Understanding The Radicalization Process Of U.S. Homegrown Terrorists, Jose Manuel Vargas
Understanding The Radicalization Process Of U.S. Homegrown Terrorists, Jose Manuel Vargas
Walden Dissertations and Doctoral Studies
Radicalization is an aspect in the development of homegrown terrorists; however, researchers have been unable to establish a path to radicalization, uncover how individual and social factors influence radicalization, and identify how the Internet and social media mediate this process. The purpose of this case study was to explore individual and environmental factors that contribute to the radicalization of U.S. homegrown terrorists and identify interventions. Conversion theory was used to develop an understanding of the radicalization of U.S. homegrown terrorists. Data were derived from interviews of local and state law enforcement, military antiterrorism officers (AT), and security personnel from military …
Employee Perceptions Of Merit Pay And Its Influence On Work Performance, Michael John Mcknight, Sr.
Employee Perceptions Of Merit Pay And Its Influence On Work Performance, Michael John Mcknight, Sr.
Walden Dissertations and Doctoral Studies
The work performance of employees remains a vital factor both in an organization's viability as well as in the prosperity of its employees. Merit pay can influence employee performance and is one of the most frequently used monetary reward incentives for motivating employees to achieve a higher level of performance. The problem is the limited knowledge on how state employees in a southern state perceive merit pay and how those perceptions may influence employee work performance. Using a conceptual framework built from elements of various motivational theories including Maslow's hierarchy of needs and Herzberg's 2 factor theory, the purpose of …
Predictors Of Job Satisfaction Among County Jail Correctional Officers, Richara Simmons
Predictors Of Job Satisfaction Among County Jail Correctional Officers, Richara Simmons
Walden Dissertations and Doctoral Studies
Job satisfaction among jail correctional officers is important because it ensures the continuity of officers who can promote and maintain a safe environment inside the jail for all staff and inmates. Most job satisfaction studies on correctional officers, however, are focused on prison officers and not county jail officers. The purpose of this correlational study was to test and extend Herzberg's Motivation-Hygiene theory by exploring job satisfaction and motivation among jail correctional officers in Miami-Dade Florida. Survey data were collected from 149 correctional officers using Specter's (1994) Job Satisfaction Survey. Data were analyzed through correlational and multiple regression analyses. Findings …
Collaborative Governance And Anticorruption In Postwar Monrovia, Tewroh-Wehtoe Sungbeh
Collaborative Governance And Anticorruption In Postwar Monrovia, Tewroh-Wehtoe Sungbeh
Walden Dissertations and Doctoral Studies
Public sector corruption is a major problem in Monrovia. Successive national
governments have instituted anticorruption measures in the 1970s and 2000s, and anticorruption agencies were established to eradicate corruption. However, there appears to be a significant lack of resources and political willpower to prosecute corrupt government officials. A failure to curb political corruption indicates that current policies are not working. Government works when there is a perception that it delivers results and that the needs and safety of the citizenry are protected. The purpose of this qualitative phenomenology study was to gain a deeper understanding of public sector corruption at …
An Alignment Between The Choosing The Best Life Curriculum And Title V Program Guidelines, Charletta Hope Barringer-Brown
An Alignment Between The Choosing The Best Life Curriculum And Title V Program Guidelines, Charletta Hope Barringer-Brown
Walden Dissertations and Doctoral Studies
The research problem in this study addressed the lack of evaluation criteria used to assess the LIFE curriculum's alignment with the A-H guidelines of the federally funded Title V abstinence education program. These A-H guidelines have existed for almost two decades but no evaluation has been done that measured the degree of alignment between a specific curriculum and the federal A-H guidelines. Using Lewis' theory of the culture of poverty as the foundation, the purpose of this qualitative study that used a constant comparison analysis was to evaluate the level of alignment of the LIFE curriculum with each of the …
An Eritrean Perspective Of Africa's Potential For Indigenous, Independent Food Sustainability, Tewelde W. Tesfagabir
An Eritrean Perspective Of Africa's Potential For Indigenous, Independent Food Sustainability, Tewelde W. Tesfagabir
Walden Dissertations and Doctoral Studies
Food insecurity in Africa is a threat to future generations because many countries rely on potentially unsustainable food policies. Eritrea's indigenous food sustainability policy has not been explored or analyzed in a scholarly manner. This qualitative case study analyzed the effectiveness of the current policy of food sustainability without relying on foreign food aid in Eritrea. The main research question addressed relates to how Eritrean irrigation farmers understand and implement the Eritrean government's food sustainability policy. The theoretical framework for this study, Kingdon's policy stream, set the agenda for a policy of sustainable indigenous Eritrean agricultural development without food aid. …
The Effects Of The Foreclosure Crisis On The Black And Hispanic Population In Lee County, Florida, Stenia K. Reid-Hall
The Effects Of The Foreclosure Crisis On The Black And Hispanic Population In Lee County, Florida, Stenia K. Reid-Hall
Walden Dissertations and Doctoral Studies
The housing foreclosure crisis of 2007-2010 in the United States disproportionately affected persons of color. Some states, such as Florida, were heavily impacted by property value losses, yet there has been little research since about the experience of losing a home and recovering from that loss from the perspective of the homeowner. Using Carlson's conceptualization of resiliency theory, the purpose of this phenomenological study was to assess the impact of housing foreclosure and the experience of recovery from foreclosure on Black and Hispanic people in Lee County, Florida. Data were collected through in-depth interviews with 15 people in Lee County …
A Policy Evaluation: Comparing Levels Of Police Injuries Associated With The Use Of Less-Lethal Instruments In Law Enforcement - Conducted Energy Devices Vs. Other Less-Lethal Instruments, Lydia Denise Adkins
A Policy Evaluation: Comparing Levels Of Police Injuries Associated With The Use Of Less-Lethal Instruments In Law Enforcement - Conducted Energy Devices Vs. Other Less-Lethal Instruments, Lydia Denise Adkins
Walden Dissertations and Doctoral Studies
Police officers continue to sustain injuries during close proximity encounters with non-compliant and combative suspects. The purpose of this quasi-experimental study was to examine whether the use of less-lethal instruments, such as conducted energy devices, oleoresin capsicum, impact batons, and hands/feet defensive tactic reduced police officer injury during confrontations with uncooperative suspects at a medium-sized police department in a southern state. Fichtelberg's democratic policing was used as the theoretical framework for this study. Data were acquired from Suspect Resistant Reports (n = 409) written by police officers over a 10-year period (1/05 - 12/14). The dependent variable was police officer …
Information And Communication Technologies (Icts) And Citizenship, Kathrin Michaela Auzinger-Hotzel
Information And Communication Technologies (Icts) And Citizenship, Kathrin Michaela Auzinger-Hotzel
Walden Dissertations and Doctoral Studies
Democracy depends on the civic and political engagement of individuals. Despite a growing body of research analyzing political engagement in the United States, little attention has been paid to the relationship between information and communication technologies (ICTs) and perceptions of citizens concerning civic participation. The purpose of this quantitative study was to examine the relationship between ICTs, perceptions of citizenship, and participatory preferences for 18- to 35-year-olds in the United States. Applying Olson's theory of collective action, the goal of the study was to understand how ICT use influenced changes in perceptions of citizenship between 2004 and 2014. A repeated …

Investigating Funding Policies For New Clinics In Rural Northwest Region, Cameroon., Chenwi Mbuoko Ngwa
Walden Dissertations and Doctoral Studies
Abstract
Healthcare policies are complex health promotion strategies used by healthcare policy
designers to create awareness, educate, and develop the capacity of sustainable health
promotion practices in rural communities. The purpose of this phenomenological study
was to investigate an occurrence being experience by rural residents in the NWR of
Cameroon where residents lacked nearby healthcare clinics where they can seek medical
treatment and to determine if there were any funding policy requirements for the
construction of new rural community clinics at the NW Regional Delegation of Public
Health. Using Wright's conceptual framework on policy analysis and evaluation and
Coleman's rational …

Terrorism And Parents' Experience Of Children's Schooling In Nigeria: A Phenomenological Study., James Ovu Urien
Walden Dissertations and Doctoral Studies
In Nigeria, displaced non-Muslim parents living in refugee camps face difficult decisions regarding the schooling of their teenage daughters, who are potential targets of Boko Haram terrorist activities. The purpose of this interpretative phenomenological analysis (IPA) was to qualitatively explore a deeper understanding of the lived experience of displaced non-Muslim parents in Nigeria concerning the schooling of their teenage daughters. Prospect theory provided a theoretical foundation for the study. The theory holds that decision-making is based on the perceived value of gains and losses under risk conditions, rather than solely the perceived final outcome of the risk. The research questions …

Beliefs, Costs, And Policies Influencing African American Men's Decisions On Psa Screening, Mary Frances Carter
Walden Dissertations and Doctoral Studies
Despite the growing concerns about routine prostate-specific antigen (PSA) screening in men, little is known about the societal and economic impact of screening among the African American population. The purpose of this qualitative case study was to explore beliefs among African American men about PSA screening, funding for screening, and the role of the United States Preventive Service Task Force in addressing the problem. Guided by rational choice theory, data collection consisted of completion of a health beliefs survey, face-to-face interviews, field notes taken during interview, and interview audio recording. The population for the study included African American men residing …

Strategic Leadership In Public Sector Administration In Nigeria, Joy Onyinye Eliogu-Anenih
Walden Dissertations and Doctoral Studies
Inefficiency in the public sector as a result of leadership ineptitude is said to have contributed significantly to the underdevelopment of Nigeria. This has led to the mismanagement of human and financial resources as well as contributed extensively to poor service delivery to the citizens. The research considered the critical role of public sector administration to the functionality of a society, noting that the major determinant for public sector success is leadership effectiveness. The purpose of this qualitative phenomenological study was to identify how leadership ineffectiveness could be addressed in public sector administration in Nigeria and consider the implications of …
A Quantitative Study Examining How Training Enhances Policy Compliance, Therese C. Bensch
A Quantitative Study Examining How Training Enhances Policy Compliance, Therese C. Bensch
Walden Dissertations and Doctoral Studies
For decades, the Department of Defense has been plagued by persistent cost, schedule, and performance problems in defense acquisition programs. Recent changes in Department of Defense acquisition policy were intended to improve efficiency and are demonstrating some improvement in terms of overall cost improvements, yet little is understood about whether training efforts related to the new policies are producing policy-compliant behavior on the job. Using Edgar Schein's 'Onion Model' of organizational change as the theoretical construct, the purpose of this study was to examine through an ex post facto, cross-sectional longitudinal study whether there is a significant relationship between learning …
Community-Oriented Policing And Crime Rates And Crime Clearance Rates In North Carolina, Elizabeth Wrenn Johnson
Community-Oriented Policing And Crime Rates And Crime Clearance Rates In North Carolina, Elizabeth Wrenn Johnson
Walden Dissertations and Doctoral Studies
While community-oriented policing was touted as a new paradigm in American policing, little data reflects its success in reducing crime and/or increasing crime clearance rates. Researchers have failed to definitively describe community policing as a successful style of policing, leaving much more research to be done on its effectiveness as a crime reduction method. Using Trojanowicz's seminal conceptualization of community-oriented policing as the foundation, the purpose of this correlational study was to determine whether there are statistically significant associations between community-oriented policing, crime rates, and crime clearance rates for the 9 municipalities of Carteret County, North Carolina. Data for community-oriented …
Servant Leadership And Humility In Police Promotional Practices, Kevin C. Barker
Servant Leadership And Humility In Police Promotional Practices, Kevin C. Barker
Walden Dissertations and Doctoral Studies
The improper promotion of police officers who lack effective police management skills results in poor supervisor/employee relationships and could have a further negative effect on the relationships between officers and citizens. Yet, few police departments utilize leadership testing in making promotional decisions. The purpose of this quantitative, descriptive study was to explore whether servant leadership, from the perspective of police officers, is viewed as an effective leadership strategy. In particular, the focus of this study was on the element of humility as part of servant leadership theory. Data were collected by distributing the Servant Leadership Survey (SLS) to 2,794 police …
The Effects Of Policy Gaps On Governance In Ghana, Jojo Benin
The Effects Of Policy Gaps On Governance In Ghana, Jojo Benin
Walden Dissertations and Doctoral Studies
The need for governance institutions in Ghana to focus on policy results that impact directly on citizen's wellbeing rather than results that are achieved immediately after implementing program of activities has become more relevant than ever before due to widening policy gaps (the difference between policy intention and policy outcome) in Ghana. Defective policy implementation by the Ghanaian Civil Service is widening policy gaps in Ghana. With the aid of the institutional analysis and development framework, this quantitative study examined the relationship between policy gaps and governance in Ghana. Empirical data were collected from 539 Civil Servants in Ghana using …
Resisting Democratic Transition Through Terrorism: A Case Study Of Post Saddam-Hussein Iraq, Kellie Rourke
Resisting Democratic Transition Through Terrorism: A Case Study Of Post Saddam-Hussein Iraq, Kellie Rourke
Walden Dissertations and Doctoral Studies
Democracy building operations in foreign nations in Iraq and Afghanistan have been met with resistance and at great cost in terms of dollars and lives. Reducing these costs requires understanding why individuals choose to resist the transition to democracy, yet current research in the field does not address the issues of a previously nonviolent population turning to terrorism to resist transition to democracy. The purpose of this single case study was to use rational choice theory and Crenshaw's 3 levels of causation to understand what factors influenced members of the Sunni sect to resist democratic transition following the 2003 invasion …

Integrating Public Affairs Information Strategy With Organizational Practices In Healthcare Delivery Organizations, Brian S. Vamstad
Walden Dissertations and Doctoral Studies
Public affairs professionals are responsible for monitoring the sociopolitical environment and using information strategies to respond to public policy proposals on behalf of firms and organizations. To develop, implement, and legitimize public policy, lawmakers and public administrators rely on the input from external experts and stakeholders. The purpose of this research was to explore how public affairs engage with healthcare intraorganizational stakeholders to leverage their knowledge for information strategies. Knowledge transfer served as a theoretical framework through a qualitative multiple case study of 3 healthcare delivery organizations in the upper Midwest of the United States. Primary data were collected using …

The Role Of Gender In Hiring Officials' Perceptions Of Chief Information Officer Candidates, Shanna Van Ness
Walden Dissertations and Doctoral Studies
Few women in academia occupy the leadership role of chief information officer (CIO), yet little is known about the underlying causes for gender disparity in this role. The purpose of this causal comparative study was to investigate whether gender stereotypes may impact perceptions about managerial characteristics of CIO candidates in academic settings. The theoretical foundation for this study was Schein's 'Think Manager, Think Male' paradigm and Acker's gendered organization theory. Data were acquired from 48 hiring officials from four-year public, private, and nonprofit colleges, universities, and research institutions in the Northeastern region of the United States who completed the Schein …

The Impact Of Three-Dimensional Organizational Change On Laos Electrification, Xaypaseuth Phomsoupha
Walden Dissertations and Doctoral Studies
The government of Laos has carried out regressive organizational changes in its electric power sector including deregulation, decentralization, and devolution. As governmental agencies attempt to improve their organization, little is understood about the impact these changes have on the electric sector. Using Burke's organization change theory as the foundation, the purpose of this qualitative study was to explain the impact of organizational change on rural electrification in the Champassak Province, Laos. Data were collected through semistructured interviews with 20 participants representing governmental agencies, private entities, and nongovernmental organizations. Data were also collected through observation of a public consultative meeting and …
Attitudes Of Women Offenders Towards Medicaid Enrollment And Coverage Under The Affordable Care Act, Morrisa Barbara Rice
Attitudes Of Women Offenders Towards Medicaid Enrollment And Coverage Under The Affordable Care Act, Morrisa Barbara Rice
Walden Dissertations and Doctoral Studies
Although women offenders face barriers to successful reentry into their communities, as yet, no research has explored their experiences in accessing health care reentry services. Medicaid enrollment, the process of applying for Medicaid coverage, can be offered as a health care reentry service. Women offenders in jails have shorter sentencing times compared to those in prison, which presents Medicaid enrollment opportunities before release. The Second Chance Act provides the opportunity for reentry services, and the Affordable Care Act provides the opportunity for Medicaid coverage for women offenders. This phenomenological study explored the attitudes of women offenders about Medicaid enrollment and …
Staff Member Perceptions Of Bullying In An Afterschool Center, Sherrich Monsher Thegg
Staff Member Perceptions Of Bullying In An Afterschool Center, Sherrich Monsher Thegg
Walden Dissertations and Doctoral Studies
Peer-to-peer bullying negatively impacts over 20% of school-aged children annually. While much literature exists on bullying on school premises, peer-to-peer bullying outside of the classroom is still relatively understudied. Despite states' implementation of antibullying legislation, peer-to-peer bullying has continued in schools and other areas such as afterschool centers. The purpose of this qualitative study was to evaluate staff perceptions of peer-to-peer bullying in afterschool centers. It specifically investigated bullying and the hierarchical imbalance of power using Sidanius and Pratto's social dominance theory. The research questions were designed to investigate the staff members' knowledge of bullying at the Boys and Girls …
Generational Age Differences And Employee Motivation In The Public Sector, Peter C. Akwuole
Generational Age Differences And Employee Motivation In The Public Sector, Peter C. Akwuole
Walden Dissertations and Doctoral Studies
Motivation is rarely used as a diversity management strategy, and as a result, little academic research explores the relationship between generational age differences and motivation in public sector management. Using Deci's intrinsic and extrinsic motivation theory as the foundation, the purpose of this correlational design study was to evaluate the relationship between generational age differences and employee motivation in a Maryland government agency. Data were collected through an online survey using the Work Preference Inventory from 35 of the agency's 5585 employees, born between 1946 and 2000. Data were analyzed using one-way analysis of variance with post-hoc tests to assess …

Reducing Runway Incursions At The Nation's Five Busiest Airports, 2009-2011, Theodore Patrick Byrne
Walden Dissertations and Doctoral Studies
During the last decade, the number of runway incursions at airports in the United States and worldwide has increased. The Federal Aviation Administration (FAA) has developed the Runway Safety Program (RSP) to address these concerns and improve the safety of the National Airspace System (NAS). The purpose of this study was to determine whether the FAA 2009-2011 RSP has effectively reduced runway incursions at the nation's 5 busiest airports using data from 3 years before and 3 years after the RSP. A comparison group interrupted time-series design was used to determine the impact of the RSP. A public policy framework …
Transformative Leadership And Its Development In Public Service Reform In Kenya, Gerald Paul Regier
Transformative Leadership And Its Development In Public Service Reform In Kenya, Gerald Paul Regier
Walden Dissertations and Doctoral Studies
Leadership on the African continent has been a focus of scholars as African nations have incredible human and natural resources but seem to be bereft of the leaders necessary to capitalize on its opportunities. Researchers acknowledge that the barrier to progress in the developing world is not the deficiency of money or natural resources, but suggested it to be the lack of leadership. Researchers have demonstrated reasons for this deficiency including the effects of the colonial system upon people and civil service systems, but have yet been able to establish a promising path to economic and social progress. Leaders in …
The Determinants Of Traffic Citation Revenues On Florida's Clerks Of Court And Comptrollers, Corey A. Hamilton
The Determinants Of Traffic Citation Revenues On Florida's Clerks Of Court And Comptrollers, Corey A. Hamilton
Walden Dissertations and Doctoral Studies
In the wake of budgetary restraints, many local government organizations are examining existing sources of revenue to exhaust available streams without increasing constituents' financial burden. Some of these revenue streams include nontraditional sources, such as traffic citations, yet little research has explored the implications of revenue generated from fines from traffic citations. Using the theory of resource dependence as the foundation, the purpose of this study was to explore the relationship between the estimated population of the county, the unemployment rate of the county, and the personal income per capita against the number of traffic citations issued and the Florida …
Nonprofit Leaders' Strategies In Capturing The Attention Of Committed, Large Donors, Aneatra Holland
Nonprofit Leaders' Strategies In Capturing The Attention Of Committed, Large Donors, Aneatra Holland
Walden Dissertations and Doctoral Studies
Few U.S. nonprofit organizations meet annual operational costs. Facing government funding cuts, U.S. nonprofit leaders have had to seek other revenue streams to remain operable and ensure that the clients they serve continue to receive support. Leaders often seek out large donors but lack strategies for successfully doing so. The purpose of this multiple case study was to explore the strategies successful nonprofit leaders have used to capture the attention of committed, large donors in Southern California. Government failure theory and independence theory constituted the conceptual framework. The purposeful sampling method consisted of 3 nonprofit agency managers who had operated …
An Empirical Assessment Of Multicultural Education Programs In Reducing Islamophobia On A College Campus, Amin Asfari
An Empirical Assessment Of Multicultural Education Programs In Reducing Islamophobia On A College Campus, Amin Asfari
Walden Dissertations and Doctoral Studies
Anti-Muslim prejudice has increased precipitously since the attacks of September 11, 2001, including prejudicial effects related to socio-cultural differences on college campuses. The purpose of this quasi-experimental exploratory research was to understand the effectiveness of multicultural education programs (MEPs) in reducing anti-Muslim prejudice in higher education. Grounded in intergroup threat theory and frame analysis, it was hypothesized that students who are not engaged in multicultural affairs will perceive Muslims as more threatening and will therefore hold more prejudiced views than would students who active in multicultural affairs. The sample consisted of 125 respondents (N = 51 from a group participating …
Diversifying Funds To Enhance Financial Sustainability Of A County Library System, Francis Adetokunboh Adebola-Wilson
Diversifying Funds To Enhance Financial Sustainability Of A County Library System, Francis Adetokunboh Adebola-Wilson
Walden Dissertations and Doctoral Studies
Existing research has focused on the financial challenges affecting public libraries and how to improve library efficiency and funding. However, it is unknown how financial diversification could improve the economic fortunes of public libraries. The purpose of this study was to illuminate the unique structural, legal, and operational dynamics associated with adopting a financial diversification strategy in the Clayton County Library System (CCLS), Georgia, and to explore what would support or hinder the implementation of such a strategy. Using modern portfolio theory, the research explored how the CCLS could diversify its funding sources. A qualitative single-case study was conducted to …
