What are the distinct contributions of normative orientations (including theological and ideological ones) in the public policy process? While the literature on policy formation in the past three decades has embraced at least some idea that ideology matters, little has focused on whether the content of their specific normative orientations leads groups to contribute to, and engage in, a policy process differently. This report is designed to aid the Hartford Land Bank (HLB) in its efforts to remediate blight as well as lay the groundwork for a more frictionless path to homeownership for residents in the City of Hartford. Over the course of the semester, the team has conducted research and analysis on various models and state funding systems that could increase property ownership among city residents. In collaboration with the HLB and Cleveland Housing Network (CHN), the team has focused on existing rent-to-own (RTO) and lease-purchase models of homeownership with decades of high success rate.

Detaining asylum seekers has become an established practice in many countries. There is a large body of research suggesting that immigration detention causes asylum seekers harm. However, the focus of these studies has been on diagnosable disorders and mental health, with no descriptive understanding of how detention and resettlement are experienced and conceptualized by asylum seekers. The purpose of this thesis is to describe and analyze the South Carolinian eviction crisis from the perspective of radical geography. South Carolina was chosen for the severity of its crisis and the lack of research at a sub-state level. Court records of eviction filings from 2019 were geocoded and tested for spatial clustering, which was clearly visible. Plaintiff names were used to identify the most frequent filers and distinguish landlords by type. At the census tract level, eviction filing counts were compared with neighborhood characteristics using negative binomial regression, and most were found to be significant in South Carolina. …

This study addresses civil society and the state’s shifting approach towards the incorporation of youth in governmental decision-making since the 1990s, and the recent ascendance of youth voice councils as a method of civic engagement. In 1989, the federal government mandated to eliminate child poverty by the year 2000. This paper explores the political, economic, and social determinants of persistent and high rates of child poverty in the Windsor-Essex region of Ontario eighteen years after the stated deadline for this mandate. This study examined drug courts from a public policy and political science perspective. The first portion of the study focused on the history of sentencing policy from the 1970s through the drug court movement. The second chapter addressed gaps in the policy literature about how drug courts were created and how they evolved. Another focal point was determining how state-level actors such as legislators, state supreme courts, and bureaucratic agencies regulated drug court policy in each particular state. The present study was designed to examine the variations in criminal justice expenditures across states in relation to crime, measures of political party membership, and several control variables that also attempt to explain both property and violent crime. The year, 2009, was chosen for the analysis. Data in the present study were collected by Olugbenga Ajilore (2016) for the year 2009 and supplemented with other state level data. The Ajilore dataset is one of the few datasets that has reliable criminal justice expenditure data across states, which is also disaggregated by type. The dissertation analyzes the developmental state and public policy in Brazil, exploring the extent to which the policymaking process is rationalized or politicized. Specifically, I look at these issues in the multi-year infrastructure project, the Programa de Aceleração do Crescimento (PAC). Brazil has a long history of clientelism and pork barrel spending. At the same time, the rise of developmentalist leaders has undermined these historical legacies and encouraged the implementation of more rationalized economic policies. A number of mainline Protestant denominations engage in direct lobbying and grassroots advocacy efforts with Congress on behalf of the poor and other marginalized groups. This study explores the work of three specific denominations the Presbyterian Church [PC(USA)], the United Church of Christ (UCC), and the United Methodist Church (UMC), as religious special interests. Specifically, the study explores how they facilitated their policy agendas on Capitol Hill during the 110th Congress (2007-2008).
