Major urban public transportation agencies in the United States are often under pressure to engage stakeholders in order to improve both the legitimacy and effectiveness of their transit systems. Based on qualitative methods of directed content analysis, this dissertation answers three related questions: (I) How do internal organizational qualities affect stakeholder engagement? The current phenomenological study explored the lived experience of Acting Chief Nursing Officers, Chief Nursing Officers, Chief Nursing Executives (henceforth CNOs) at hospitals in New York State who were charged with responding to executive orders while maintaining quality of patient care despite staffing constraints, inadequate supplies, or lack of additional support for the duties associated with their role. Their experience of structural empowerment in relation to the COVID-19 pandemic was also studied. The purpose of this thesis is to describe and analyze the South Carolinian eviction crisis from the perspective of radical geography. South Carolina was chosen for the severity of its crisis and the lack of research at a sub-state level. Court records of eviction filings from 2019 were geocoded and tested for spatial clustering, which was clearly visible. Plaintiff names were used to identify the most frequent filers and distinguish landlords by type. At the census tract level, eviction filing counts were compared with neighborhood characteristics using negative binomial regression, and most were found to be significant in South Carolina. …

Sudden cardiac arrest continues to be a major cause of firefighter deaths during training due to a lack of individual firefighter adherence to National Fire Protection Association (NFPA) standards. These standards identify requirements for fire departments to create and maintain fitness programs. Existing research has not identified any relationships between training fatalities and individual firefighter adherence to NFPA 1583, Standard on Health-Related Fitness Programs for Fire Department Members. I contribute to the literature by providing additional factors that could affect the incremental budgeting theory and punctuated equilibrium theory (PET) within a budgetary context. Because of the fluctuation in the price of natural resources, I argue that dependence on natural resources could lead to less stable budgets than ones not dependent on natural resources. I also argue that democracy is another source that leads to stability in the budget, relative to countries that are not democratic.
