Despite some efforts to save it, the passenger train has been approaching extinction since the end of World War II.

Public Law 91-518, the "Rail Passenger Service Act of 1970", was signed into existence on October 30, 1970, by President Nixon. It is the latest attempt to save the dying passenger train, and the first major Congressional effort since 1958.

It is this latest attempt to save the passenger train which is the subject of this thesis. It will be the purpose of the thesis to try to verify the hypothesis that many interested parties would be drawn into the …

The implementation of the Federal Food Stamp program affords an opportunity to do responsible research on this topic due to the manner in which the program is administered. The fact that coverage is authorized on a county basis rather than a state-wide basis, which requires that each individual county request and apply for the Stamp Program, provided the availability of a sample area in southern Kentucky where five contiguous counties existed, three of which were participating in the program and two of which were not. This permitted both a control and experimental group from which to draw a sample.

One of the important consequences of increased R & D expenditures by both the government and private industry, after World War II, was the need for structuring the R & D organization to adapt to a changing environment. The environment that affected these organizations was composed of sharply fluctuating funding, rapid improvements in technology, and the special needs of the technical personnel within the R & D community. As a result, large scale R & D organizations have evolved into four adaptable organizational structures. They are the broad-span-of-control, the project, the functional, and the project-functional or matrix structures.

This study was undertaken under the premise that there has been inadequate utilization of scientific and technological personnel in state government, in the development and establishment of administrative policies related to science and technology, and in the provision of guidance, advice, and priority development to elective officials, particularly governors and state legislators.

It is obvious that attitudinal changes are taking place in the fabric of our society regarding social and environmental problems, including urban decay, minority group problems, ecology, and pollution.
