Minority recruitment has been an emphasis for law enforcement agencies for decades. These agencies have attempted to recruit minority officers through different venues, including college visits, career fairs, advertising, high school visits, community organizations, and other avenues in an attempt to have their department more representative of the community. However, there has been a limited amount of research on the potential applicants’ perspective concerning how these recruiting efforts have persuaded them, and the messages conveyed to the applicants.

This study examines factors that explain the structure of a regulatory policy with a particular focus on how distrust plays a role in shaping the structure of a regulatory policy network. Understanding the mechanisms that explain the structure of policy networks has been an important subject in the era of collaboration. However, previous research have almost exclusively studied network structures in the context of social service policies. Adequate funding has become a critical issue for institutions of higher education, affecting outcomes such as accessibility, affordability, and quality of education. The recent economic recession has been detrimental for state funding, resulting in budget cuts for higher education in a majority of states. The way in which senior U.S. Army leaders such as the chiefs of staff define transformative change is important, especially if the meaning of that term is to be interpreted as originally intended by Army field grade officers. An Army chief of staff is responsible for creating a vision and establishing goals for the future, and field grade officers are responsible for pursuing that vision and those goals by implementing objectives that endeavor to arrive at the desired ends. Over the past two decades, various structural modifications associated with the provision of national health and its systems have been undertaken. The preponderance of liberalization experiences have occurred in the absence of epidemiological, political, or social considerations associated with adoption and implementation. Often, financial and political manipulation by international organizations and powerful foreign governments has served as the impetus for fundamental shifts leading to an asymmetrical distribution of resources by population density, geography, and along various socio-cultural boundaries. The media during the past ten years has given considerable attention to the workplace violence in factories, service organizations, and the public school systems throughout the United States. This study compared patterns of workplace violence in the 23 member institutions of the Virginia Community College System (VCCS) with the patterns of workplace violence in selected for-profit service and manufacturing employers in Virginia, to determine if workplace violence incidents occurring in the VCCS's member institutions reflect the workplace violence incidents experienced by business and industry within each member institution's service region. The purpose of this study was to identify issues that are considered important to the legislators and higher education leaders of Tennessee in making decisions that affect the funding of higher education. A further purpose was to identify actions that such individuals believe should be taken by higher education leaders to ensure that higher education is accountable and worthy of continued or increased financial support. Using a qualitative research design, interviews were held with 10 legislators and 6 higher education leaders selected in accordance with the concept of purposeful sampling. Addiction leads to homelessness, AIDS, other health problems, crimes, financial burdens, family conflict and many social and psychological problems. Relapse rates remain very high in addiction programs and employees are frustrated by the poor response of clients to treatment and to the bureaucratic style of management often found in hospitals and clinics. Relapse rates are due to stress factors, respondent conditioning processes, and lack of focus on techniques of relapse prevention. The purpose of this study was to determine the differences between industrial and municipal executives' practices and perceptions toward the administrative requirements of a water pollution control system as set forth in a National Pollutant Discharge Elimination System permit. This was a descriptive study that utilized a two-part attitudinal survey designed to obtain the perceptions of the executives (N = 171) of all major industries and all major municipalities in the State of Tennessee who had direct responsibility for the administrative requirements of an NPDES permitted water pollution control system. The purpose of this study was to determine whether the continuous instability of policy decisions relating to the effectiveness of Civilian Conservation Centers and Contract Centers was a result of measurable differences in performance between the two models. Six hypotheses tested differences between types of centers on six quantitative variables which were: average length of stay, job placement, hourly starting wages, educational gains in reading, math, and General Educational Development (GED). To investigate the problem, 30 Civilian Conservation Centers and 17 comparably sized Contract Centers were selected. In 1979, President James E. Carter signed into law the thirteenth Cabinet-level office, the Department of Education. Although the United States has had a department, bureau, or office of education since 1867, the newly established Department of Education gave education a seat at the Cabinet table. Since that time, four individuals have served as secretaries: Shirley M. Hufstedler, Terrel H. Bell, William J. Bennett, and Lauro F. Cavazos. Examined in this study were the importance of leadership styles and educational philosophies as exhibited by the four secretaries.
