Rulemaking is one of the U.S. government's most important policymaking methods. Although broad transparency and participation rights are part of its legal structure, significant barriers prevent effective engagement by many groups of interested citizens. RegulationRoom, an experimental open-government partnership between academic researchers and government agencies, is a socio-technical participation system that uses multiple methods to alert and effectively engage new voices in rulemaking. Initial results give cause for optimism but also caution that successful use of new technologies to increase participation in complex government policy decisions is more difficult and resource-intensive than many proponents expect.

In the past decade, e-Government has received a lot of attention from academia, policy agencies, and IT providers, all of whom attempt to assess and track the factors that lead to a successful e-Government service. I propose a top-level approach assessing e-Government in Harrisonburg as a whole, and then I explore project-level methods of design and implementation. More specifically, I identify 29 electronic services offered by the City and rank them according to a pre-defined four-stage ranking system. This assessment demonstrates that the majority of the services considered fall under the Interaction and Transaction stages (Stages 2 and 3 respectively). …

Many Americans appreciate the availability and ease of using government websites to conduct their business with the state. What then of the most vulnerable in society? How do they access and use a standardized application process for government assistance, considering their potential resource, educational and physical constraints? Many go to public libraries and non-governmental organizations (NGOs), which shifts the responsibility to help applicants from the government agency administering the program to local actors whose primary duties lie elsewhere.
