Labour-Management Relations Within The Fire Service: Building Trust And Respect, John Dehooge

This paper examines the conditions and characteristics for establishing and maintaining a successful labour-management relationship between fire chiefs and association presidents based on a survey and interview with a fire chief and association president from the Waterloo Fire Department (WFD). The findings reveal that the functional and effective labour-management relationship in Waterloo is characterized by shared organizational and relational values, a strong relationship with other staff members and the council the fire chief reports to, and mutual trust and respect.

Abstract This capstone project involved an alumni assessment of the Master of Public Administration Program offered by the Center For Public Service at Seton Hall University. Questionnaires were mailed to over 500 alumni and approximately 23.4% were returned. The responses from the alumni indicate that the MP A Program has met its mission and successfully prepared its students for their careers. Although not the focus of the literature review, the Center's MHA program is also assessed.

Local Solutions For County-Wide Amalgamation: Factors For Success And Failure, Linda Dean

This paper examines local solutions for amalgamation in Ontario by conducting a comparative case study of the County of Brant’s success at amalgamation and the County of Dufferin’s failed efforts towards amalgamation. The findings reveal that the factors that contribute to the outcome of local amalgamation decisions include the loss of identity associated with municipal mergers, the assimilation of individual communities, and the blurring of each community’s distinct characteristics into one homogenous mass.

Clark County School District is one of the largest school districts in the nation with a student population of 203,616 for 1998-1999. Talk of deconsolidating Clark County School District has been proposed by Assembly persons. However, as recent as November 2000, another initiative for deconsolidation and reconfigurations had not been approved by the voters. One of the issues surrounding deconsolidation is the district's bond debt. An equitable division has not been reached should Clark County School District deconsolidate. Reengineering was a management tactic designed to reduce costs and increase efficiencies in the work place. Although many hospitals reported reengineering efforts were a priority during the latter part of the 1990s, little research has been done to determine the effects of reengineering on cost and quality performance indicators.

This research studied a large regional medical center located in southwest Michigan, which implemented patient-focused care redesign. It uses multiple qualitative research methods to identify patterns of attack used by terrorists against urban targets in the United States and suggest ways for policymakers to mitigate the effects of a terrorist attack through not only physical, but also organizational, political, legal, and social strategies. The purpose of this case study is to analyze methods used in the city of Norfolk, Virginia to control adult oriented businesses (AOBs). Evidence is derived from several sources: interviews, analysis of government records, documents, historical photographs, and current observations.

This paper examines the Saskatchewan Treaty Land Entitlement Framework Agreement (TLEFA) in an attempt to demonstrate that although it did not provide a full prescription for municipal land to be turned into reserve land, the framework agreement still remains relevant. A survey of municipalities and First Nations bands that have experience in urban reserve creation under the TLEFA was conducted. The findings reveal that there are several insights and lessons to be learned from the creation of urban reserves in Saskatchewan, emphasizing the continued significance of the TLEFA.

The purpose of this study was to understand turnover intentions of 911 workers and to identify job factors that are related to turnover. Serving as the link between the public and police, fire and ambulance services, 911 operators work behind the scenes; under stressful conditions and often times without recognition or appreciation. This study analyzes the effectiveness of a network of five regional organizations to promote economic development in Hampton Roads, Virginia. Using a case study methodology, data collected from organizational documents, media reports, and personal interviews was categorized and triangulated to determine how many regional economic proposals were implemented from 1990 to 2000. This analysis created a regional timeline from which was produced a regional inventory of economic proposals. This study concluded that the regional economic development organizations in Hampton Roads have a fragmented network and their output has been influenced by regional factors.

The Georgia Bureau of Investigation (GBI) has initiated a research project that profiles the perpetrators of hostage and barricade incidents. This research is conducted using a questionnaire that is completed at incident conclusion. The questionnaire was provide .. by the FBI as part of a project called HOB AS (Hostage, Barricade, and Suicide). The HOBAS information is distributed electronically and in print to member law enforcement agencies. HOBAS information is used in this project as the main source of secondary data.
