Provides detailed historical overview and contemporary analysis on why the Baltics and Ukraine are historical and remain contemporary geopolitical hotspots. Provides analysis of cultural economic, environmental, and security factors influencing long-standing contentiousness over these regions. Places emphasis on how Russian behavior and policies influence this contentiousness. Concludes by noting that differences between the U.S. and its allies and conflicts within the U.S. Government may limit the ability of the U.S. to effectively respond to events in these disputed regions.

In 2006, Japanese Foreign Minister Asō Tarō outlined a new pillar of Japan’s foreign policy across Asia he called the ‘Arc of Freedom and Prosperity.’ The Arc would become the most lucid case for values-based diplomacy elaborated by Tokyo in the postwar era. It is a significant change from what was both a constrained and myopic approach for a state of such global economic influence and substantial diplomatic potential. Open Secrets, Congressional Oversight, And The Geopolitics Of The Cia Drone Program, Marita C. Murphy

Analyzing four congressional hearings that publicly discuss the CIA’s ‘secret’ drone program, this thesis considers the interaction between publicity and secrecy in facilitating practices of later-modern warfare. Specifically, I examine the content of these drone hearings within the broader context of leaks, Obama administration speeches, and public interest in CIA drones to better understand how open secrecy engages with public oversight. I argue these hearings are deceptively productive. While they largely fail as oversight events, the hearings facilitate numerous unexpected outcomes—including the normalization and entrenchment of the CIA drone program. Paradoxically then, publicity proves essential to the maintenance and acceptance …

This dissertation explains how and why Russia has expanded its sphere of influence in the Arctic and why the United States has not assertively balanced this expansion. In doing so, I show that regional spheres of influence are historically and socially constructed. While material and security concerns motivate state behavior, I show that states also develop institutions, identities and interests that influence their relationships with each other and cause them to approach regions in different ways that are not readily explained by realist or liberal assumptions of how international relations should work.

It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. This dissertation analyzes the relevance and importance of small buffer states for contemporary International Relations. It argues that sub-systemic interactions reinvigorate the role of buffer states in regional security. Using the case study of the triadic relationship among India, Nepal, and China, this study explains the evolving role of buffer states. The technological innovations in weapons systems, transportation, and communication have extended the reach of potential adversaries, rendering intermediate territorial space less significant than in the past. While the study of war occurrence is among the primary considerations of the field of international relations, only recently has attention turned towards the study of war outcomes. This attention is best represented by the democratic victory proposition, which suggests that democracies win the majority of their wars by virtue of being democratic. However, elements of this study are currently incipient. In turn, this dissertation generates a novel set of variables to measure the impact of terrain on war outcomes, including measures of spatial extent, topographic heterogeneity, and land cover heterogeneity. Climate change is fundamentally transforming both the Arctic and Antarctic polar regions. Yet these regions differ dramatically in their governing legal regimes. For the past sixty years the Antarctic Treaty System, a traditional “hard law” international law treaty system, effectively de-militarized the Antarctic region and halted competing sovereignty claims. In contrast, the Arctic region lacks a unifying Arctic treaty and is governed by the newer “soft law” global environmental law model embodied in the Arctic Council’s collaborative work. Estonian national identity—how Estonians imagine their values, history, and place in the world—is defined by their centuries-long struggle for independence and autonomy. This thesis examines the struggle and resulting identity through the lens of the laulupidu, or song festival, and its employment as a vehicle of political mobilization and re-constructor of Estonian history. Regarding folklore, in this case festivals and folk songs, as containers of the soul of the nation, I show how Estonians have produced and reproduced their national identity through the practice which they hold sacred: choral singing. Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

In 2011, millions of Yemenis calling themselves the Peaceful Youth joyfully joined the “Arab Spring.” Four years later, popular aspirations for social justice and a serious attempt at national dialogue were thwarted by deadly domestic power struggles. When the pro-Saudi, US-supported government fled to Riyadh in April 2015, the Kingdom led a multinational military intervention inside Yemen. By December, daily bombardment had killed thousands of fighters and civilians, injured and displaced hundreds of thousands, and decimated homes and infrastructure.
