From our earliest beginnings and to present day, the social fabric of the United States continues to be shaped by immigration. Americans are generally aware of their families’ personal stories and the inextricable link to immigration, but they are likely less familiar with historical and current trends. Focusing in Oregon and more specifically, the Portland metropolitan area, we provide a statistical portrait of the foreign-born population by examining recent growth patterns, identifying geographic origins, and describing individual-level characteristics.

Vehicle re-identification methods can be used to anonymously match vehicles crossing two different locations based on vehicle attribute data. This research builds upon a previous study and investigates different methods for solving the re-identification problem and explores some of the factors that impact the accuracy of the results. To support this work, archived data from weigh-in-motion (WIM) stations in Oregon are used for developing, calibrating, and testing vehicle re-identification algorithms. In addition to the Bayesian approach developed by the researchers in the previous study, a neural network model is developed for solving the re-identification problem. The results from the testing …

Dependence on fossil fuels, climate change, and degraded air quality are forcing the auto industry and consumers to seek alternative solutions to the current transportation system. Significant technical breakthroughs are allowing automakers to develop electric vehicles (EVs) that transcend some of the key barriers that limited them historically. Plug in electric vehicles entered the Oregon marketplace in early 2011. A range of reports suggest the demand for EVs will grow rapidly once affordable highway speed vehicles become available. This report describes the preliminary work to develop the Oregon Traffic Safety Data Archive (OrTSDA). The mission of OrTSDA is to "build the knowledge base of traffic safety data in Oregon". The archive hopes to become a valuable traffic safety data resource with researchers, practitioners, and community supporters. As envisioned, the archive will provide current and historical versions of related data, encompass complete documentation, and contain an online interface to the variety of traffic safety related data. The Oregon Highway Plan’s (OHP) mobility policies guide various planning and programming activities of the Oregon Department of Transportation (ODOT). Among these activities are ODOT’s land use change review responsibilities under the Transportation Planning Rule, as adopted by the state’s Land Conservation and Development Commission. This report examines supplemental transportation performance metrics beyond the volume-to-capacity metric that currently supports OHP mobility policies. Selected supplemental metrics are empirically analyzed using a travel demand model calibrated for a Medford, Oregon study area.

The Highway Safety Manual (HSM) was published by the American Association of State Highway and Transportation Officials (AASHTO) in the spring of 2010. Volume 2 (Part C) of the HSM includes safety predictive methods which can be used to quantitatively estimate the safety of a transportation facility. The resulting information can then be used to provide guidelines to identify opportunities to improve transportation safety. The safety performance functions (SPFs) included with this content, however, were developed for several states other than Oregon. Throughout the United States, metropolitan regions face increasingly complex issues related to transportation and land use. The diffuse nature of decision making creates a need to better coordinate land use and transportation to address issues such as: congestion, infrastructure costs, and greenhouse gas emissions. Key players in this decision making are regional metropolitan planning organizations (MPOs) with transportation planning authority, regional planning responsibilities, and in some cases regional land use planning authority. This report was prepared on behalf of the Aging in Place Initiative of Home Forward. The Initiative sought to gather information about older persons currently residing in Home Forward’s public housing properties, from persons age 55 and older on the waitlist for housing, and from older adults in the Portland area. While local data were unavailable at the time of this report, we know that nationally, more than one-third (37 percent) of the approximately 5 million households receiving housing assistance from HUD are headed by persons age 62 and older. This paper examines extraboard operations and management at TriMet, the transit provider for the Portland Oregon metropolitan area. The extraboard consists of a pool of operators who fill open work resulting from absences and other causes. The paper first examines the general performance of the extraboard in filling open work, drawing on seven years of daily operations data from three bus garages. It then presents statistical analyses focusing on open work patterns and the effects of selected work rules on operator utilization and service delivery. Lastly, suggestions are made for improving the efficiency of extraboard operations.

This project summary report describes the execution of OTREC Project #298 (Development, Deployment and Assessment of a New Educational Paradigm for Transportation Professionals and University Students). The project is one facet of a multiyear collaboration of the Region X Transportation Consortium that was sponsored by the Federal Highway Administration (FHWA). The regional collaboration aims to shift the traditional paradigm of engineering course delivery to foster a more hands-on approach. In this project, we adopt Cellular Automata (CA) modeling as a means to focus solely on the elements of concern: individual state (binging) and local interactions (peer pressure). CA models are well suited for exploring the dynamics that occur within a population, and are useful for visualizing the clustering behaviour of communities. With this more abstract approach, it is possible to simulate large populations with reasonable computational requirements.

As the U.S. population ages, the availability of workers with a basic understanding of aging and health-related services has not kept pace. This is true in traditional health care organizations such as hospitals and primary care clinics as well as in long-term care settings and senior housing, including subsidized housing, the focus of this report. Nearly 1.8 million older persons receive some form of publicly-subsidized rental assistance. Our report, "The Latino Community in Multnomah County: An Unsettling Profile" uncovers an array of racial inequities across the systems of income, employment, education, juvenile justice, corrections, child welfare, philanthropic giving, housing, immigration, research practices (particularly population measurement), wealth, health, health insurance coverage, racial harassment, public service and voter registration. These systems maintain our second-class status and serve to limit our current well being and the prospects for a bright future for our children.

This report builds on the Communities of Color in Multnomah County: An Unsettling Profile publication in 2010, that provided a comprehensive and comparative study of the inequities facing communities of color, immigrants and refugees. The findings, backed up by accurate and extensive data, are indeed unsettling, highlighting the persistent and in some cases growing disparities facing our communities. We see this as a wake-up call for public officials and policy-makers, and an opportunity for increased partnership and collective action for the advancement of racial equity.

Consensus is lacking on specific and policy-relevant measures of neighborhood attributes that may affect health outcomes. To address this limitation, we created small standardized geographic units measuring the transit, commercial, and park area access, intersection, and population density for the Portland, Oregon metropolitan area. Cluster analysis was used to identify six unique urban forms: central city, city periphery, suburb, urban fringe with poor commercial access, urban fringe with pool park access, and satellite city. The urban form information was linkable to the detailed physical activity, health, and socio-demographic data of 2,005 older women without the use of administrative boundaries. Evaluation …

Two- thirds of Pakistan's primary aged children are enrolled in school and less than one-third complete fifth grade. Decades after the inception of the goal of primary education for all of its children, the state is unable to fulfill its promise of providing access to universal primary education. The failure of the government to provide for a system that ensures equitable opportunities for all of its children has resulted in individuals, for-profit organizations, and non-governmental organizations (NGOs) intervening to fill the void. This thesis is an examination of euthanasia, eugenics, the ethic of patient care, and linguistic propaganda in the Second World War. The examination of euthanasia discusses not only the history and involvement of the facility at Hadamar in Germany, but also discuss the current euthanasia debate. Euthanasia in World War II arose out of the Nazi desire to cleanse the Reich and was greatly influenced by the American eugenics movement of the early 20th century. With disasters increasing in frequency and costs each year, this study seeks to explore ways greater public participation can assist emergency managers in their mission to keep communities safe. Specifically this study examines the policy process and administrative functions of emergency management to illuminated the benefits and hindrances involved in greater participation. The Neighborhood Main Streets Project is an effort to revitalize neighborhood commercial areas in Milwaukie, OR. Horizon Planning conducted the public involvement for the project with walking tours, a survey, visioning workshop, focus group, and open house to determine the community’s vision for walkable and vibrant commercial areas. Horizon Planning also examined existing zoning, transportation, and economic conditions that were not conducive to pedestrian-friendly and vibrant commercial areas. Located in the heart of the Columbia River Gorge National Scenic Area, the City of Cascade Locks is a point of entry for regional and national trail systems. Recreational development opportunities abound for the community including mountain biking, hiking, sailing, bird watching, road biking, wind surfing, fishing, and camping. As the only city located directly on the Pacific Crest Trail, Cascade Locks sees thousands of hikers pass through every year.
