Asset management planning in Ontario has evolved since the early 2000s and Ontario Regulation 588/17: Asset Management Planning for Municipal Infrastructure came into effect on January 1, 2019. The requirements of the regulation are different for small municipalities, being those having a population of less than 25,000, than for large municipalities. The burden of undertaking large-scale change initiatives, specifically those that are externally initiated, can be especially difficult for small municipalities that often lack the resources and specialized staff to address these changes. Which Us Municipalities Adopt Pay-As-You-Throw And Curbside Recycling?, Raymond Gradus, George C. Homsy, Lu Liao, Mildred E. Warner

This study investigates the drivers of curbside recycling program adoption and Pay as You Throw (PAYT) program adoption in 1,856 US local governments using a 2015 survey. While 50% of municipalities and counties adopt curbside recycling programs, we find that the adoption curbside recycling is limited by capacity constraints; local governments with lower per capita expenditures and more poverty are less likely to implement curbside recycling. PAYT programs are less common overall (10% of municipalities) and less common in richer communities and more common in communities with higher education levels. Local official political affiliation is not significant in either model. …

Sustainability And Disaster Planning: What Are The Connections?, George C. Homsy, Lu Liao, Mildred E. Warner

In this paper, we examine the connections between resiliency and sustainability by asking: can disaster planning lead to more sustainability actions? In a survey we conducted of 1,899 cities, towns, and counties across the United States in 2015, we found that disaster plans are three times more common than sustainability plans. Our regression models find both types of plans lead to sustainability action as does regional collaboration across the rural-urban interface. However, we find that hazard mitigation planning may be done without including sustainability staff, citizens, and other officials. The absence of legislation, the lack of a standard cybersecurity framework, and the failure to adopt a resilient cybersecurity posture can be detrimental to the availability, confidentiality, and integrity of municipal information systems. The purpose of this phenomenological study was to understand the cybersecurity posture of municipalities from the perception of public servants serving in information technology (IT) leadership roles in highly populated municipalities in the San Juan-Carolina-Caguas Metropolitan Statistical Area of Puerto Rico. This study attempts to understand how the functionality of the mayor-chief administrator officer (CAO) relationship impacts the ongoing operation of these two local government positions. Looking at the structural and interpersonal aspects of the lived experience of this relationship enlightens us as to the manner in which the relationship functions. A review is made of literature on local government, generally, and on the separate roles of mayors and CAOs as well as the limited research on how their relationships operate. General relationship and leadership scholarship is used to better understand this specific relationship and its nuanced social processes. Qualitative research …
