Fact Sheet On Extended Time Off (Exto), Workplace Flexibility 2010, Georgetown University Law Center, Urban Institute

Memos and Fact Sheets

The Need for Extended Time Off (EXTO):

  1. New children: More women and mothers are working, and there is an increase in the number of couples with children in which both parents work.
  2. Health issues: According to a 2000 survey of employees regarding the Family & Medical Leave Act (FMLA), among those who took FMLA leave, more than half, 52.4%, of workers used the leave to attend to their own health conditions. Thirteen percent reported taking leave to care for a parent and nearly 12% reported using leave to care for an ill child.
  3. The need for paid EXTO: Despite the …

Municipal Accountability : Should Regulations Similar To The Sarbanes-Oxley Act Apply To The Local Sector?, Douglas Ray Fink Nov 2008

Municipal Accountability : Should Regulations Similar To The Sarbanes-Oxley Act Apply To The Local Sector?, Douglas Ray Fink

FIU Electronic Theses and Dissertations

As America moved into the 21" century financial scandals associated with large publicly traded corporations brougt widespread concern about the reliability of financial reporting. In response the U.S. Congress adopted the Sarbanes-Oxley Act of 2002 (SOX). Undergirding SOX was the belief that improvements in the reliability of an organization's financial disclosures would lead to increased trust in the issuing organization.

While SOX is aimed at publicly traded private sector organizations, the value of adopting SOX-like practices in the public and the nonprofit sectors have been recognized. Although SOX-like auditing practices have not at the time of this research become part …

Ddasaccident634, Hd-Aid Nov 2008

Ddasaccident634, Hd-Aid

Global CWD Repository

The accident occurred because of carelessness of the deminer as he used chisel directly on the detected signal instead of [Demining group] standard excavating tool (scraper). The poor command and control is another contributing factor for this accident as he was not stopped by command group.

Ddasaccident635, Hd-Aid Nov 2008

Ddasaccident635, Hd-Aid

Global CWD Repository

The primary cause of this accident is listed as a Field Control Inadequacy because the Victim was a field supervisor who acted in breach of basic safety requirements by poking a mine with a stick, apparently as a joke. The secondary cause is listed as a Management Control Inadequacy because the demining group’s managers are responsible for the selection and training of appropriately responsible field supervisors.

Sudan Mine Action Programme Capacity Development Study, Cranfield University Nov 2008

Sudan Mine Action Programme Capacity Development Study, Cranfield University

Global CWD Repository

Currently most of the key mine action activities in the Sudan are managed by the UNMAO. However, the mandate of UNMAO expires in June 2011, by which time the national authorities should have assumed all necessary regulatory and coordination responsibilities. In order to accelerate the transfer of responsibilities to the national authorities, UNMAO is developing a Transition Plan. Clearly, successful transition will depend on a carefully designed and well resourced capacity development plan to reinforce and further develop the national mine action capacities. This study by UNDP, as the lead UN agency for mine action capacity development within UNMAO, is …

Ddasaccident619, Hd-Aid Nov 2008

Ddasaccident619, Hd-Aid

Global CWD Repository

The primary cause of this accident is listed as Victim Inattention because the investigators imply that the Victim deliberately walked into the uncleared area. The secondary cause is listed as a Field Control Inadequacy because the field supervisors did nothing to prevent him doing so.

Ddasaccident612, Hd-Aid Nov 2008

Ddasaccident612, Hd-Aid

Global CWD Repository

The primary cause of this accident is listed as Inadequate training because the investigators found that the Victim did not know how to excavate safely. The secondary cause is listed as a Management Control Inadequacy because it is a management responsibility to ensure that all deminers are appropriately trained.

Ddasaccident803, Hd-Aid Nov 2008

Ddasaccident803, Hd-Aid

Global CWD Repository

The accident occurred in a hazardous area high in the mountains. The demining group involved was searching the area with two mine dog teams and collecting discovered devices, moving them to a collection area. When the field supervisors went to count the discovered mines, the last collected item exploded, resulting in minor injuries to both supervisors.

Ddasaccident605, Hd-Aid Nov 2008

Ddasaccident605, Hd-Aid

Global CWD Repository

The primary cause of this accident is listed as a Field Control Inadequacy because the investigators concluded that there was poor command and control. The injury spread, including forehead and body, implies that PPE was not being worn at the time. The secondary cause is listed as Inadequate training because it seems that the deminer either did not know how to pinpoint a detector reading adequately or did not understand the risks of digging directly on top of the place where the detector signalled.

Fits & Starts: The Difficult Path For Working Single Parents, Rebecca Loya, Ruth J. Liberman, Randy Albelda, Elisabeth Babcock

Center for Social Policy Publications

With dramatic shifts in the economy in recent years, it has become increasingly difficult for families to move into or stay in the middle class without access to higher education and skills training. Government-sponsored work supports help by providing direct assistance to working families to meet basic needs, such as child care, food, and housing. Yet, many supports do not reach low-wage working families in Massachusetts because of low eligibility thresholds, inadequate funding, limited availability, limited awareness, and numerous barriers to accessing such supports. Even for low-wage workers who do receive key work supports, such as subsidized child care and …

Putting The Pieces Together: The Puzzle Of Conflict Transformation, Janice Marie Johnson Nov 2008

Putting The Pieces Together: The Puzzle Of Conflict Transformation, Janice Marie Johnson

MALS Final Projects, 1995-2019

This Final Project seeks to investigate the evolving art of conflict transformation. Conflict transformation is presented via three modalities: a three-hour workshop on conflict resolution, a thirteen-session course, "Managing Conflict," including syllabus and facilitator' s guide, and a complete worship service. The service will be given before an audience in Fall 2008 at Skidmore College. Using these three modalities, the origins of conflict, the function of conflict transformation strategies, the issue of cultural competency, and the relationship to peacemaking are explored from the standpoint of a skilled practitioner in the field.

Remapping A Nation Without States: Personalized Full Representation For California’S 21st Century, Mark Paul, Micah Weinberg Nov 2008

Remapping A Nation Without States: Personalized Full Representation For California’S 21st Century, Mark Paul, Micah Weinberg

Mark Paul

California is a state of many distinct regions. To give citizens a voice on regional issues and to reinvigorate California’s Legislature, the state’s central institution of self-government, we propose Personalized Full Representation for the 21st Century (PFR21), a system of representation by means of regionally based legislative elections that will allow the state’s citizens to set the agenda for their regions and for the state as a whole. By reshaping the stage on which legisla- tive politics is played out, California can make state govern- ment more attentive to regional issues and give its citizens a means of holding elected …

Outcome Evaluation For Mine Action Programme, Robert Keeley Nov 2008

Outcome Evaluation For Mine Action Programme, Robert Keeley

Global CWD Repository

During a country wide survey undertaken by Swiss Foundation for Mine-action (FSD) between 2003-05 it was determined that approximately km2 of land was contaminated with mines and Un-exploded Ordnance (UXO). However, during the past 5 years, various activities such as Land Release (LR), Technical Survey (TS) and Clearance, has reduced the SHAs level to approximately 15-17 km2. UNDP hired Dr. Robert Keeley of RK Consulting Ltd (the 'Consultant') to undertake an Outcome Evaluation of the Country Programme Action Plan (CPAP) 2005-2009, Outcome #6 to "Create a sustainable national institution to plan, coordinate and implement comprehensive mine action." The Consultant identified …

Linking Mine Action And Development | Humanitarian And Development Ngos, Gichd

Global CWD Repository

Mine action programmes often are not linked early and strongly enough with key development actors. Despite the availability of extensive research documenting the need for greater coordination between mine action and development organisations, concrete guidance for practitioners and policy-makers on how to link mine action with development has been lacking. In response, the Geneva International Centre for Humanitarian Development has published guidelines on how to ensure mine action promotes development in mine-affected countries. More specifically, the guidelines seek to:

  • Increase awareness that landmines and other remnants of conflict block development in many affected countries
  • Strengthen coordination between mine action and …

Speak Softly...With Everyone You Can, Todd Landman Nov 2008

Speak Softly...With Everyone You Can, Todd Landman

Human Rights & Human Welfare

From the Monroe Doctrine to the Bush Doctrine, United States foreign policy has been predicated on the assumption that somehow it knows what is best for the rest of the world. Monroe feared a potential encroachment from Russia and meddling in the "American" Hemisphere by the European powers and issued what originally appeared as a modest statement about resistance to intervention by any other country than the United States . Ironically enforced by the British Navy at that time, the Monroe Doctrine went far beyond its modest beginnings to set a precedent for the development of U.S. foreign policy. The …

Human Rights And The 2008 U.S. Presidential Election, Brent J. Steele Nov 2008

Human Rights And The 2008 U.S. Presidential Election, Brent J. Steele

Human Rights & Human Welfare

There has been a vivid tendency this year by the conventional keepers of Washington wisdom to explicate the two presidential candidates' foreign policy views using old frameworks of "hawk" and "dove." Not only is this binary wrong, it fundamentally obscures some rather ironic potentials for how each candidate, if elected president, will focus upon human rights in their foreign policy. McCain's neoconservative view of the world is founded upon the Wilsonian call for democratization-culminating in what he terms a "League of Democracies." To use a concept that Arnold Wolfers first coined, and one which Joshua Muravchik has proffered as well, …

Myths, Reasonable Disagreement, And A League Of Democracies, James Pattison Nov 2008

Myths, Reasonable Disagreement, And A League Of Democracies, James Pattison

Human Rights & Human Welfare

The United States ' election in 2004 was based on a number of foreign policy myths. Three of the most obvious were:

  • The war in Iraq was necessary as a response to the threat of international terrorism. As a result, the world is now a safer place;
  • The institutions of the UN are corrupt and do nothing but restrict American power;
  • Al Qaeda and international terrorism more generally are extremely significant threats to American national security

Road Ecology Course And Seminar Series, Mark D. Sytsma Nov 2008

Road Ecology Course And Seminar Series, Mark D. Sytsma

TREC Final Reports

The American road network is a major economic investment that is a major organizing force for human activity. The road system has profoundly altered ecological processes and, as a result, it is also an important organizing force for ecosystems. Understanding the ecological consequences of road system design and use is critical to effective engineering and management of road systems to minimize impacts. I propose a new course within Environmental Science and Resources at PSU that will expose upper division undergraduate and graduate students to the fundamental concepts of road ecology through discussion, guest speakers, and field trips. I propose a …
