Employee retention and commitment have gained attention over the past years (Mutsuddi, 2016). Commitment is the link that connects an individual to their organization, thereby decreases the probability of turnover (Allen & Meyer, 1990; Hague et al., 2019). According to Mutsuddi (2016), decreasing employee turnover remains a critical element for sustainment in any organization. Until this point, research in the field of conflict mediation concerning how third-party entities impact mediation outcomes has largely focused on the macrolevel factors of those entities and the disputing parties – geographic proximity of the mediating states to the disputants, the presence of alliances, the existence of enduring rivalries, etc. However, even when macrolevel factors are relatively similar, differences still exist in mediation outcome. Too many youth in Santa Cruz County are not seeing their basic needs being met. Basic needs of residents include education, health and financial stability, three of the main focuses described in United Way of Santa Cruz County’s (UWSCC) mission. The pandemic has only exacerbated the effects that low-income families and individuals have experienced, with youth at the forefront of those affected. UWSCC aims it’s programming towards local at-risk youth, providing needed support services and resources to the community. ABSTRACT

A fundamental policy choice in economic development among local policy makers is the appropriate mix of “outside” strategies that use incentives to attract companies, and “inside” strategies that invest in smaller and local businesses. Using a mixed-methods research design, including national and state surveys along with qualitative analysis of interviews conducted with policy elites, I examine the role of ideology, elites, community, competition, social capital (trust and influence), and electoral politics in these policy decisions. New legislation (Senate Bill 823) in the State of California, to realign the serious felony juvenile offender population from state facilities to county facilities, will go into effect July 1, 2021 (SB823, 2020). County probation departments will now be faced with determining how to provide adequate programming to a new population type of serious offender that includes adults in the age range of 18 to 25 years old. Attaining representativeness in a bureaucracy, or the ability for a public organization to mirror the diversity of its constituents, is argued to be a key element to effective and efficient governance. Studies show that implementing diversity management programs can help organizations become more representative and, at the same time, maximize the full potential of their diverse workforce. This study examined the existing and developing diversity management programs in each of the nine Bay Area county organizations and measured the representativeness of each. This dissertation analyzes three participatory technology assessment (pTA) projects conducted within United States federal agencies between 2014 and 2018. The field of Science and Technology Studies (STS) argues that a lack of public participation in addressing issues of science and technology in society has produced undemocratic processes of decision-making with outcomes insensitive to the daily lives of the public. There has been little work in STS, however, examining what the political pressures and administrative challenges are to improving public participation in U.S. agency decision-making processes. The main purpose of this study is to identify the key determinants of the unfunded liability (UL) for state and local public Defined Benefit (DB) pension plans. The UL is a measure of pension debt in plans across the U.S. This debt continues to rise while pension obligations to current and future retirees must also be satisfied. The UL is derived by subtracting the market value of plan assets from its accrued liabilities. If assets are less than liabilities, it signals a lack of funds set aside to cover all pension benefits and generates what is known as an unfunded …

One in five sexual assault cases reported to police are deemed to be baseless by investigating officers and are therefore coded as “unfounded”. High rates of unfounded sexual assault cases have revealed significant flaws within the justice system as women’s stories are disbelieved by the police. Online voting in Canadian municipalities has proven to result in at least some moderate increase in the number of individuals participating in a given election. What is less apparent is how the implementation of these voting solutions affects voter turnout. This paper seeks to answer the question, what accessibility and outreach factors maximize voter turnout in online elections. This text will analyze six Ontario municipalities who have implemented internet voting for the first time in 2018. In this study, I identify the strategic management factors for successful policy implementation for intensification and infrastructure investment in regional governments. These factors include organizational capacities, administrative leadership within government, and administrative governance. This research project explores the career ambitions of local politicians to seek office at higher levels of government. Testing theories from existing political ambition research in other jurisdictions, the paper explores factors of political ambition in Ontario through a survey of first-time local councillors and an archival study of past multi-level political careers. Success in politics can follow many paths, but results from the survey indicate that councillors who were younger, male, extraverted, and involved in partisan political activities were more likely to have ambitions for higher office. This research looks at nine municipalities in Ontario that either have or have not adopted a strategic plan of 10+ years and a long-term financial plan of 5+ years, and assesses their financial change based on a set of financial criteria at two different points in time, 2000 and 2019.
