End Of An Era? Affirmative Action And Reaction In The 1990s, Andrew Ewoh, Euel Elliott

This article looks at the political dynamics of affirmative action policy since its inception m the 1960s We suggest that while key variables created a relatively favorable climate for affirmative action m the first two decades or so of its existence, recent developments suggest that race-conscious programs will be substantially limited in the future, although not eliminated m their entirety. We contend that a changing judiciary, Republican control of Congress, and shifts m public opinion, as manifested in Proposition 209 m California, interact in ways that will make many compensatory programs difficult to maintain.

Agency Heads’ Assessments Of Sunset Review In Texas, Usa, Andrew Ewoh

What type of change results from the sunset review process as an oversight instrument of accountability in government? Using data from a recent survey, this research develops a model for examining sunset changes. The research shows that there is a significant relationship between the outcome of sunset review and the type of recommendations adopted by the legislature. Moreover, agency age, legislative floor debates, and the level of board/commission decision making are important predictors of whether the agency is reestablished. Other results suggest that an agency with more influence and constituency support would easily resist change. Also, agencies that apply a …

Specially protected areas (SPAs) in Turkey were initiated in 1990 with the special interest of Prime Minister Turgut Özal and pressure from international agreements signed by Turkish Government. As of 1992, there were 12 SPAs in 5 provinces, most of them were on shorelines of lakes or seas. The decision making of SPAs policy in Turkey fit to muddling through. It helped to protect special and sensitive areas to be protected. All these SPAs had several small settlements and controversial usages of the land and water areas. Previous studies of public organizational performance have focused mostly on operating efficiency, without dealing with the complex accountability problems associated with plural public interests. The fact that an agency exhibits multiple and often paradoxical performances has not been of comparable concern. This failure to account for performance in a multiple-constituencies context has led to a narrow view of how well agencies do. To broaden the research on agency performance, a multiple-constituencies model is introduced and tested for statistically significant variances. Discussions have drawn attention to the relationship between strategy and structure for much of the last quarter century. Yet, no firm basis has emerged to settle the issue of causal direction or to affirm the relationship's effects on organizational performance. By adding a new dimension to the strategy-structure model, this article attempts to conceptually link long-term performance with (a) the presence of subunits having distinctive competence in strategic planning and (b) the coordination of these differentiated subunits into a discernible micro-structure embedded within the overall organization. A competitive public economy places greater burden on agencies to cope with uncertainty and change, especially in periods of "turbulent transition." As transition provides new opportunity, we find great variance in the ability of agencies to defend, enlarge or change their public domains. Administrative adroitness seems to be related to both adequate perception concerning change and the capacity to process reliable information, plan innovative programs, and manage conflicting demands.
