This study followed the grounded theory design of Strauss and Corbin (1990, 1998) in order to generate a theoretical model that describes, explains, and predicts the dynamic nature of constraints to leisure experienced by adults who had been previously constrained from learning to swim but were successful in coping with constraints. Theoretical and convenience sampling techniques yielded a final sample size of 28, with 23 participants being female and five males. In addition to low utility rates, Boulder City residents have the lowest property taxes by far compared to other cities in southern Nevada. Prostate cancer in the United States shows great disparities among race and socioeconomic status. Disparities in cancer rates in South Carolina are severe. Cancer control policies are lacking in ways to identify reasons for high risk populations and cost-effective ways to do so. An innovative spatial visualization program called the GeoViz Toolkit was used to determine areas of high Prostate Cancer incidence and mortality in South Carolina (rates obtained from the South Carolina Central Cancer Registry) compared with socioeconomic variables (education, income, lack of health insurance, and living in rural areas) and race. Nationally, hospice care and the signing of advance directives are underutilized by minority populations. Research on this phenomenon includes cultural differences, access to medical care and language barriers. A retrospective study of 1,817 closed patient charts from a local hospice was conducted to determine significant differences among the White, Black and Hispanic patient populations. The number of White patients admitted to both hospice homecare and to the hospice inpatient was significantly greater than the number of admissions of either the Black or Hispanic patients. Very little empirical research has been conducted on child abuse among American Indians/Alaska Natives (AI/AN). This dissertation examines the rate of reported AI/AN child abuse from 1993-2003 for the 20 U. S. states with the largest percentages of AI/AN populations. Research on child abuse and neglect from at least two bodies of literature is examined - one on child abuse in the general population and the other on child abuse among American Indians/Alaskan Natives. Based on SAS output from pooled time series analysis, two tables were created, one for the general population and one for the AI/AN population. The results …

Yet organizational effectiveness evaluation has been limited by a variety of factors--especially the ambiguity surrounding the concept of organizational effectiveness itself. Minority enrollments at selective colleges and universities have historically been low. Affirmative action programs have been a primary driver for increasing enrollments. These programs were called into question in the Grutter and Gratz US Supreme Court cases (2003). The Court’s opinions in these cases provide direction for institutions in setting admissions policy. Using a qualitative methodology, this study examined the University of Georgia’s response to the Grutter and Gratz Supreme Court decisions. The study utilized data from interviews with UGA officials, as well as documentary evidence, to chronologically reconstruct the actions that UGA initiated following the Grutter and Gratz decisions. …

Despite four decades of national policy interventions, equal access to postsecondary education has not been achieved. Though gains have been made, students of color, low-income students, and first generation students are still excluded from postsecondary participation. Early intervention programs and privately funded scholarships are among the many public and private voluntary responses to this problem.

Oregon's state-supported, school-based, volunteer mentoring program for equalizing postsecondary opportunities grew out of a long-standing partnership between a state administrative agency and statewide community foundation. This paper examines why some Ontario municipalities choose not to engage in succession planning, which ensures continuous staffing by identifying how positions will be filled. A survey of members of the Ontario Municipal Human Resources Association was conducted. The findings reveal that most Ontario municipalities are not engaging in succession planning because other immediate organizational challenges take priority.

This paper examines the barriers to participation that women face when attempting to enter municipal politics based on a review of the programs and recommendations made by three initiatives that have been developed by the Federation of Canadian Municipalities, the Equal Voice, and the Union of Nova Scotia Municipalities to increase the number of women in municipal government. Citizen participation rates in Clark County Town Advisory Boards (TABs) and Citizens Advisory Councils (CACs) were assessed. We measured citizen participation by analyzing attendance at TAB and CAC meetings over a two-month period. We designed a survey and distributed it to TAB and CAC meetings to profile volume of attendees, demographic characteristics, and other relevant data. Each member of our group also personally attended two TAB and CAC meetings to collect observations and conducted an interview with the Clark County liaison for that group. This dissertation project examines the effect of various state regulations such as Certificate-of-Need (CON) regulation, uncompensated care pools and community benefit requirement laws on hospital provision of uncompensated care and analyzes both for-profit and non-profit hospitals¡¯ responsiveness to the regulatory environment. The analysis of these regulations uses panel data econometric methods for a sample of hospitals in 17 states from 2002 to 2004. This study overcomes the limits of previous research that focused primarily on the effect of a single regulation in a given state. Unanticipated economic fluctuations exert pressure on state governments to adjust their discretionary fiscal policies to accommodate the changing fiscal situation. Even though states adjust fiscal policy as the economy fluctuates, the typical cyclical economic factors are not the sole determinant of such adjustments. State governments budgeting systems in the United States operate under a variety of budgetary institutions. The most prominent state government budgetary institutions include balanced budget rules (BBRs), tax and expenditure limits (TELs), and supermajority voting requirements for tax increases. The purpose of this study was to explore how selected superintendents are experiencing the collective bargaining process. Exploration included an examination of the various roles that selected superintendents have played in the collective bargaining process within rural and suburban school districts in Michigan.

Furthermore, exploration included thematic areas of greatest challenges facing superintendents in recent collective bargaining negotiations. Particular emphasis was given to the style of collective bargaining environment that superintendents reported as most conducive to successful contract negotiations. In addition, the rising cost of health care benefits was a significant point of emphasis within this study.

In January 2002, Washington State Patrol (WSP) Chief Ronal Serpas, Ph.D., implemented his Accountability Driven Leadership (ADL) philosophy throughout the entire statewide public safety agency. The initiative was intended to re-focus personnel on agency strategic goals, objectives, and performance. ADL stressed Computer Statistic (CompStat) management tenants, decentralized decision-making, and efficiency and effectiveness performance measures.

A significant number of American women receive clinical birthing-option advice from obstetrician-gynecologists ("ob-gyns") that is based at least in part on non-medical considerations, without being informed of the non-medical bases that influence the recommendations they receive. The first premise of this paper is that the provision of medical advice in this manner constitutes a human-rights violation under both international and American human-rights norms.
