local level policies could be scaled …

Are Wide Streets Negligent?, Michael Lewyn

American commercial streets are typically designed to encourage rapid automobile traffic, thus making streets unsafe for pedestrians. In the 2016 case of Turturro v. City of New York, the New York Court of Appeals upheld a jury verdict against a city for failing to slow down such traffic. This article describes Turturro, but shows how limited its holding was: the Turturro court emphasized a city's failure to study traffic calming, so if a city studies its options adequately it can avoid liability even if its policies are unsuccessful.

This research note compares the effect on willingness to raise taxes and government fees of three common approaches to public consultation: (a) a telephone survey with no information or discussion, (b) a focus group with discussion but no information relating need to the proposed tax or fee, and (c) a focus group with discussion and such information. Our purpose is twofold: (a) illustrate the contribution of pertinent information to public acceptance of tax or fee increases, and (b) suggest a more comprehensive and informative approach to consultation with the public. OBJECTIVE: The objective of this study was to identify the factors that influence the frequency and severity of rear-end crashes in work zones because rear-end crashes represent a significant proportion of crashes that occur in work zones. METHODS: Truncated count data models were developed to identify influencing factors on the frequency of rear-end crashes in work zones and ordered probit models were developed to evaluate influencing factors on the severity of rear-end crashes in work zones. Access to private transport is a critical component of the modern industrialized world but it is also recognized as a major source of carbon dioxide emissions, one of the global warming gases contributing to climate change. This paper looks at increased use of subcompact cars as a key component in developing a sustainable transport policy. These cars benefit the environment by emitting reduced levels of carbon emissions due to their smaller engines. One of the most pervasive and frustrating of modern transportation problems is urban traffic congestion. Since 1975, Singapore has introduced a relentless series of traditional and experimental measures to slow down the growth of the motor vehicle population and to control its usage. While some of the measures have been somewhat successful, some of the problems were shifted or were substituted. The Area Licensing Scheme led to a shifting of the problem in time and place while the quota system has substituted uncertainty in quantity with uncertainty in price. The authors examine the route fatality Risk of routes in Erie County, PA and show that some pose a disproportionately high-Risk to users. They argue that transportation safety could be greatly increased by relatively small expenditures and suggest that the most cost-effective Risk amelioration is speed limit control.
