In recent decades, partisan polarization has not only grown but also extended to a wide variety of political processes. Despite this fact, we lack a strong understanding of the policy process under conditions of relatively extreme polarization. The roles of interest groups and think tanks in this environment are particularly understudied. How have research producing institutions changed in response to partisan polarization? And which types of organizations are most influential under the current system? This study addresses civil society and the state’s shifting approach towards the incorporation of youth in governmental decision-making since the 1990s, and the recent ascendance of youth voice councils as a method of civic engagement. It uses the New York City Youth Leadership Council Initiative and the Borough Student Advisory Councils as case studies. Relying on the author’s ethnographic participant observation and youth-voice frameworks, the paper provides an analysis of the individual, organizational and systems level effects of the New York Department of Education’s BSAC program. This research looks at three possible reasons that might help to explain this unfortunate exodus. The first approach is through health and examines trends in environmental, mental and physical (general) health. I will explore statistics involving the health and well-being of Central Brooklyn, how the environment plays a disparate role in the poor health and lack of access to services of its African-American residents in comparison to other regions in Brooklyn. In 1989, the federal government mandated to eliminate child poverty by the year 2000. This paper explores the political, economic, and social determinants of persistent and high rates of child poverty in the Windsor-Essex region of Ontario eighteen years after the stated deadline for this mandate. By asking the question of what social, political, and economic factors contribute to the stable and high rates of child poverty in Windsor-Essex, this paper argues that child poverty in the Windsor CMA is due to (1) a lack of political leadership and investment; (2) the lack of economic diversification; (3) a flawed support …

This study examined drug courts from a public policy and political science perspective. The first portion of the study focused on the history of sentencing policy from the 1970s through the drug court movement. The second chapter addressed gaps in the policy literature about how drug courts were created and how they evolved. Another focal point was determining how state-level actors such as legislators, state supreme courts, and bureaucratic agencies regulated drug court policy in each particular state. This dissertation focuses on shifts in issue attention in the policy process and examines policy changes. Describing agenda setting is important not only for understanding congressional behavior in general but also for understanding the institutional context of other political behavior. I focus on the processes of positive feedback to explain periods of dramatic policy changes observed over a long period of time.
