The 2010 Gulf of Mexico oil spill was one of the worst environmental disasters of all time. Using the concept of state-corporate environmental crime, this project applies a case study analysis of secondary data sources including publicly available government reports, corporate documents, academic sources and journalistic accounts to examine the causes of the blowout and the response to the spill. Building on Michalowski and Kramer’s Integrated Theoretical Model of State-Corporate Crime, this study introduces an additional level of analysis- that of the industry- between the organizational and institutional levels.

The regulatory pharmaceutical approval process is flawed in that industry clinical trials (ICTs) are always powered for efficacy and rarely powered for safety. The key safety parameter is the adverse event (AE). This practice may result in efficacious products with confounded safety. An ICT’s ability to be powered for detecting AE trends may improve patient safety. Therefore, this dissertation’s purpose was to determine if power analysis resulted in feasible sample sizes for substantiating AE hypotheses. AEs were modeled with three Bayesian 2PL IRT models. This study sought to determine the extent to which learning organization constructs influence performance in state government. The overarching purpose was to examine the relationship between Peter Senge’s five learning disciplines and organizational performance.

The study utilized an ex post facto survey design. The sample population was composed of supervisors and professional and administrative staff within the 19 agencies of a Midwestern state government. Participants were administered an instrument that asked them to rate their perception of the organization and its performance along seven dimensions of learning. Previous research supports the importance of evaluating philanthropic activities and shows that community foundations express a strong interest in evaluation; however, the limited available evidence suggests that evaluation practice is still not widespread.

This study examined disruptions in collaborative governance in four state coastal zone management commissions or councils in California, North Carolina, Rhode Island, and South Carolina. The comparative case study used qualitative analysis of pre- and post- disruption conditions. The disruption was defined as a chain of events that started with a loss or diminished level of public trust in the decision-making of the commission or council. Its context is the interaction of political, economic, and technological developments that influenced the formation of federal policies for mandated evaluation requirements. The Elementary and Secondary Education Act (ESEA) of 1965 established policies to provide “financial assistance to local educational agencies serving areas with concentrations of children from low-income families to expand and improve their educational program” (Public Law 89-10—Apr. 11, 1965). The research setting is an Intensive Family Services Program (IFPS) component connected with a state agency, with data gathered from selected contractor sites. Civil wars affect the social systems of a nation, including higher education. The purpose of this study was to do an in-depth concurrent mixed method analysis of the perceived impacts of the 14-year (1989–2003) civil war on higher education institutions in Liberia during the civil war years and from the end of the civil war in 2003 to the point of data collection in 2007. The literature is replete with expert opinions on the impacts of the Liberian civil war, but only limited evidence for quantitative and qualitative studies on war impacts in general exists.

This dissertation explores the issues and challenges that nonprofit organizations (NPOs) contend with as a consequence of a large-scale disaster, in this case, the Hurricane Katrina disaster in 2005. Through interviews with 10 executive directors of small and medium-size nonprofit, community-based NPOs in New Orleans, this study examines how their organizations coped with the consequences of the storm and the devastating aftermath. The critical issues and coping strategies the executives identified, and the lessons they learned offer insights into (a) nonprofit organizational responses to a catastrophic event, and (b) executive leadership that helped the nonprofit to survive.

The Kalamazoo Promise, a universal scholarship program announced in November 2005 provides four years of tuition and fees at any of Michigan's two- or fouryear public colleges or universities for students who have attended Kalamazoo Public Schools. This investment in the community is being replicated elsewhere across the nation, including Denver and Pittsburgh. The scholarship program lowers the cost of postsecondary education, thereby increasing incentives for high school graduation, college enrollment, and college completion. Of the 307 Kalamazoo Promise Scholarship recipients who have attended Western Michigan University since its inception, 16% have been academically dismissed.

This dissertation consists of three essays that empirically explore the impact of multilateral health-aid on health outcomes like infant mortality rate (IMR) and incidences of an infectious disease, Tuberculosis, in developing economies. The first essay uses parametric and semiparametric mean regressions (additive and non-additive specifications) to capture the impact of education and health-aid on the IMR, after controlling for other covariates.
