Familial Challenges Of Women Emergency Managers For No-Notice Activations, Linda Josephine Gonzalez

Women employed as emergency response personnel have faced familial challenges during the COVID-19 pandemic. The goals of this research were to identify the perceived underlying causes of work-life conflict for women serving in emergency response roles and how such work-life conflict can be addressed. In-depth interviews were used to collect data in this qualitative research study. The snowball method was used to recruit the nine study participants; inclusion criteria focused on a distinct group of emergency response professionals. Transcription analysis was applied to the data collected from the interviews. Thematic analysis uncovered five themes from the data: (a) more women …

In many urban areas, there are multiple and overlapping layers of governments, which can be problematic for purposes of emergency operations planning for a multiple jurisdiction disaster response. The purpose of this single case study of the National Capital Region was to understand (a) the emergency operations planning collaboration process and (b) how cross-sector collaboration results in synchronized regional disaster responses. Theories of competitive federalism and cross-sector collaboration served as the basis of this study. Catastrophic disasters are different than routine disasters and managing them requires the mobilization of inter-organizational, inter-governmental, cross-sectoral and international humanitarian support. The role of the international community through International Nongovernmental Organizations (INGOs), and multi-lateral organizations such as the United Nations (UN) becomes imperative when the scale of the disaster is unprecedented and difficult for a country to manage on its own.
