Accountability: A Canadian Municipal Examination On The Impact Of Vehicle And Equipment Training Programs On Preventable Collisions With Municipal Fleet Assets, Jessica Ruddell

MPA Major Research Papers

Annually, close to 1,000 Canadian workers die due to work-related injuries, exposures and disease. A lack of training and skills can contribute to this loss of life for many. Employers of all kinds, including municipalities, have a responsibility to protect workers and reduce risk to the organization through training activities. Known hazards, like the operation of vehicles and equipment require training before a worker can be deemed competent. Inevitably, preventable and non-preventable collisions will occur involving fleet vehicles and equipment. Documenting and analyzing preventable collisions as part of a collision investigation program, can help organizations understand why preventable collisions are …

A Case Study Of Joint Accountability Mechanism And Interorganizational Collaboration In Post-Earthquake Haiti, Jude J. Jean-Gilles

Walden Dissertations and Doctoral Studies

Abstract: The earthquake that hit Haiti on January 12, 2010, caused massive destruction of its capital city Port-au-Prince and its suburbs and killed over a quarter of million people. The recovery period that followed required effectiveness to plan and mobilize resources. The magnitude of the destruction, lack of local recovery plans or previous disaster experience, and scarcity of local resources inspired the creation of the Interim Haiti Recovery Commission (IHRC), a compilation of local and international stakeholders who agreed to collaboratively address the recovery challenges. Several studies have examined post-earthquake recovery initiatives under the leadership of local governments, but having …

Accountability: Understanding The Effect Of Governance Structures On Land Ambulance Services In Ontario, Connected By Consolidated Municipal Services Management (Cmsm) Agreements, Michael Longeway Jul 2021

Accountability: Understanding The Effect Of Governance Structures On Land Ambulance Services In Ontario, Connected By Consolidated Municipal Services Management (Cmsm) Agreements, Michael Longeway

MPA Major Research Papers

Ontario has seen significant changes across the municipal landscape, including the realignment of service responsibilities. One of the products of this realignment was the introduction of the CMSM program in 1998, which saw local municipalities take on the responsibilities for many services, including land ambulance. Land ambulance is an important life-saving service (Aringhieri et al. 2017). Decision-makers must ensure that such services must be delivered with optimal performance. As a public service in Ontario, this includes democratic performance. Crucial to the anchorage of democratic performance is accountability. Accountability is a transaction of information, dialogue, and rewards/sanctions (Brandsma and Schillemans 2012). …

Watching But Unseen? An Evaluation Of The Transparency Of The Online Presence Of Integrity Commissioners In Ontario, Kirby Oudekerk Jul 2021

Watching But Unseen? An Evaluation Of The Transparency Of The Online Presence Of Integrity Commissioners In Ontario, Kirby Oudekerk

MPA Major Research Papers

The expected benefits of transparency in government, such as increased public engagement and trust, are well established. Transparency also enables a better accounting of elected officials by the public, but this accounting depends on having rules in place and someone responsible for enforcing those rules. The Ontario government took steps to provide this for local governments in Ontario when it permitted municipalities to create codes of conduct and to hire a municipal Integrity Commissioner to enforce those codes. However, the ultimate accountability is delivered by the voting public during municipal elections and, in order for this political accountability regime to …

Citizens' Perspectives On Accountability Of Nongovernmental Organizations Providing Drinking Water In Northern Ghana, Abdul-Nashiru Mohammed

Walden Dissertations and Doctoral Studies

AbstractAccountability is an important concept in public administration and across multiple sectors. NGOs work towards achieving their social purpose and yet, they are perceived to be accountable only to their donors but not to citizens. The purpose of this qualitative case study was to explore perspectives of citizens in three districts: Bongo, Wa, and Sagnarigu in Northern Ghana on how NGOs demonstrate accountability in fulfilling their commitments in drinking water provision. It specifically investigated the lived experiences of citizens: local government authorities, traditional authorities, and individual citizens from the districts. Research literature emphasized upward accountability resulting in a gap observed …

An Evaluation Analysis On Public-Private Partnership Of Road Development By The State Of Virginia, Cavine Chavi-Ann Phillips

Walden Dissertations and Doctoral Studies

The unremitting nature of road infrastructural development and the strain of internal budgetary issues have pushed many governmental agencies to seek the non-traditional procurement methods of a public-private partnership to satisfy their ongoing needs. Researchers have examined many regions that have used this non-traditional procurement type of public-private partnership to meet their infrastructural needs while facing budgetary issues. I reviewed the state of Virginia's usage of this non-traditional procurement method as an alternative method to traditional procurement to foster their road infrastructural developmental needs. The state of Virginia has used Public-private partnerships to bridge the current gap of the state’s …

The Impact Of Agency Accreditation Or Certification On Police Misconduct, Robert Ellis Rodriguez

Walden Dissertations and Doctoral Studies

Law enforcement executives have created and implemented department policies and procedures to mitigate misconduct within their agencies, yet there is currently no method to quantify the effectiveness of these measures. The purpose of this exploratory study was to understand whether written directives, policies, and procedures of nationally accredited or state-certified law enforcement agencies impact reports of police misconduct. Data were collected from 8 Georgia law enforcement agencies: 4 that were nationally accredited or state-certified and 4 that did not hold such status. The data were compiled into 8 categories based on their accumulative number of misconduct incidents per agency and …

The Impact Of Public Consultation On Business Growth In The Virgin Islands, Arliene T. Penn Jan 2020

The Impact Of Public Consultation On Business Growth In The Virgin Islands, Arliene T. Penn

Walden Dissertations and Doctoral Studies

Consistent public consultation in the making of policies and regulations is a problem in the Virgin Islands, affecting small businesses across the territory. Small business owners and the public have challenged the government to be more accountable and transparent in drafting and implementing legislation and regulations. The stakeholders are mainly concerned with those pieces of legislation and regulations that have a behavioral, social, or economic impact on their business, and, in turn, society. There is a lack of research on how the presence or absence of public input in the rulemaking process of business regulations impacts the economic growth and …

Ontario Municipal Voters’ List Reform Project, Paul Wilton

MPA Major Research Papers

Voter turnout has been declining in Canadian elections at all three levels of government, raising questions about the quality of Canadian democracy. This trend is believed to be pronounced at the municipal level, but some academics, local governments, and professional organizations believe its true extent is unknown because municipal voters’ lists in Ontario may not be as accurate as provincial and federal lists This research paper assesses this claim and provides recommendations for reform. The literature review examines the potential implications of inaccurate voters’ lists. First, inaccurate voters’ lists may pose threats to municipal clerks’ ability to conduct free and …

Community Public-Private Partnership Leadership Synergy In Tanzania, Hawa Yatera Mshana

Walden Dissertations and Doctoral Studies

Although the public-private partnership (PPP) concept in health and social health has been politically accepted as the best pathway to improving health outcomes in many developing nations, implementation lacks leadership synergy. Lack of awareness and engagement of community leaders about PPP interventions and their benefits affect accountability and ownership of health and social care interventions. The purpose of this study was to better understand factors that could promote partnership leadership synergy to enhance ownership and accountability for community health and social welfare initiatives in Tanzania. A qualitative empirical case study design was used; diffusion of innovation and the public-private integrated …

Authority Migration And Accountability In Canadian Type Ii Multilevel Governance, Robert W. Waterman Jun 2014

Authority Migration And Accountability In Canadian Type Ii Multilevel Governance, Robert W. Waterman

Electronic Thesis and Dissertation Repository

In advanced industrial democracies, including Canada, elections act as important mechanisms of democratic accountability. However, the migration of public decision-making responsibility away from elected representatives and toward new governance models may alter accountability relationships. As authority is dispersed horizontally to new governance actors that exist beyond the reach of the ballot box, questions of public input and accountability within the democratic governance process arise.

The objectives of the dissertation are: 1) to evaluate the extent to which Canadian provinces have opted to migrate decision-making authority horizontally in response to policy issues and why; and 2) to evaluate the existence and …

Passage And Initial Implementation Of The Supplemental Educational Services Element Of The No Child Left Behind Act: An Historical Inquiry Study, Brad D. Christensen

UNLV Theses, Dissertations, Professional Papers, and Capstones

With reports alleging a sharp decline in student achievement in the last several years, there has been a call for higher standards in the United States education system. In response, with bipartisan support, politicians overwhelmingly passed the No Child Left Behind (NCLB) Act of 2001. NCLB, the most recent reauthorization of the Elementary and Secondary Education Act (ESEA), mandated increasing the educational performance of all children by focusing on accountability for student achievement, flexibility, higher academic standards, research-based reforms, parental choice, annual testing to measure student progress, analysis of the annual testing data, and sanctions for schools where students did …

Policing Performance Management Systems: Identifying Key Design Elements Within A `New' Public Management Context, John Gillespie Jan 2006

Policing Performance Management Systems: Identifying Key Design Elements Within A `New' Public Management Context, John Gillespie

Theses: Doctorates and Masters

The new public management (NPM) philosophy and move towards a governance approach places emphasis on the accountability of individuals, supervisors and managers relative to practice, processes and designated outcome - conformance and performance. A dichotomy is highlighted working within the NPM environment where managers need to practice creative and innovative freedoms, and at the same time to exercise constraint and compliance within a regulated and permission seeking framework. This situation can create inertia in respect to performance reforms within the public service. Police Services in Australia, and in particular the Western Australia Police (WAPOL) have made some inroads into providing …

Community Accountability In Ontario’S Healthcare Sector: A Case Study Of Six Hospitals, Catherine Cuylle

MPA Major Research Papers

This paper examines how community accountability is exercised by the governing boards of hospitals based on case studies of six hospitals in Ontario – London Health Sciences Centre (LHSC), Hamilton Health Sciences Corporation (HHS), The Ottawa Hospital (TOH), University Health Network (UHN), Sunnybrook and Women’s College Health Sciences Centre (S&W), and Toronto East General Hospital (TEGH). The findings reveal that hospital boards face a number of issues and tensions that stem from directing their accountability efforts towards the organization, the government, and the community in which they serve.
