This research analyzes political leaders' response to the ideological challenge presented by ISIS and Al Qaeda. It focuses on the counterterrorism speeches given by political leaders in a number of Middle Eastern countries and the United States. The analysis of the speeches is along two dimensions: the nature of their domestic and international audiences, and the motivations behind the speeches. A sample of several dozens of speeches is analyzed. The empirical study had proved that leaders mostly exhibit differences depending on their audiences to reach a certain political goal. This research presents analysis for identifying common risk and resilience factors that contributed to or hindered Salafi jihadi mobilization of citizens of Central Asia and the South Caucasus and examines the extent to which these factors had differing internal and external outcomes on Salafi jihadi mobilization. Three levels of analysis provide examination of regime characteristics, behavior of jihadi organizations that mobilized individuals from the region, and case studies through interviews in communities affected by jihadi mobilization in Kyrgyzstan and Georgia.

Unique about the discovery was that the pathogens were not limited to human ones. Six pathogens targeted livestock and four targeted crops. This concern led to a comprehensive examination of historical documents that focused on the temporal evolution of the problem beginning with the Carter administration and continuing through the Obama administration. U.S. counterterrorism policy appears to be influenced by different perspectives, as evidenced by conflicting statements by U.S. presidents regarding the causes of terrorism. Academic theories are not always applied by U.S. government employees who develop, influence, and implement counterterrorism policy. The purpose of this qualitative phenomenological study was to understand U.S. government policymakers' perspectives on the causes of terrorism, the influences on these views, and the impact on U.S. counterterrorism policy. Narco-terrorism is the merging of terrorism and drug trafficking. In the following research, I investigate whether hard offensive counterterrorism results in the failure or success of a counterterrorism strategy. In the second chapter, the academic literature of counterterrorism strategies is examined. This study examines the American “authorized discourse” about the hunt for and killing of al-Qaeda leader Osama bin Laden to better understand it as an episode in American cultural hegemony maintenance. Through a structural hermeneutic analysis of presidential speeches and widely-circulated national strategy documents, high distribution news coverage, and entertainment media, alongside one-on-one interviews and focus groups, I illuminate the symbolic mechanics by which the death of Osama bin Laden was constructed as righteous and legitimate retaliatory violence in response to the unprompted, offensive violence of the 9/11 attacks.

This paper analyzes the 2015 introduction of ‘soft’ de-radicalisation policies in France, which were intended as a departure from traditional security-based ‘hard’ policies, and assesses the role of the French government as an actor in de-radicalisation efforts. The paper will look at key facets of French political culture, including laïcité and communitarianism, and the experience of Muslim communities in France. This study examines what factors contribute to United States' compliance with rule of law in response to terrorism. A qualitative analysis utilizing a comparative case study approach to examine the Clinton, Bush, and Obama administrations' response to domestic and international terrorism. This study tests what impact the location of terrorist attacks, nationality of terrorist actors, and presidential ideology have upon rule of law compliance. Results from this study illustrate the causal relationship between rule of law compliance and presidential ideology, while taking into account the impact of the terrorist attack on September 11, 2001.

State sponsorship of terrorism, where a government deliberately provides resources and material support to a terrorist organization, is common in the international system. By conceptualizing state sponsorship as a relationship between a principal and agent, I develop a consistent theoretical model that explains why states pursue this foreign policy strategy, as well as how they rationally attempt to minimize the inherent risks of delegating to violent non-state actors.
