Major urban public transportation agencies in the United States are often under pressure to engage stakeholders in order to improve both the legitimacy and effectiveness of their transit systems. Based on qualitative methods of directed content analysis, this dissertation answers three related questions: (I) How do internal organizational qualities affect stakeholder engagement? (II) How do external socioeconomic factors affect stakeholder engagement? and (III) Does stakeholder engagement lead to better performance? Using a most similar comparative case study design, this research studies stakeholder engagement in five major urban public transportation agencies (Denver, Oklahoma City, Seattle, Portland, and Memphis). Annually, close to 1,000 Canadian workers die due to work-related injuries, exposures and disease. A lack of training and skills can contribute to this loss of life for many. Employers of all kinds, including municipalities, have a responsibility to protect workers and reduce risk to the organization through training activities. Known hazards, like the operation of vehicles and equipment require training before a worker can be deemed competent. Inevitably, preventable and non-preventable collisions will occur involving fleet vehicles and equipment. Public transit is a key tool to reduce greenhouse gas (GHG) emissions to combat climate change; improve safety for pedestrians, cyclists, and drivers; and expand accessibility and mobility for all. However, we can only realize this potential by making sufficient investments to provide transit service levels that attract and retain greater ridership. To help with this needed investment, a handful of local governments have turned to transportation utility fees (TUFs), primarily collected as a monthly charge on customers' utility bills or property tax bills. ABSTRACT Significant research has demonstrated that active transportation infrastructure is essential for the growth and livability of San Francisco: it increases access to economic opportunities, promotes overall improved public health, encourages mobility without contributing to roadway congestion, prevents traffic injuries and fatalities, and supports the sustainability goals of the city. The purpose of this research is to analyze the use of the public train usage in Central Florida to determine the feasibility of high-speed rail usage in the future. This study will be split into parts and expanded upon. The first part will observe rider perspective, values, and issues regarding rail transportation as is available in Central Florida. In further installations, which will be conducted separately from this thesis, there will be an analysis of the providers of rail transportation. This research paper utilizes Kingdon’s (1984) Multiple Streams Framework to systematically analyze influential agenda-setting variables in the policy domain of connected and automated vehicles (CAV) in Ontario, Canada. The paper also leverages the Five Stream Confluence Model, a model which builds on the Multiple Streams Framework and is designed by Howlett et al. (2015) to analyze policy formation. Transportation infrastructure, such as highways and interstates, creates a barrier that can physically limit access to those living in adjacent neighborhoods, a phenomenon known as community severance. In addition to creating a physical disconnect, these infrastructures can leave residents feeling socially isolated and excluded from the rest of the community. This qualitative single-case study focused on social exclusion and community severance and problems arising from the U.S. transportation network, addressing the development of the interstate system and its possible impacts on communities. This paper will argue for changes in the corporate structure of transit authorities in Ontario by contrasting their effectiveness in producing intermunicipal transit with British Columbia’s transit authorities. It is well established that transit is correlated to many benefits: socioeconomic opportunities, increased quality of life, boosting the local economy, and reducing the environmental impact of transportation. However, one area of neglect within Ontario has been the development of intermunicipal transit within Ontario outside of the Greater Toronto Area. Worcester is attempting to develop ways to become more sustainable; both to strengthen their communities and to protect the planet. The Green Worcester Working Group (GWWG) tasked the Clark Capstone Team with researching best practices for municipal sustainability. This dissertation examined transportation grants provided to states under the American Recovery and Reinvestment Act of 2009 (ARRA). Some states acquired more grants and utilized them in a timelier manner than others. This dissertation examined why this is the case, utilizing System Theory and Resource Based Theory as the intellectual framework. Human resource and financial resource capacities were viewed as the principal drivers of success and studying this managerially controllable variables underpin the analysis.

In recent years, public-private partnerships, which are commonly referred to as PPPs or P3s, have become increasingly popular in Canada. Within the context of public transit, PPPs involve the private sector designing, building, financing, and operating the facilities. This paper analyzes the potential benefits of P3s based on an in-depth case study of public transportation investment in Greater Vancouver. It compares a DBFO (design-build-finance-operate) project and two non-DBFO projects in Metro Vancouver using the three variables of efficiency, fulfillment of original purposes, and procedural transparency. Throughout the world, ridesharing services compete with the highly regulated taxicab industry and governments have been compelled by various interest groups to address the regulatory uncertainty that has resulted from the emergence of the sharing economy. This paper examines the literature on policy diffusion and applies the relevant concepts to explain the proliferation of ridesharing regulations in Canada. It chronicles the experiences of four large Canadian municipalities – Edmonton, Calgary, Ottawa, and Toronto – and it documents the similarities in the regulatory frameworks adopted by these municipalities and other North American jurisdictions where transportation network companies are regulated. What is the role of the judicial system in solving issues of urban renewal? I propose that communities use courts as a redress to become part of the decision making process on urban renewal issues, because courts provide procedural issues that are easily open to challenge in federal statute. Large infrastructure investment decisions, especially for mega-projects defined as costing more than one billion U.S. dollars, are largely based on complex, unclear and non-transparent decision criteria. The project's specific context and a variety of actors and interests add to the complexity of the decision processes. All projects deviate, to a certain degree from a "rational" decision-making process, are politically motivated and subject to multiple interests. Cost-benefit analyses are conducted for about half of the projects. Latinos in Pittsfield are a small but fast growing population. The most significant issue they face is related to transportation. Because the area's lack of population density, Berkshire County Regional Transportation Authority provides limited bus routes. In Massachusetts in 2012, 72% of the population drove to work, while in Berkshire County 86% did. Likewise, in Massachusetts, 9% used public transit but in Berkshire County only 2% did. Massachusetts has failed to enact a Safe Driving Bill, even though Sen. Patricia Jehlen and Rep. Tricia Farley-Bouvier have sponsored H.3285.

This paper examines the possibilities for inter-municipal coordination of public transit services and regional transit in the Alberta Capital Region. Specific regional governance options for public transit in Greater Edmonton are evaluated through case studies of regional public transit delivery in Canada and these options are assessed using information acquired from interviews with members of key regional transit committees. The findings reveal that regional problems necessitate regional solutions and public transit is an inherently metropolitan and regional service requiring cooperation among municipalities and the involvement of the provincial government.

After the September 11 terrorist attacks on the U.S., the National Commission on Terrorist Attacks Upon the United States recommended that The TSA and the Congress give priority attention to improving the ability of screening checkpoints to detect explosives on passengers. As the legality of the TSA’s full-body scanner program continues to be debated, the federal government is investigating the next generation of airport screening technology. The privacy debate centers on the Department of Homeland Security’s use of full-body scanners to screen passengers at the nation’s major airports.

This study seeks to test Hirsch's second ghetto thesis in the city of Baltimore, Maryland. Hirsch suggested that the role of government, public policies, and administrative discretion were responsible for the re-segregation of African Americans into second ghetto communities in Chicago. Many scholars have used Hirsch's framework to explain ghetto formation. This investigation seeks to extend the literature in several ways. First, several national policies were investigated to determine their impact on African American mobility in Baltimore: the Housing Act of 1937 (public housing), the Housing Act of 1949 (urban renewal), and the Interstate Highway Act of 1956 (transportation). How To Shift Into High Gear: An Analysis Of The Implementation Of London’S Bicycle Master Plan, Kenneth Man

This paper examines the impediments to the implementation of the Bicycle Master Plan (BMP) in London, Ontario. Interviews with key BMP stakeholders, a literature review, archival research, and participant observations were conducted. The findings reveal that various political and structural and administrative obstacles have impeded the progress of the construction of on-road bicycling facilities in the city, including pressures to maintain the transportation policy status quo, a general lack of advocacy for bicycling-related issues, the problematic assignment of key implementation officials, low levels of data collection, and the absence of a formalized public consultation process.

Punctuated equilibrium theory in public policy replicated from biological punctuated equilibrium theory has concluded that public policies alternate between stasis and punctuation. However, recent research on Pacific Northwest forest policy, U.S. state tobacco policy, and U.S federal auto efficiency policy have found no punctuations despite an attempt to do so. Congestion results in losses in productivity, added delivery time, extra costs for consumers, as well as damage to the environment. The most obvious solution to traffic congestion is to build more roads, but the prevailing thought among experts is that adding supply is not an effective long-term solution. Another approach is congestion pricing, where motorists are charged different prices based on demand. A literature review supports congestion pricing’s effectiveness, efficiency, and equity. Perhaps most importantly, a number of case studies suggest that congestion pricing is politically feasible.
