Federal procurement specialists have a unique and powerful role in how the United States government spends money. The purpose of this study was to gain an understanding of the impact internal and external influences have on the decision-making process of federal procurement specialists. A mixed-methods research study was conducted using an electronic survey questionnaire to collect quantitative data and video interviews to collect qualitative data. The sample included individuals who held a Federal Acquisitions Certification in Contracting and worked for non-Department of Defense federal agencies. Humans tend to simplify complex decisions by employing cognitive bias(es). Cognitively biased decision-making by public administrators can be adversely consequential for public organizations, public employees, and the public interest. Given the historical scope of experimental research on cognitive bias in the social and physical sciences, public administration scholars should continue to advance such research across various public sectors. This dissertation analyzes three participatory technology assessment (pTA) projects conducted within United States federal agencies between 2014 and 2018. The field of Science and Technology Studies (STS) argues that a lack of public participation in addressing issues of science and technology in society has produced undemocratic processes of decision-making with outcomes insensitive to the daily lives of the public. There has been little work in STS, however, examining what the political pressures and administrative challenges are to improving public participation in U.S. agency decision-making processes. AbstractAccountability is an important concept in public administration and across multiple sectors. NGOs work towards achieving their social purpose and yet, they are perceived to be accountable only to their donors but not to citizens. The purpose of this qualitative case study was to explore perspectives of citizens in three districts: Bongo, Wa, and Sagnarigu in Northern Ghana on how NGOs demonstrate accountability in fulfilling their commitments in drinking water provision. Why Local Governments Collaborate: Perspectives From Elected Officials And Local Government Managers On Regional Collaboration, Stephanie D. Davis

This study examined the factors that influence a local government’s decision to engage in regional collaborations. Analysis of 7 local government managers and eleven elected officials revealed that the decision to engage in regional collaboration was influenced by external factors, organizational factors, and internal motivations. Elected officials and local government managers identified a disaster occurrence, fiscal stress, outside agencies, jurisdictional benefit, and communication as key factors. Further, this research highlights the importance of the role of the elected official in intergovernmental arrangements, the role of the local government manager as the policy entrepreneur, and the influence of shared norms and …
