The Impact Of Covid-19 On Library Board Governance: An Analysis Of Public Library Board Meeting Processes And Participation In Canada In 2020, Sarah Macintyre

MPA Major Research Papers

In March 2020, provincial and municipal governments in Canada implemented measures to reduce the impact of the COVID-19 pandemic. As a result, municipalities had to quickly transition to holding their public meetings in new ways. Some organizations moved to teleconference meetings, while others used videoconferencing software. Public libraries were no exception to this, and library boards began holding their public board meetings electronically. The aims of this study are threefold: First, to identify what methods were used to hold electronic public library board meetings during the COVID-19 pandemic, second, to determine whether such methods resulted in a change in public …

Oh Caledonia! Our Home Or Native Land? Haldimand County’S Role In The Caledonia Land Dispute, 2005-2016, Aren Plante

MPA Major Research Papers

In 2006, when over a dozen protesters from the Six Nations took control of the Douglas Creek and rechristened the land Kanonhstation, the Caledonia land dispute went from being a local clash to a national story. In recent years, land disputes between Indigenous Peoples and the Canadian state have inaugurated much scholarly intrigue. Despite the topic’s popularity, the vast majority of material examining land disputes looks at the role of First Nations, the federal government, the provincial government, and provincial police departments; however, nothing has been written on the part municipalities play in land disputes. The research questions for this …

Fire Training Fatalities And Firefighter Adherence To National Fire Protection Association Standards, Lucas Aaron Garcia Jan 2019

Fire Training Fatalities And Firefighter Adherence To National Fire Protection Association Standards, Lucas Aaron Garcia

Walden Dissertations and Doctoral Studies

Sudden cardiac arrest continues to be a major cause of firefighter deaths during training due to a lack of individual firefighter adherence to National Fire Protection Association (NFPA) standards. These standards identify requirements for fire departments to create and maintain fitness programs. Existing research has not identified any relationships between training fatalities and individual firefighter adherence to NFPA 1583, Standard on Health-Related Fitness Programs for Fire Department Members. Using self-determination theory as the foundation, the purpose of this cross-sectional correlation study was to investigate whether individual firefighter adherence to NFPA 1583 has a measurable effect on training fatalities. Survey data …

Relationship Between Policy Expectations And Education Outcomes In A Midwestern School District, Latonya Latamore Jan 2018

Relationship Between Policy Expectations And Education Outcomes In A Midwestern School District, Latonya Latamore

Walden Dissertations and Doctoral Studies

A financially secure public school district can provide children with an educational foundation that will eventually transition them into self-sufficient employed adults. These adults will become tax-paying citizens who will contribute to their local economies. The problem with one midwestern public school district is that a history of financial insecurity has affected the district's ability to provide students with all of the programs to which they are entitled. Using Baumgartner and Jones' conceptualization of punctuated equilibrium as the theoretical foundation, the purpose of this quantitative study was to determine the relationship between aspects of the Local Financial Stability and Choice …

Political Affiliations And Interagency Collaboration In Emergency Management In Nigeria, Charles Otegbade Jan 2018

Political Affiliations And Interagency Collaboration In Emergency Management In Nigeria, Charles Otegbade

Walden Dissertations and Doctoral Studies

Collaboration has been indispensable in resolving many contemporary problems involved in emergency/disaster management, but it is unclear if key determinants of collaboration established through studies focused on the Western world would apply to countries outside the West. The purpose of this cross-sectional non-experimental study was to examine the effects of political affiliation, an established determinant, on collaboration among emergency management agencies (EMAs) in Nigeria. Barnes's theory of social network and Lévi-Strauss's theory of social exchanges framed the study. Survey data were collected from a sample of 38 EMAs out of the population of 812 EMAs; they were affiliated with 6 …

Does Cybersecurity Law And Emergency Management Provide A Framework For National Electric Grid Protection?, Matthew Ryan Ziska Jan 2018

Does Cybersecurity Law And Emergency Management Provide A Framework For National Electric Grid Protection?, Matthew Ryan Ziska

Walden Dissertations and Doctoral Studies

The U.S. government is responsible for protecting the country's energy and technology infrastructure. Critics argue the United States has failed to prepare, protect and respond to incidents involving the national electric grid leaving communities vulnerable to prolonged power outages. Protection of investor owned utilities' critical infrastructure is vulnerable to cyber and physical harm from the absence of criminalizing the intrusion of private sector computer networks, the lack of cybersecurity threats in emergency management, and the absence of cyber-intelligent leadership supports this argument. The purpose of this study was to introduce an electric grid protection theoretical concept, while identifying whether cybersecurity …

Emergency Managers' Perceptions Of All-Hazards Pandemic Planning Effectiveness In North Texas, Timothy Goss

Walden Dissertations and Doctoral Studies

All-hazards pandemic planning is the foundation of current emergency management planning doctrine, yet there is limited information and limited studies related to its effectiveness in mitigating pandemics. The North Texas emergency management community handles incidents of West Nile Virus, H1N1 influenza, and a recent Ebola incident. Despite efforts to mitigate these threats, reported cases and deaths are still occurring from both influenza and West Nile virus. The purpose of this case study was to assess the risk perceptions of emergency planners in a small emergency operation center in North Texas using the cultural theory of risk perception as the theoretical …

The Question Of Homeland Security In Rural America, Manuel Gonzalez Jan 2016

The Question Of Homeland Security In Rural America, Manuel Gonzalez

Walden Dissertations and Doctoral Studies

Following the issuance of the National Preparedness Guidelines in 2009 by the Department of Homeland Security, it remains unknown whether homeland security programs have been consistently implemented in the nation's rural areas. Research findings have been inconsistent and inconclusive on the degree of implementation. Two problems may result from inadequate implementation of these programs: weakened national security from the failure to protect critical infrastructure in remote areas and a threat to public safety in rural towns. The purpose of this qualitative case study was to explore and describe the reasons for possible noncompliance through purposeful interviews with 10 law enforcement …
