Recruitment Machines, Community Power And Political Return On Investment (Proi): Economic Development Policy In The Age Of Amazon, Eric G. Griego Montoya

Political Science ETDs

ABSTRACT

A fundamental policy choice in economic development among local policy makers is the appropriate mix of “outside” strategies that use incentives to attract companies, and “inside” strategies that invest in smaller and local businesses. Using a mixed-methods research design, including national and state surveys along with qualitative analysis of interviews conducted with policy elites, I examine the role of ideology, elites, community, competition, social capital (trust and influence), and electoral politics in these policy decisions. I use new descriptive theoretical frameworks called “recruitment machines” and “Political Return on Investment (PROI)” to describe how and why local elected officials support …

Local Government Spending On Public Housing: Factors Of Influence In Metropolitan Areas, Vittoria R. Totaro 2241446

Public Administration ETDs

Rent or mortgage payments make up the largest portion of an American family’s budget. As there is a limited housing stock in metropolitan areas, low-income families struggle to find housing that is both adequate and affordable. Federal housing programs make funding available, but the provision of housing is left to local governments. Through the implementation of bold strategies and initiatives, local governments can help their low-income constituents find permanent housing for themselves and their families.

Public housing in the U.S. is associated with dilapidation, overcrowding, and social disorganization. In the past, housing projects have been shortsighted measures aimed at addressing …

Analyzing The Effectiviness Of A Prescription Drug Monitoring Program Targeting At-Risk Opioid Abuse Patients, Treadway Childs Aug 2017

Analyzing The Effectiviness Of A Prescription Drug Monitoring Program Targeting At-Risk Opioid Abuse Patients, Treadway Childs

Public Administration ETDs

The effectiveness of a prescription drug monitoring program in coordination with a prescription opioid recidivism program was examined at a semi-rural community hospital. Patients were identified by a multi-disciplinary committee to be at-risk for opioid misuse or abuse, and were denied prescription opioids. Patients were considered eligible for the program if they had over 12 emergency department visits in the previous 12 months, or 6 visits in the previous 6 months, depending on how long the hospital had records on a patient. Patients who were placed in the prescription opioid recidivism program could not receive opioids at this hospital. The …

Administration Of Food And Drug Regulatory Activities Bearing On Human Health, Edward F. Dalton May 1975

Administration Of Food And Drug Regulatory Activities Bearing On Human Health, Edward F. Dalton

Public Administration ETDs

The thesis begins by giving a background of the development of food and drug regulatory agencies. The immediate influence of political interests and special interests is shown. It is suggested that the real reason for inspection is to serve the interest of the industry and not the consumer. The departure from scientific judgements to discretionary expediencies is shown to have taken place early in the life of the Bureau of Chemistry (predecessor of the Food and Drug Administration).

The role of the State governments in the field of food and drug inspection is discussed. It is concluded that moves must …

A Budgetary Look At Public Health In New Mexico, Linda L. Deberry May 1972

A Budgetary Look At Public Health In New Mexico, Linda L. Deberry

Public Administration ETDs

Past experience in New Mexico has shown that the traditional agency line-item budget does not serve as a tool for making rational decisions about state government because it does not present the appropriate information needed by the decision-makers. To make rational decisions and policies, the Governor and the Legislature both need to know more about an agency than the cost of salaries and travel. Planning-Programming-Budgeting was introduced in New Mexico in 1969 with the hopes that it would be developed into the tool needed for making rational decisions effecting the state. According to Charles Schultze:

Much has been published on …

Toward A National Intra-Urban Mass Transportation Policy:The Need For Policy Balance, Michael V. Dunn

Public Administration ETDs

This study examines the Intra-Urban Mass Transportation System. The current, single-mode oriented, national policy of urban transportation is studied and its physical deficiencies and social ramifications are explored. This study relates to public administration in that urbanism is one of the seven “new directions” that Dwight Waldo outlines in his emphasis of professionalism in public administration.

The study was started with the hypothesis statements that there was a need for a national balanced urban transportation policy, and that the acceptance of this policy at a national level is hampered by political problems. These hypothesis statements were shown to be valid, …

Personnel Advancement Systems As Related To Management Effectiveness, David M. Davies Apr 1972

Personnel Advancement Systems As Related To Management Effectiveness, David M. Davies

Public Administration ETDs

The study of personnel advancement systems as related to management effectiveness in research and development (R&D) laboratories was chosen because of its relevance in this period of change in attitudes toward science and the scientific community. This change involves a shift in interest from basic scientific research to scientific and technological advances that have practical applications. Also, there is increased concern by legislators that facilities involved in federal R&D programs demonstrate sure fiscal responsibility and efficient operating methods.

The personnel advancement systems discussed in this thesis are the single - and dual - ladder systems. The single - ladder system …

Development Of A Network Based Management System For An Army Test And Evaluation Activity, Jack L. Dage Apr 1972

Development Of A Network Based Management System For An Army Test And Evaluation Activity, Jack L. Dage

Public Administration ETDs

As science and technology become more complex and as funding and manpower availability become tighter, especially within the Department of Defense, better management systems are imperative in order to get the required work done. Network based management systems are one of the newer and more powerful types of management systems developed to aid the manager in planning, scheduling, controlling, and reporting on his projects. Although more than 100 different network based management systems are in existence, all are based on the arrow diagram and critical path principles for planning activities. The Program Evaluation and Review Technique (PERT) and the Critical …

Public Law 91-518, the "Rail Passenger Service Act of 1970", was signed into existence on October 30, 1970, by President Nixon. It is the latest attempt to save the dying passenger train, and the first major Congressional effort since 1958.

It is this latest attempt to save the passenger train which is the subject of this thesis. It will be the purpose of the thesis to try to verify the hypothesis that many interested parties would be drawn into the …

Seasonal Variations Of Certain Air-Borne Allergens Of Fungal Origin, Nicholas S. Dienes May 1971

Seasonal Variations Of Certain Air-Borne Allergens Of Fungal Origin, Nicholas S. Dienes

Public Administration ETDs

One of the important consequences of increased R & D expenditures by both the government and private industry, after World War II, was the need for structuring the R & D organization to adapt to a changing environment. The environment that affected these organizations was composed of sharply fluctuating funding, rapid improvements in technology, and the special needs of the technical personnel within the R & D community. As a result, large scale R & D organizations have evolved into four adaptable organizational structures. They are the broad-span-of-control, the project, the functional, and the project-functional or matrix structures.

These organizational …

A Study Of The Use Of Scientific And Technological Personnel At The State Government Executive Level--State Scientific Advisory Committees, Paul T. Davidson May 1971

A Study Of The Use Of Scientific And Technological Personnel At The State Government Executive Level--State Scientific Advisory Committees, Paul T. Davidson

Public Administration ETDs

This study was undertaken under the premise that there has been inadequate utilization of scientific and technological personnel in state government, in the development and establishment of administrative policies related to science and technology, and in the provision of guidance, advice, and priority development to elective officials, particularly governors and state legislators.

It is obvious that attitudinal changes are taking place in the fabric of our society regarding social and environmental problems, including urban decay, minority group problems, ecology, and pollution.

In many instances, elected officials at the state level, particularly governors, have been unable to cope with the problems …

Use Of Civilian Scientists And Engineers In Military Field Establishment: Patterns Of Authority At The First Level Of Program Administration, Will E. Debusk May 1970

Use Of Civilian Scientists And Engineers In Military Field Establishment: Patterns Of Authority At The First Level Of Program Administration, Will E. Debusk

Public Administration ETDs

A recent development within the federal government is the largescale use of civilian scientists and engineers in the development of military materiel. Little research has been conducted of the organizational and administrative methods used by military organizations which thus employ civilian scientists and engineers.

Two such military agencies (one Army and one Air Force) were explored from the standpoint of their organizational structure and concepts and the pattern of authority relationships at the program administration level--the lowest hierarchical level at which a single person has responsibility for a total test and evaluation program. The Army agency was the focus of …
