Government organizations’ focus on public service provides a fertile ground for conflict due to competing interests and goals. Conflicts exist and persist because of workplace pressures such as unstable political climates, budget restrictions, technological advances, a diverse workforce, disruptive change, and organizational transformation. Although typically risk-averse, these organizations need flexible and adaptive leaders who exhibit the appropriate behaviors in the best interests of the organization and the community. Responding to the Government of New Brunswick’s Green Paper on Local Governance Reform released in April 2021, this report diagnoses the problems of the province’s existing system of local governance and proposes a solution that leverages existing assets to create a more equitable, democratic, responsive, and efficient local governance system. A reformed local governance system will help New Brunswickers confront difficult present and future economic and demographic challenges.

Beyond Community Characteristics: A Leader's Gender And Local Government Adoption Of Energy Conservation Practices And Redistributive Programs, George C. Homsy, Kristina T. Lambright

Most research examining factors associated with local government adoption of sustainability practices focuses on the impact of community characteristics. Little is known about whether adoption is also related to the characteristics of the leaders in these jurisdictions. To address this gap in the literature, this exploratory study uses data from a national survey of U.S. local governments (n = 1,672) to examine the potential correlation between adoption of certain sustainability practices and the gender of a jurisdiction’s highest elected official. Our regression models find that jurisdictions led by women were more likely to have adopted redistributive programmes and practices encouraging …

Institutional void often fuels efforts by social entrepreneurs to fill gaps through social innovations (SIs). Furthermore, governments promote SIs because they tend to advance sustainable solutions and social change. In a town in Israel, after years of intense social activism, during governance by a Convened Committee (CC) established by the central government, community-based-organizations (CBOs) are no longer engaged in innovative activism. Fewer solutions to institutional void could deteriorate or generate social problems.
