Three newly created public agencies built regional rail projects in Los Angeles County from 1978 through 2002. The Los Angeles County Transportation Commission, the Los Angeles Metropolitan Transportation Authority, and the Alameda Corridor Transportation Authority, as newly created public agencies, were nothing less than experiments in regional governance. Conventional understanding of these agencies only partially explains their successes and failures. A path to improved understanding is to combine research on the politics of designing new public agencies with research on cooperation in dealing with collective action problems.

I have written an academic piece, “The Marking of Stuart Chase As a ‘Red Accountant’--An Epic (1917-1921)” on Stuart Chase (SC) and Red Scare #1, 1917-1921. The current piece is a much more casual type writing and, hopefully, will be a part of the SC website. My purpose in this piece is to illustrate how SC was smeared in the Reece Committee Report of 1954 without any possibility of retort before the Committee. This piece might inspire a much more academic work on the Reece Committee--a rich topic indeed. This piece also shows that SC was a marked man by …

There has been recent scholarship by Bradley and Merino (1994) and Vangermeersch (2005) on this event and the subsequent eventual firing of Stuart Chase by the FTC. Bradley and Merino’s scholarship was limited to 1918 and 1919. Vangermeersch’s scholarship was limited to two narrow time periods (Oct. 20, 1919 and then from June 1920 to mid January 1921). This piece is written to extend the time frame from early 1917 through August of 1921. This piece, not only takes a broader time period, also broadens the scope of the prior scholarship. Senator and presidential contender John Kerry has loudly and critically clanged the intelligence-reform bell in President Bush's ears. Recently, Mr. Kerry proposed great expansion of the director of central intelligence's (DCI) authority over the National Security Agency, Defense Intelligence Agency and National Geospatial-Intelligence Agency. But true reform must first come with the DCI's emancipation from the White House through providing a 10-year term as a presidential appointee.

This article presents evidence of name-order effects in balloting from a study of the 1998 Democratic primary in New York City, in which the order of candidates' names was rotated by precinct. In 71 of 79 individual nominating contests, candidates received a greater proportion of the vote when listed first than when listed in any other position. In seven of those 71 contests, the advantage to first position exceeded the winner's margin of victory, suggesting that ballot position would have determined the election outcomes if one candidate had held the top spot in all precincts.

This article is a reply to Thomas Hazlett’s commentary on my article entitled, “Rethinking the Commitment to Free, Local Television.” Although politics and public choice theory represent an important approach for analyzing government actions, economic policy still exercises some influence over the regulation of television. On the one hand, we agree that the regulatory preference of free television and local programming is more a reflection of political considerations than economic policy and that the importance of promoting communities of interest over geographic communities, and the potential for new services such as Digital Audio Radio Services to benefit consumers. Although feminism, of course, emerged out of the actual personal experiences of discrimination and other forms of subordination, ameliorating such obstacles required and requires a collective politics, most identifiable in liberal feminism’s focus on equality of opportunity in the public domain, such as Title IX or the push for the ERA I described. Whatever Debra Barnes’s individual achievements, those obviously neither did have nor could have had bearing on the eventual opportunity of young women to participate in intercollegiate athletics, as I did, or to make the legal reproductive decisions occasioned by Roe v.Wade. Assessing The Advocacy Of Negotiated Rulemaking: A Response To Philip Harter, Cary Coglianese

For many years, advocates of negotiated rulemaking have advanced enthusiastic claims about how negotiated rulemaking would reduce litigation and shorten the rulemaking process. In an earlier study, I tested these claims systematically by assessing the effectiveness of negotiated rulemaking against existing rulemaking processes. I found that negotiated rulemaking neither saves time nor reduces litigation. Recently, Philip Harter, a longtime advocate of negotiated rulemaking, has criticized my study and asserted that negotiated rulemaking has succeeded remarkably in achieving its goals. Harter criticized the way I measured the length of the rulemaking process, claimed that I failed to appreciate differences in litigation, …

"Size rather than number of voters is the criterion used in establishing district size. The difference in size between the largest and smallest districts from the ideal district, where all districts have the same population, is a source of contention. In 182 when Providence changed from 13 to 15 wards, there was a deviation of 10.6 percent between wards, deemed acceptable by the courts because, the judge ruled, the US Supreme Court has said 1.9 percent is acceptable. In the recent Johnston case, the total deviation came to 52.7 percent--a figure much too high to accept."
