Members of minority groups have higher rates of disease, poorer health, and more limited access to care than their white counterparts. They account for half of the uninsured population and 58% of the low-income uninsured population. Even when they have coverage, minority patients are at risk for receiving lower-quality medical and surgical care than white patients. The factors underlying these inequities are complex and go far beyond the health care system,but any meaningful reform must, at a minimum, confront disparities in care. Health care reform provides a unique opportunity to reversea legacy of inequality in health and health care. This …

While Medicaid and the Children's Health Insurance Program (CHIP) have become increasingly important sources of health coverage for low-income children in all racial and ethnic groups, the program plays an especially large role for children of color, who are more likely than white children to be low-income. In 2007, Medicaid and CHIP covered nearly one in five white children, but roughly two in five African American and Hispanic children.
As policymakers engaged in health reform consider the merits of public and private approaches to expanding coverage, this report provides an assessment of Medicaid's relative impact on racial and ethnic disparities …

The feasibility of hydrogen as a source of energy has been researched in one capacity or another for over a century. The first usage of the term ‘hydrogen economy’ is attributed to 11John Bockris in 1970. At the time, Dr. Bockris was a professor at the University of Pennsylvania. During a discussion at the General Motors technical center in Michigan he used this term to describe his vision of United States cities being supplied with energy derived from the sun. This article, written for the inaugural issue of a new journal, analyzes the extent to which the convergence of broadcasting and telephony induced by the digitization of communications technologies is forcing policymakers to rethink their basic approach to regulating these industries. Now that voice and video are becoming available through every transmission technology, policymakers can no longer define the scope of regulatory obligations in terms of the mode of transmission. In addition, jurisdictions that employ separate agencies to regulate broadcasting and telephony must reform their institutional structures to bring both within the ambit of a single regulatory agency. The 9MSP was a formal meeting of the 156 States which have accepted the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction. It was held in accordance with Article 11 of the Convention and pursuant to the decisions of the 2004 First Review Conference and the 2007 Eighth Meeting of the States Parties (8MSP).
The 9MSP was particularly significant in the life of the Convention. It was the first meeting in which States Parties’ requests for extensions of Article 5 deadlines were considered. It was also the last opportunity …

Who Governs Energy? The Challenges Facing Global Energy Governance, Ann Florini, Benjamin K. Sovacool

This article conceptualizes the energy problems facing society from a global governance perspective. It argues that a notion of "global energy governance," taken to mean international collective action efforts undertaken to manage and distribute energy resources and provide energy services, offers a meaningful and useful framework for assessing energy-related challenges. The article begins by exploring the concepts of governance, global governance, and global energy governance. It then examines some of the existing institutions in place to establish and carry out rules and norms governing global energy problems and describes the range of institutional design options available to policymakers. This is the first report from the evaluation of Generations II and III of the Workforce Innovations in Regional Economic Development Initiative... This interim report presents baseline information from all 26 regions. It reflects the status of regional activities as of the summer of 2008, when many regions were in the initial stage of implementation. Thus, the report focuses on the development of partnerships, governance arrangements, and the design of decision-making processes. This analysis examines the extent to which state Medicaid agencies have translated a recent CMS guidance on vaccine coverage into clear information for participating providers clarifying payment for costs associated with the administration of H1N1 vaccines. This clarification may be particularly important in states that do not otherwise cover and pay for recommended immunizations as part of treating adult patients.

New York State’s regulations require health care workers who have direct contact with patients or who may expose patients to disease to be vaccinated against seasonal and H1N1 influenza. Courts must take into account Constitutional guarantees of personal autonomy, freedom of contract, and freedom of religion when reviewing the current lawsuits. These rights, however, have been constrained when they conflict with government measures that are intended to protect the community’s health and safety. Health care workers have a profound effect on patients’ health. Although they have the same rights as all private citizens, it is likely that courts will continue …

This analysis examines the implications for coverage of medically indicated abortions under the Stupak/Pitts Amendment (Stupak/Pitts) to H.R. 3962, the Affordable Health Care for America Act. In this analysis we focus on the Amendment's implications for the health benefit services industry as a whole. We also consider the Amendment's implications for the growth of a market for public or private supplemental coverage of medically indicated abortions. Finally, we examine the issues that may arise as insurers attempt to implement coverage determinations in which abortion may be a consequence of a condition, rather than the primary basis of treatment.

This analysis examines whether state insurance laws require health insurers, as a condition of doing business, to pay the costs associated with the administration of immunizations during declared public health emergencies. As is the case with the current H1N1 emergency, a public health emergency triggers nationwide distribution of free vaccine. But even when vaccine is distributed free of charge, its administration poses costs to private physicians and charges can be significant. As a result, the Institute of Medicine has identified vaccine administration as a potential financial barrier to care. Exploring The Motivations Of Base Jumpers: Extreme Sport Enthusiasts, Tara L. Allman, Robin D. Mittelstaedt, Bruce Martin, Marni Goldenberg
Recreation, Parks and Tourism Administration
Little previous research has been conducted exploring the motivational factors that influence a person's desire to participate in extreme sports. The researchers used a means-end approach (e.g. semi-structured interviews) to explore motivations for participation in the extreme sport of BASE jumping. BASE jumping is the activity of parachuting from bridges, buildings, antennas, and cliffs, in which participants have been identified as voluntary-risk takers. The results indicated that BASE jumpers deliberately took risks as a means of becoming positively transformed, which was essential to their quality of life. The study findings hold important implications for researchers interested in further studies of …
