Canines for Disabled Kids have been working on behalf of children and their families to educate communities and promote service dog partnerships for almost twenty years. Their advocacy with local legislatures, business owners, and community leaders highlighted the difficulties encountered when differentiating service dogs from emotional support/comfort dogs. Service dogs are entitled to access by the Americans with Disabilities Act (ADA), while emotional support/comfort dogs are not protected under the federal statute or to the same rights. Canines for Disabled Kids proposed a study to obtain a current count of licensed service dogs in the Commonwealth and investigate the feasibility …

The purpose of this study was to investigate the process of transitioning of veterans the perspective of acculturation. The study explored the lived experience of veterans, by attempting to gain a better understanding of the transition process of post 9/11 military members.
The study used the acculturation framework to view the experiences of transitioning from military to civilian culture. Limited research exists examining the connection between acculturation and transitioning for veterans. The phenomenological methodology was used to explain the veterans’ experiences.

Unmanned aerial vehicles (UAVs), also known as drones, are an innovative technology that has received significant interest from the law enforcement community. The size and ability, technological capability, and cost effectiveness of UAVs make them an attractive tool for law enforcement agencies to utilize in the course of operations, including domestic surveillance. Despite the potential benefits to the society, public perception of police UAV use is mixed, and “Not Over My Backyard (NOMBY)” attitudes relevant to Fourth Amendment privacy concerns are consistently demonstrated across studies related to public perceptions on this emerging technology.

This qualitative case study examines the intersection of a Native-owned casino, revenue-sharing with its host community, and the impact of tourism marketing efforts vis-à-vis funds provided to the community’s tourism agency. Specifically, this report studies downtown Niagara Falls USA from the time period between 2006 and 2016, and seeks to determine whether and how funds from Seneca Niagara Resort & Casino boosted tourism marketing efforts by Niagara Tourism & Convention Corporation (NTCC). In 1982, the Erie County Department of Social Services (ECDSS) developed the Employee Education Program (EEP). The EEP is an educational sponsorship program that provides eligible employees with a tuition-free education at area higher education institutions for a number of various degrees. One such degree is the Public Administration in Public and Nonprofit Management, or MPA at the State University of New York (SUNY) at Buffalo State College. Community-based outreach programs have been found to be effective, helping to educate people, and reduce suicide through outreach and peer group support. The American Foundation for Suicide Prevention (AFSP) has been at the forefront of the battle to reduce suicide through education, fund raising, lobbing, and support efforts to those in need of suicide prevention services, as well as those who have lost someone. One of the ways they have done this is through community walks and fundraising throughout the nation for anyone affected by suicide. There are many non-profit organizations which provide immigration and other legal services to immigrants in Santa Clara County. However, the capacity of legal services providers and their partners still face daunting challenges when trying to meet an overwhelming need that contrasts with limited resources (McAllister, 2015). Under these circumstances, the quality and effectiveness of immigration legal service providers in delivering their services is a subject of concern for immigrant groups. Community-based organizations are best suited to help immigrants with the legalization process (Cordero-Guzman, 2005) and their integration into the economic, political, and social mainstream in the long run.

In January 2015, the Power Five Conferences of the National Collegiate Athletic Association (NCAA) passed a new policy to change the procedure by which the amount of athletic financial aid is calculated and provided to student athletes (Sherman, 2015). Policy 15.02.2 of the NCAA Regulation Handbook states that institutions can provide athletic financial aid based on the cost of attendance rather than the cost of living (National Colligate Athletic Association, 2017). Santa Clara County conducts a Senior Nutrition Program (SNP) in conjunction with the City of San Jose, the Outreach Paratransit Program and local community-based organizations (CBOs) like Sourcewise (Lam, 2015). These programs combined represent a significant investment of public funds, with more than 45% of the SNP program’s funding coming from the county General Fund (Lam, 2015). Such a large financial commitment needs to demonstrate some benefit to the participants, and some positive outcomes from the current program design. Through the years, various forms of media have become political institutions able to influence the public policy agenda. Analyzing policy helps to promote a better understanding of how the policy process works, how problems appear on the political agenda, and why governments choose to act or not to act on particular policy problems. This research utilizes Baumgartner and Jones’s (1993) Theory of Punctuated Equilibrium (PET) to examine the ways in which media attention influenced public policy on marijuana in the states of Kentucky, Massachusetts, and Vermont between 1996 and 2016.

Analyzing The Effectiviness Of A Prescription Drug Monitoring Program Targeting At-Risk Opioid Abuse Patients, Treadway Childs

The effectiveness of a prescription drug monitoring program in coordination with a prescription opioid recidivism program was examined at a semi-rural community hospital. Patients were identified by a multi-disciplinary committee to be at-risk for opioid misuse or abuse, and were denied prescription opioids. Patients were considered eligible for the program if they had over 12 emergency department visits in the previous 12 months, or 6 visits in the previous 6 months, depending on how long the hospital had records on a patient. Patients who were placed in the prescription opioid recidivism program could not receive opioids at this hospital. The …

Despite an abundance of research on the impacts of city-county consolidation, the majority of studies to date have focused on outcomes related to efficiency, effectiveness, and economic development. However, two areas which have gone relatively unexplored, particularly from a quantitative perspective, relate to the impact of consolidation on minority representation, as well as the determinants of successful referenda often required in establishing these forms of government. The existing literature on representation is sparse, and often relies on anecdotes or a small number of individual examples. Indigenous-Municipal Intergovernmental Agreements: A Case Study Examining Substantive Collaboration, Gwendolyn Lowrie-Dennis

Indigenous-municipal intergovernmental collaboration has been increasing across Canada. Some suggest it can act as either a tool to create empowering policy or as an instrument of authoritative control. This paper examines the case study of the Upper Ottawa Valley Medical Recruitment Committee and classifies its intergovernmental agreement as either symbolic or substantive. It does so by analyzing the frequency of communication, the decision-making processes used, the implementation of the agreement, and its outcomes. The findings suggest that the Committee achieved substantive results on all measures, but not without facing significant logistical and social barriers. An in-depth review of the use of force policies and practices used by the Las Vegas Metropolitan Police Department (LVMPD) was conducted after the alarming rate of officer involved shootings was publicized by the Las Vegas Review Journal (RJ) in 2011. The 75 recommendations handed down to LVMPD after the review not only helped guide the agency towards procedural and reporting changes, but also paved a way for the agency to begin rebuilding trust in police within the community. Many Chief Administrative Officers will retire in the coming years, posing a succession problem for municipalities. The problem is especially acute in small and Northern municipalities. Municipalities must develop talent recruitment and retention strategies. Analysis of two case studies indicates that strong council support for succession planning is required, and municipal organizations should invest in their staff so that they can ascend to leadership positions, including promoting professional networking opportunities.

This research report examines the extent to which senior municipal staff in Perth County consider the economic and social implications of joint and several liability. Data for the report is drawn from semi-structured interviews with Chief Administrative Officers or senior staff in the Municipality of North Perth, the Municipality of West Perth, the Township of Perth East, the Township of Perth South, and the County of Perth. The interviews reveal that staff consider both the economic and social implications of the current legislative framework, however economic implications are given greater weight.

Ontario Service Manager areas are now mandated by the province of Ontario to enumerate the homeless population under their jurisdiction. The rural homeless have unique characteristics that must be incorporated into the enumeration methodology. Case study analysis suggests that period prevalence and registry week methods are better suited to rural areas than a point-in-time count.
