Policy-Making Under Evo Morales: Explaining Ethnopopulist Redistributive Measures In Bolivia, Luis Ferreira

The Evo Morales administration has radically transformed the Bolivian state since his election in 2005. As a result of Morales' indigenous identity and overt ethnic tensions in this state, there is a perception that this factor plays a decisive role in Bolivia's policymaking. However, as the 'renegotiation' of the hydrocarbon industry in 2006 demonstrates, ethnopopulism and political survival provide the most comprehensive approach to predicting the policies of the current Bolivian government.
The resistance to liberalization efforts, the success of redistributive measures and the role identity has had in Bolivia explains why this approach to policy-making has allowed Morales to …

GASB Statement No. 45 addresses how governmental units account for employees' other post-employment benefits (OPEB), requiring government employers to replace OPEB reporting on a pay-as-you-go basis with an accounting of the cost of current and future benefits. This requirement and the resulting OPEB liability may prompt government employers to reconsider key questions regarding their OPEB provision. The size of the OPEB liability depends on both the benefit promises made to employees and the assets to fund these promises. We propose a typology that defines four approaches for governments to respond to GASB 45 and their OPEB liabilities. These approaches represent …

This study analyses the global energy projections and regional dynamics in the Persian Gulf. It is shown that the future projections in the world energy markets signify the importance of cooperation between developed and developing countries. It is also suggested that connected to the global economic crises and the regional demand change in the energy market, there is a growing need for international support to the Persian Gulf security.

Most of the existing vehicle detection systems, namely inductive loops, video cameras etc. are incapable of measuring the queue lengths at signalized intersections. However, with the advent of modern technology, newer detection methods such as probe vehicles equipped with wireless communications (Connected Vehicles), particularly under the Vehicle Infrastructure Integration [52), and radar detection currently provide this capability [53). This thesis presents a Demand Responsive Signal Control Strategy (termed as DRSC) for an isolated signalized intersection. Research and practice in nonprofit fundraising has increasingly been focused on the benefits of relational exchange. This dissertation examines relationships between donors and nonprofit organizations and their impact on the charitable giving levels using identity salience and relationship satisfaction as key mediators of nonprofit relational exchange. Previous research has shown that there are a plethora of charitable giving motivations that contribute to supportive behaviors in the nonprofit context; however, this research does not provide a comprehensive understanding of the intervening variables. This dissertation proposes a methodology to manage and understand the risk of underwater terrorism to critical infrastructures utilizing the parameters of the risk equation. Current methods frequently rely on statistical methods, which suffer from a lack of appropriate historical data to produce distributions and do not integrate epistemic uncertainty. Other methods rely on locating subject matter experts who can provide judgment and then undertaking an associated validation of these judgments.

A general methodological approach for determining the selection of military training simulations with respect to military training requirements has not been developed. This thesis undertakes a literature review, which indicated that there was a need for a multi-criteria decision making model to assist acquisition and/or training planners in making training selection decisions. The Analytical Hierarchy Process (AHP) Model was selected from a multi-criteria decision-making model candidate list for evaluation of its efficacy in selecting military training simulations based upon the military training requirements. The purpose of this research is to explore the conceptual background of agility in knowledge management, re-conceptualize it and extend it to military applications with a special focus on Counterinsurgency (COIN).
An initial qualitative exploration of agility in knowledge management was performed. Three different concepts and their interrelationships were analyzed: (1) knowledge management, (2) agility in operations, and (3) military organizations in the COIN environment. Legislation, such as the No Child Left Behind (NCLB) Act of 2001, has been implemented with the intention of improving the U.S. education system. Under the guidelines of NCLB, states are tasked with meeting Annual Yearly Progress (AYP) objectives in order to receive federal monies. For a number of years, the United States Federal Government has been formulating the Next Generation Air Transportation System plans for National Airspace System improvement. These improvements attempt to address air transportation holistically, but often address individual improvements in one arena such as ground or in-flight equipment.

This dissertation investigates factors that influence effective use of Knowledge Management (KM) in Counter Improvised Explosive Device (C-IED) operations in the military.
The study suggests that effective KM program is determined by the interaction of three organizational capabilities: knowledge infrastructure, knowledge process, and leadership orientation.
A self-administrated survey was conducted on 300 NATO staff officers who have served in C-IED environments. A structural equation modeling technique was used to test a set of hypotheses using 118 completed responses collected from the survey.

Media, Military, Militarism: Media Consumption, Awareness Of U.S. Military Foreign Policy, And Support For War, Daniel James Patten

This study examines the relationship between the media, attitudes towards supporting war, and military awareness. Online survey data were collected from a four-year university located in a heavily militarized area. This study found that having knowledge of Afghanistan and Iraq War facts negatively affected one's decision to support war and was the strongest predictor of this decision. The media was not found to be a significant predictor impacting this knowledge when controlling for other variables. Political ideology and other related variables were found to be more influential of this knowledge. These findings imply that the public may be imprudently supporting …

And are we defining and measuring these terms consistently? The objective of this study is to understand the nature of primary and secondary traffic incidents, assess their impacts and explore the implications in traffic operations, safety, and planning. To achieve the objective, a queue-based secondary incident identification method was developed and applied based on detailed incident, traffic and geometric data sets from Hampton Roads, Virginia. The article presents a study that investigates the views of citizens on the efficiency of financial reports in the U.S. Researchers did a survey to discern the perspectives of respondents about the effectiveness of the said reports in informing other individuals about government finances. Currently, the U.S. Department of Homeland Security (DHS) elicits probabilistic judgements from the intelligence community on actions terrorists may take to attack the continental U.S. For example, how likely is the adversary to choose agent 'x' over 'y' or target 'a' over target 'b'? Eliciting these types of judgements is difficult and time consuming. The National Academies and others have suggested that a better approach may be to elicit information on adversary's preferences, perceptions, and capabilities and use this information to calculate probabilities of interest to DHS.
