In 1987 New York City adopted the report of its "Commission on the Year 2000." A year later Los Angeles followed the same course and approved a report prepared by its "Los Angeles 2000 Committee." In Oregon we have been equally active in the development of alternative scenarios and strategic plans for the year 2000. The Oregon Progress Board and its Benchmarks is just one example. Others include Portland's Civic Index process and Future Focus, METRO's Goals and Objectives study and LCDC's Growth Management Study. In the last two years, Portlanders of all backgrounds have begun to pay serious attention to the problems and opportunities created by the increasing racial and ethnic diversity of their metropolitan area. The Oregonian and the broadcast media have focused a number of stories and reports on racial relations and racial tensions. The broad-based strategic planning efforts of the Civic Index project (1989-90) and the Portland Future Focus planning program (1990-91) have pinpointed racial and ethnic relations as one of the central issues that will determine the quality of life in the growing metropolis. This paper examines the organizational changes that have taken place in Hamilton-Wentworth as a result of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) based on case studies of the regional clerk’s department and the regional police department. The findings reveal that when change occurs at the municipal level, it is important to view the organization as a compilation of the organizational structure, the groups within the organization, and the individuals who comprise those groups in order to avoid decline.

Following the regulatory excesses of the 1970s and the reforms of the 1980s, the policy pendulum is swinging back again. On the surface, the government imposing socially desirable requirements on business seems to be a cheap way of achieving national objectives. But every time a government agency attempts to safeguard the environment or foster occupational health or promote product safety, it imposes a more expensive method of production on businesses. Consumers, meanwhile, suffer by paying for these hidden regulations.

The purpose of this study was to determine the relationship of the critical thinking score as measured by Watson-Glaser Critical Thinking Appraisal score and subscores (Inferences, Recognizing Assumptions, Reasoning by Deduction, Drawing Conclusions and Evaluating Arguments), and mastery of judging activities between 2 groups (upper and lower quartiles) of participants in the 1990 Nebraska 4-H Senior Livestock Judging Activity. The study was descriptive-correlational in nature and was designed to gather data concerning the strength of relationships between variables.

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

A $100,000 commitment from the Omaha World-Herald Foundation will enable Nebraska communities to con tinue utilizing a successful strategic planning project. The Strategic Training and Resource Targeting (S.TA.R.T.) program directed by CPAR has helped more than 50 Nebraska communities in the past two years. The World-Herald grant will enable 40 additional communities to begin the community-based economic development program over the next two years.

This study is a sociological analysis of anti-drug legislation during the last one hundred years within the United States. Anti-drug legislation is explored with regard to specific substances, as well as in general, and compared to anti-drug legislation of today. The conflict perspective was employed as an aid in understanding the occurrence of such phenomena as anti-drug legislation and drug wars. It becomes apparent that social problems or deviance, related to drug use, are more than simply a matter of someone transgressing. The “informal SOP” at the time allowed operators not to drive the machine out of the mined area at changeover times. In this case, the victim tried to change from one track to the other as his replacement operator and his Team Leader approached. As he changed tracks, he stood on the ground between the tracks and trod on a VS50 AP mine. The VS50 is over-pressure protected (a sustained pressure is needed) and so “resistant” to detonation by flails.

The U.S. defense industry is at a fork in the road and faces the prospect of substantial declines. There are two approaches that can be taken: Convert to civilian production or cut back and slim down. Conversion has a great deal of appeal, as it keeps the jobs of defense workers in place. The cut-back alternative is an austerity measure designed to maintain the financial health of the defense firms. The purpose of this paper is to provide some guidance in the selection between these two alternatives.

The study was conducted to determine if there was a relationship between socio-demographic characteristics of Job Training Partnership Act (JTPA) Title II-A applicants who were determined JTPA eligible, assessed and counseled, and subsequently referred by a counselor for on-the-job training (OJT), and their program outcome, as designated by (1) positive and negative terminations; and (2) enrollments and nonenrollments. The study was conducted on clients served by the Job Training Services (JTS), one of the Service Delivery Areas (SDA-13) in the State of Virginia. JTS is located in a largely urban area of the State.
