Scholars of state and local politics have long faced the problem of data availability. The crux of the problem is consistent and reliable measures that are amenable analysis over time or across states. The problem with data on the state or local level is one of information retrieval. Such tasks are especially laborious, and are necessarily focused on a small part of a much broader system of policy dynamics. This is the second volume of the annual Georgia Journal of Public Policy, and as the editor I would like to use these introductory comments to discuss three things. First, I am happy to report on how the journal’s first issue performed in terms of readership. Second, I will introduce a new section of the journal that features undergraduate student research on policy in Georgia. Finally, I will discuss future plans for the journal.

The Impact Of Prolonged Nomination Contests On Presidential Candidate Evaluations And General Election Vote Choice: The Case Of 2008, Jeff Dewitt, Richard N. Engstrom

Faculty and Research Publications

The fact that political parties hold competitive nomination contests that require voters to choose among multiple candidates leaves open the possibility that the contest itself could damage the prospects of an eventual nominee. In this study, we employ the American National Election Study panel survey data from the 2008 U.S. presidential election to assess the impact of the Democratic Party nomination process on candidate evaluations and general election vote preference. We find evidence that Barack Obama had greater difficulty uniting his party than his Republican counterpart due to the fact that Clinton voters were slow to coalesce around Obama. These …

Federal Earmarks In The State Of Georgia, Jeffrey Lazarus

Earmarks have been controversial ever since becoming a prominent part of the congressional spending process. Critics charge that earmarks fund projects with little or no economic value (for instance Ted Stevens’ “Bridge to Nowhere,”) but instead allow Congress members to direct government spending to campaign contributors (the charge leading to a federal investigation of the now-defunct lobbying firm PMA Group). On the other side of the controversy, congressional earmarks do fund a number of community improvements which are very valuable, at least locally. In Georgia, the fiscal 2010 appropriations bills included earmarks which allocated $450,000 to update College Park’s emergency …
