While there are many outstanding questions surrounding the motivations of employees, a key problem is that there is not a defining construct to explain why public employees behave as they do. Although the concept of Public Service Motivation (PSM) has developed over the past three decades to help explain these motivations, there are still disagreements as to the definition, characteristics, and value of PSM. Moreover, this lack of congruity in the literature suggests that the underlying components of PSM, historically studied via cross-sectional quantitative surveys, have not yet been well-defined via rigorous theory-building. This research project examines resources and services to prevent families and children from entering the child welfare system in a rural town in Southern California. There is constant struggle to get the adequate services, resources and trained staff in this rural area because it is isolated and it takes about two hours’ travel time to get to the metropolitan cities. The literature review discusses child welfare services challenges, strengths and social capital to support families and children as well as the child welfare system itself in rural areas. Finding revenue is a challenge that faces many municipalities in the United States. As the tax base continues to decline and demand for government services increases, local governments are forced to make hard choices. Low on the list of priorities for local governments is the maintenance, and construction of infrastructure. ABSTRACT

The purpose of the present study was to explore the effects inclusion-exclusion on the job-related attitudes of the organizational workforce. These attitudes included job satisfaction, organizational commitment, burnout, and turnover intention. A quantitative survey was conducted using a sample of employees of a social service organization in San Bernardino County. Participants include employees from all levels and program areas of the social service organization. Study data was collected through the use of a self-report questionnaire. Since the founding of the juvenile justice system, minimal attention or research effort has been contributed to the understanding of factors affecting the rates of juvenile arrests, detainment, and return to community. Over time, studies have seen juvenile recidivism rise and fall. Counties and states do not keep solid empirical data on recidivism because minors are constantly reentering juvenile detention centers. States and counties only keep compacted empirical data on arrest of minors. It makes it hard for counties and states to differentiate who has been arrested multiply times.

In 1918, Serbs, Croats and Slovenes established a kingdom called "Yugoslavia." Serbs were considering this state as the state of Serbs. Bosnia Hercegovina's community or political powers did not help the establishment of Yugoslavia. The official ideology considered Muslims as the heir of the Ottoman occupiers in the Balkans. In the first Yugoslavia, Bosnian Muslims were under pressure and they were attacked by Serbs who had the official support of the administration. In time those attacks turned into ethnic cleansing. Bosnian Muslims were pushed out of the government bureaucracy and their lands.
