Toward An Economic Development Strategy For The County Of Middlesex, Stephen Evans

This paper examines the factors that are necessary in the successful adoption of an economic development strategy in Middlesex County based on an analysis of Census data pertaining to population, gender, age, income, education, employment, housing, and agriculture and an investigation of the governance issues in the region. The findings reveal that in order to overcome conflict among constituent municipalities and foster a sense of cooperation between them, decisions about economic development initiatives must be removed from the political realm and placed in the hands of local, appointed business actors.

Humanizing The Downsizing Process: A Review Of A Recent Downsizing Process In Three Conservation Authorities, Thomas Prout

This paper examines the ways in which the negative effects of downsizing can be reduced based on a survey of stakeholders involved in the downsizing processes of three conservation authorities in Ontario – Ausable Bayfield, Saugeen Valley, and Upper Thames River. The findings reveal that the most important factor to consider with respect to downsizing is whether there are good human resource management practices in place long before the downsizing process is to occur.

The purpose of this case study is to analyze the perceptions of city council members in formulating and implementing policy on the Lake Gaston Water Supply Project in Virginia and North Carolina. A comparison of the perceptions of twenty-three members of three city councils: Henderson, North Carolina; Roanoke Rapids, North Carolina; and Virginia Beach, Virginia serves as the basis for analysis. Their perceptions of the issues and how they view other actors in the intergovernmental arena, within the context of the Lake Gaston Water Supply Project.

In 1995, Boulder City bought from the federal government 167 square miles of land in the Eldorado Valley which is located approximately seven miles west of the city. Soon afterward, the current landfill in Boulder City began accepting construction waste from Las Vegas. The large dump trucks had to travel through Boulder City on route to the landfill. In doing this they passed through three school zones and residential areas. When residents began complaining about the trucks, the Boulder City City Council began investigating various ways to solve the problem. The solution they adopted was to construct a new landfill …

Racial and ethnic minorities are disproportionately represented in Portland, Oregon's criminal justice system. Laws, legal procedures and practices that excessively target minorities are not new phenomena. This study focused on a history of political and social conditions in Oregon, and subsequently, Portland, from the 1840' s to 1895, that created unjust state laws and city ordinances that adversely impacted Native Americans, African Americans, and Chinese Immigrants. Attention was also given to the Jewish population.

A general principle of school finance is that the cost of the educational program is influenced by varying characteristics of students and school districts. This raises the question of whether state allocation policies should reflect the additional costs associated with particular educational programs, such as special education for handicapped students, vocational, compensatory, bilingual education, and gifted and talented education programs as well as cost differences associated with size, salaries, and related issues. The following study examined the ability of a weighted application process to predict tenure of employees working at a behavioral health center. Because the company considered the application process a three month period, the weighted application instrument included information from the application form and data taken from the first three months of employment (personal history information, training data and performance appraisal data). The job applicants employed with the company less than eight months were considered low tenure employees.
