This dissertation investigates the concept of external legitimacy and its implications for de facto states in the international system. Previous research on state recognition has primarily relied on United Nations recognition as a binary measure, neglecting the nuanced variation in the external legitimacy of de facto states. To address this gap, this study introduces a new External Legitimacy Dataset and develops a comprehensive measure of external legitimacy. Using this dataset, the study demonstrates the utility of the measure by providing latent estimates for 31 de facto states and predicting violence based on their level of external legitimacy. What are Beijing’s intentions behind the Belt and Road Initiative (BRI)? China’s foreign policy efforts between 2010 and 2017 are analyzed by comparing five indicators to BRI project spending to understand the goals driving the initiative. Five indicators are used to compare how China’s interest between Belt participants and Road participants: image building, economic volatility, public opinion, energy resources, and geostrategic location. These indicators are applied to four case study BRI participants to rate China’s interest and then compare that to overall BRI project spending. The last six months of the Trump administration witnessed interesting developments regarding its legacy in the Middle East. The normalization of ties between four Arab states and Israel constituted major breakthroughs not only in the regional inter-state relations but also for the American foreign policy in the region.

In this context, this thesis offers insights into how to understand and evaluate the administration's approach towards these developments. Based on systematic and empirical research, I analyze a corpus comprised of Trump-era foreign policy documents regarding the Iranian and Israeli-Palestinian questions. In the first several years following the attacks on September 11, 2001, many in both the American political elite and general public questioned the merits of the US’s strong alliance with the Kingdom of Saudi Arabia, as fifteen of the nineteen hijackers, as well as Osama bin Laden, were Saudi citizens. The Kingdom was known for its lax regulations surrounding terrorist financing, which played a role in al Qaeda’s ability to carry out the 9/11 attacks. While two aspects of the shale boom—a new source of supply and a cause for the price collapse in 2014–2015—dominate the conventional wisdom, I argue that the most revolutionary change is the least understood aspect of shale oil—shale oil producers’ rise as new swing suppliers due to its unique extraction technique and cost structure. We have learned about democracies’ peaceful behaviour but we know relatively little about why some democracies are more peaceful and use more soft power instruments than others. I argue that contrary to competing theories that link soft power use to budget size or institutions, it is the variation in the public’s social trust that drives the variation in peaceful behaviour. Individual’s social trust toward peaceful foreign policies are shaped by their core beliefs about trusting other people, which vary across democracies. Since the beginning of the millennium, all the regional energy players in the East Mediterranean had good cooperation with little intra-state rivalry or tensions. The Arab Gas Pipeline was successfully carrying Egyptian natural gas to Jordon, Lebanon, Syria and Israel. Egypt had signed agreements to further connect with the Turkish pipeline network, carrying natural gas to the European markets. However, the Egyptian government was facing an internal challenge concerning the normalization of economic relations with Israel. While some US policymakers argue that economic sanctions always work and continue to use them as a key foreign policy tool, and while some other scholars argue that sanctions never work, this thesis focuses on when, not if, sanctions work.
