Universities in the United States increasingly experience demographic, business, and community pressure to hire, retain, and educate women and ethnic minority faculty, staff, and students. Responses to this pressure have changed over time from isolated open-door initiatives to comprehensive diversity initiatives designed to create welcoming campus environments for people of all backgrounds. Current literature on the assessment of diversity initiatives in higher education suggests the need to use approaches that include attention to the entire university, and to institutionalize the norms and values associated with diversity initiatives as part of the change process. Decentralized Administrations And Decision-Making & Effective Policy Implementation: A Study Of Agricultural Severance In Southwestern Ontario 2001 To 2007, Paul Hicks

This paper examines agricultural severance activity, specifically lot creation in agriculturally designated land, in Southwestern Ontario between 2001 and 2007. Data on the number of lots created in agriculturally designated areas in 10 rural municipalities was collected and compared to information on the planning and decision-making structures of the municipalities. The findings reveal that there is a relationship between decentralized administrative and decision-making bodies and the granting of agricultural severances.

Female Participation In The Police Promotion Process: Are Women Competing For Promotion In Numbers Proportionate To Their Statistical Representation In Policing?, Brent Shea

This paper examines the participation rate and success of female officers in the police promotion process viewed within the theoretical context of organizational culture, systemic discrimination, and the pipeline and glass ceiling theories. A survey of female officers employed with the Ontario Police Services between 2000 and 2007 was conducted. The findings reveal that although the challenges and obstacles faced by women have not disappeared, encouraging progress has been made. For both the sergeant and staff sergeant ranks, women are seeking promotion in proportions that exceed the historic and weighted seniority requirements associated with police promotions that previously required pre-determined …

This document describes the metaevaluation of aid evaluation reports generated in a single fiscal year (FY 2004). Sample reports (n=102) were chosen basically by stratified random sampling from the pool of evaluation reports (N=1034). The pool consists of ex post evaluation reports (and some extensive midterm and termination evaluation reports) obtained from Web sites.

The Key Aid Evaluation Checklist (KAEC) was developed based on the well-known Key Evaluation Checklist (KEC) (Scriven, 2005, 2006). A supplemental checklist, Subdimensional Checklist (SDC) was also applied for the metaevaluation.

Boulder City is rich with natural resources such as abundant land, 50% of Hoover Dam's power generation at cheap rates, and a high priority right of Colorado River Water. In addition to low utility rates, Boulder City residents have the lowest property taxes by far compared to other cities in southern Nevada. Unfortunately due to needed infrastructure replacement and new expenses facing Boulder City, such as paying for a portion of the third intake at Lake Mead, revenue is no longer covering the city's expenses.

If organizations are to survive and achieve long-run viability, they must be effective. Yet organizational effectiveness evaluation has been limited by a variety of factors--especially the ambiguity surrounding the concept of organizational effectiveness itself. The long-established approaches used by organizational theorists to define organizational effectiveness have emphasized different perspectives with respect to the organization type and degrees of importance of the various constituency groups comprising the organization. Interest in sustainability is grounded primarily in the sustainable development field which is concerned with the survival of humans on planet earth, and with the growing demands of meeting people's long-term needs. Despite four decades of national policy interventions, equal access to postsecondary education has not been achieved. Though gains have been made, students of color, low-income students, and first generation students are still excluded from postsecondary participation. Early intervention programs and privately funded scholarships are among the many public and private voluntary responses to this problem.

Oregon's state-supported, school-based, volunteer mentoring program for equalizing postsecondary opportunities grew out of a long-standing partnership between a state administrative agency and statewide community foundation. This paper examines why some Ontario municipalities choose not to engage in succession planning, which ensures continuous staffing by identifying how positions will be filled. A survey of members of the Ontario Municipal Human Resources Association was conducted. The findings reveal that most Ontario municipalities are not engaging in succession planning because other immediate organizational challenges take priority.

This paper examines the barriers to participation that women face when attempting to enter municipal politics based on a review of the programs and recommendations made by three initiatives that have been developed by the Federation of Canadian Municipalities, the Equal Voice, and the Union of Nova Scotia Municipalities to increase the number of women in municipal government. Citizen participation rates in Clark County Town Advisory Boards (TABs) and Citizens Advisory Councils (CACs) were assessed. We measured citizen participation by analyzing attendance at TAB and CAC meetings over a two-month period. We designed a survey and distributed it to TAB and CAC meetings to profile volume of attendees, demographic characteristics, and other relevant data. Each member of our group also personally attended two TAB and CAC meetings to collect observations and conducted an interview with the Clark County liaison for that group. The purpose of this study was to explore how selected superintendents are experiencing the collective bargaining process. Exploration included an examination of the various roles that selected superintendents have played in the collective bargaining process within rural and suburban school districts in Michigan.

Furthermore, exploration included thematic areas of greatest challenges facing superintendents in recent collective bargaining negotiations. Particular emphasis was given to the style of collective bargaining environment that superintendents reported as most conducive to successful contract negotiations. In addition, the rising cost of health care benefits was a significant point of emphasis within this study.

In January 2002, Washington State Patrol (WSP) Chief Ronal Serpas, Ph.D., implemented his Accountability Driven Leadership (ADL) philosophy throughout the entire statewide public safety agency. The initiative was intended to re-focus personnel on agency strategic goals, objectives, and performance. ADL stressed Computer Statistic (CompStat) management tenants, decentralized decision-making, and efficiency and effectiveness performance measures.

Most CompStat research has been anecdotal in nature, meaning little empirical analysis has scrutinized the implementation of these initiatives in policing. The City of Las Vegas Human Resources Department requested the evaluation team examine the perception of fairness in the promotional selection process as demonstrated by the results of the 2007 Diversity and Inclusion Survey and related complaints from some of the employees. The purpose of this study was to begin the effort to build a theoretical foundation for homeland security policy by analyzing the 1993 World Trade Center terrorist attack using multiple frame analysis (MFA). MFA consisted of three conceptual lenses: (I)-Homeland Security as a Criminal Justice Problem/Terrorism as Crime, (II)-Homeland Security as a International Relations Problem/Terrorism as War, and (III)-Homeland Security as an Organization Design Problem/Terrorism as a Network. President Reagan and each succeeding President exerted significant effort to scale back the size and scope of federal executive branch agencies, a pressure that can be characterized as constrained federalism. This phenomenon is described by Kettl (2000) as the theory of New Public Management. I observe and theorize that a new form of governance is emerging as an unintended consequence of constrained federalism's attempt to replace governance with management in the name of efficiency.

George Lakoff's theory of worldview presented in Moral Politics: How Liberals and Conservatives Think (2002) has been a topic of interest and discussion in certain political and academic circles. To date, however, it appears that no empirical test of his theory exists. In this dissertation, Lakoff's theory of worldview is explored, using the Oregon Legislature as a case study. A survey instrument to test his theory was created and administered to members of the 2005-2006 Oregon House of Representatives. Boulder City (City) is unique in the State of Nevada as being a non-gaming city, maintaining a controlled growth ordinance, and steadfastly holding to its “small town” values and character. The City has been facing budgetary challenges as future expenditures are anticipated to continually exceed revenues if current services levels are maintained. Indeed, fiscal reviews indicate the City has been transferring contingency monies between funds to cover overages for the past several fiscal years. This “robbing Peter to pay Paul” methodology may offer a temporary solution to the shortage but may be detrimental as a long term solution.

This study examines how U.S. state legislative staffs conduct evaluations. The study addresses the ubiquity of state legislative program evaluation (LPE) units, the standards those units follow, the recommendations that LPE reports proffer, and the quality of the reports on several criteria. The study also addresses the feasibility of using metaevaluation to evaluate a large number of reports using solely the information contained in the reports.

The study uses metaevaluation criteria developed by combining aspects of, primarily, the Generally Accepted Government Auditing Standards (GAGAS) for performance audits, the Joint Committee's Program Evaluation Standards (PES), and, secondarily, Scriven's Key Evaluation Checklist. …

This dissertation explores the extent to which the perspective and practice of leadership by managers in the Virginia Department of Corrections (DOC) reflect the Leadership Perspectives Model (LPM), and the extent to which their perspective varies by level of management. The LPM is a model of leadership that consolidates leadership study into five distinct leadership perspectives that managers use in their understanding and practice of leadership. This study builds upon research in which the a LPM was tested and validated within a sample managers from municipal government agencies (M. R. Fairholm, 2004a, 2004b).
