What are the proper bounds of executive discretion in the regulatory state, especially over administrative decisions not to take enforcement actions? This question, which, just by asking it, would seem to cast into some doubt the seemingly absolute discretion the executive branch has until now been thought to possess, has become the focal point of the latest debate to emerge over the U.S. Constitution’s separation of powers. The term electronic government (also called e-government, or eGov) refers to multidisciplinary projects that are complex in nature. Since the beginning of the Internet revolution many countries have adopted e-government as a step toward enhancing the delivery of public or governmental services to citizens by what are called e-services. A typical request for a service is initiated and passes through an electronic service (“e-service”) portal, or a front office. The Town of Spencer came to us looking for a plan to build and maintain their own personal fiber network for connection between departments and to improve data security for important information. After assessing the existing landscape and determining the various paths forward, we created network diagrams and plans for the movement forward of this project.
After assessing a variety of plans, we found that a full single-mode fiber network would be the best system for the implementation in Spencer. While it was the highest cost, it also scored the highest in our assessment.

The Town of Charlton is located in the heart of the Massachusetts with a resident population of just under 14,000 people. The Charlton Fire Department serves the town for needs related to fire fighting, fire prevention, burning permits and inspection services along with emergency medical services. The Department has requested the assistance of the Clark University COPACE Capstone students in creating and conducting survey in order to get a sense of what the resident of the town know about the fire department and to better gauge their expectations about what the department can provide for them. Minority recruitment has been an emphasis for law enforcement agencies for decades. These agencies have attempted to recruit minority officers through different venues, including college visits, career fairs, advertising, high school visits, community organizations, and other avenues in an attempt to have their department more representative of the community. However, there has been a limited amount of research on the potential applicants’ perspective concerning how these recruiting efforts have persuaded them, and the messages conveyed to the applicants.

Collaborative governance has received considerable attention in recent years. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. In spite of this increasing popularity previous attempts to model the political, economic, and demographic determinants of collaboration have in most cases produced inconsistent results, thereby undermining the ability to generalize from such findings. The goal of this research is to determine whether map technology and signal preemption technology contribute to lowering fire-based EMS response times in Santa Clara County. The research uses benchmarking among fire departments in Santa Clara County, the Bay Area, and large Western urban fire departments to determine which factors contribute to the success in meeting contracted response times. Findings from this evaluation were used to create recommendations for fire service leadership regarding resource use along the continuum of fire department-based EMS response to 9-1-1 calls for medical service.

In Boston, Massachusetts, young adults age 16-19 who have dropped out of high school have a very high unemployment rate of 43.8%. Additionally, in the United States of America the difference between a young adult with a high school diploma as opposed to a young adult without a high school diploma in terms of weekly income is $180 USD; between a young adult with a high school diploma versus a young professional with a bachelor’s degree is $433 USD. Historically, society has tended to isolate and segregate individuals with intellectual and developmental disabilities. Despite improvements such forms of discrimination continue to be a serious social problem. On October 11, 2011, the Department of Justice began an investigation into several state’s systems of providing vocational services to individuals with intellectual and developmental disabilities. This action came about due to several states being out of compliance around Title II of the Americans with Disabilities Act (ADA). This report describes efforts undertaken by the Town of Brewster Council on Aging, in partnership with the Center for Social and Demographic Research on Aging within the Gerontology Institute at the University of Massachusetts Boston, to investigate the needs, interests, preferences, and opinions of Brewster’s older population. Executive Summary
The Northern Great Plains Inventory & Monitoring Program and Fire Effects Program have been monitoring vegetation in Agate Fossil Beds National Monument for over 18 years. While methods have changed slightly, this report summarizes data from over 80 locations from 1998-2015. We use these data to explore status and trends in upland and riparian plant communities, the occurrence of rare plants, and the effects of the Fossil Hills trail installation on the surrounding vegetation. The federal minister of the environment, Catherine McKenna, has dealt a setback to the proposal put forward by government-owned Ontario Power Generation (OPG), for the underground storage of nuclear waste. The proposed Deep Geologic Repository (DGR) would be located in Kincardine, Ontario, approximately 1.2 kilometres away from the shore of Lake Huron, and constructed underneath the world's largest operating nuclear power plant.
