This publication is primarily the compiled results of surveys sent to the cities in Tennessee. Electric rate information was supplied by the Tennessee Valley Authority and population figures were taken from the 1985 Certified Population of Tennessee Incorporated Municipalities. Approximately, one-hundred and thirty cities responded in part or whole to the survey. If data from a city appears in one section but not another it indicates the city either does not provide that service or information was not included in the survey response for some other reason. The data is divided into five major utility areas: Water; Sewer; Natural Gas; …

In the last two decades, organizational-environment contingency theory has attracted much attention. A great deal of research has been done on investigating the impact of environment on organizations, suggesting the appropriate design of organizational structure. In recent years, organizational theorists have moved to investigate proactive approaches to organizational environments.
Most empirical studies, however, have been conducted in the private sector. In order to transfer the knowledge to the public sector, it is necessary to investigate whether public organizations are also subjected to environmental influence and how public administrators interact with the environment.

Boston's Recurring Crises: Three Decades Of Fiscal Policy, Joseph S. Slavet, Raymond G. Torto

The word "deficit" has dominated the most recent 35 years of Boston's fiscal history. This report probes the experience and lessons of this history in order to propose a more permanent resolution of Boston's financial difficulties.
Three deficit categories are identified and analyzed: appropriation deficits, revenue deficits and overlay deficits. Over the past 35 years, the City has had 12 years of appropriation deficits, 19 years of revenue deficits and 28 years of overlay deficits. In each year the City's budget was certified as in balance. The study examined the Black church laity's expectations of the urban minister regarding his involvement in specific social and political issues that confront inhabitants of urban areas. A survey was administered to individuals in Black churches of different protestant denominations in a Southeastern Virginia City in order to determine the degree of the laity's expectations. Specifically, the survey sought answers to the questions: Do Black church laity expect the minister to deal with socio-economic and political problems in urban areas? and, What particular urban problems do the laity expect the minister to offer leadership in facing or solving?

Municipal governments in Tennessee are authorized by Tennessee Code Annotated, Title 7, Chapter 51, Part 9, to enter into lease and lease purchase agreements for the acquisition of capital improvement property. Such agreements are limited by T.C.A. 7-51-902 to the acquisition of "capital improvement property" for terms of up to 40 years or for the useful life of the property, whichever is less.
