Early Childhood Special Education In The Next Decade: The Impact Of Public Law 99-457 In Nebraska, Deana Finkler, Cordelia Robinson

Nebraska has served handicapped children from birth to age 21 through special education and other services since 1978. But in 1991 Public Law 99-457 will include federal funding for preschool services and incentive grants for infants and toddlers. Because Nebraska has already been serving these populations, it will not receive new funds under the new law. States that will be taking advantage of the incentive funds will be looking to Nebraska-and other states with experience in serving handicapped infants and preschoolers-for precedence. Equality of educational opportunity continues to be a goal of public education and of the communities served. To meet the diverse needs of racial and ethnic minorities and female students, policy makers must untangle layers of government guidelines, while attending to the goals of local constituents.

The under-representation of minorities among public school graduates, and gender and race inequality in school teaching and administrative staffs, are discussed in this chapter. Community attitudes toward pluralistic goals and integration in education are highlighted, and suggestions are made for coordinating the diverse needs of all students.

Commercial Activities And The Geography Of Movement In A West African Urban Market: A Study Of Market-Stall Traders In Onitsha With Implications For Transport Policy, Krys Chukwuma Ochia

The purpose of this study is to understand the non home-based travel behavior of urban market traders in Onitsha, Nigeria, where 58-70% of the labor force is engaged in trading.

Relevant trip-inducing variables--gender, location, a means of personal transportation, size of stall and, type of good sold--were selected to assist in theorizing about the travel behavior of traders. Using a systematic sampling methodology, 246 stalls were selected and the MLR model was applied in data analyses.

The results show that a typical stall is occupied by either one or two traders. There are three male traders for every female trader …

Creation of an economic base is necessary for the continued growth and development of any society or community. It is of utmost importance within Black neighborhoods in our urban center because they have Jacked representative economic development. They have been depleted as a result of a "dollar drain," through which money leaves Black communities and strengthens White communities. This drain must be halted. Economic enterprise must be created in Black communities, such as employment opportunities for the unemployed and underemployed to foster family stabilization, and neighborhood beautification projects that can provide jobs and an improved environment.

The following study consists of a series of brief reports summarizing information collected by the Center for Applied Urban Research (CAUR) for the Boys Clubs of Omaha. This information can be used by the Boys Clubs for strategic planning. The information was collected to determine: If clients' needs are being addressed; if the current program is effectively meeting clients' needs; and if service delivery should be expanded. To address these issues, CAUR designed a work plan containing five elements. Each element focuses these issues using . a different data gathering approach, and is presented separately.

The survey of 1,957 students enrolled at Metropolitan Technical Community College done in the spring, 1980 provided a variety of information. The data on their characteristics were similar to earlier profiles of Metro Tech students. Most Metro students continued to be part time rather than full time and enrolled in a degree or certificate program rather than taking selected courses. Students were almost equally split between day and night courses. Only one-fifth were under 21 years of age. One-third earned under $9,000, but one-fourth earned over $20,000.
