Americans are experiencing difficult challenges during the US transition away from decades of relative primacy and prosperity. The fact is that globalization, technology, and waning unipolarity differentially impact people, with certain groups disproportionately disadvantaged. These individuals encounter diminishing likelihood of upward mobility and flagging social status. The situation and its consequences can be understood as a liminal condition in which individuals and groups transition to another identity. During this precarious time, people often embrace manipulative politicians, or tricksters, who theatricalize the circumstances, distort the real source of difficulties, and offer fixes that demonize others. The values of a nation are vital for forming the institutions that govern a people and for guiding public policies. This thesis examines the historical institutions and political cultures of several nations and compares them to their geographic (i.e. continental) contemporaries. Particular emphasis is devoted to case-studies of Industrial Revolution Britain, Meiji Restoration Japan, Independent Botswana, and Post-war Asia. This thesis demonstrates a correlation between such institutions as free markets, limited government, and protected personal liberties, with national prosperity. A critical factor of gender and development is the political empowerment of women. Beyond this equality, however, what are the effects of women in government? This paper investigates these effects by examining the relationship between the percentage of women in parliament and overall government effectiveness. The research strongly supports the theory that women are more effective political leaders than their male counterparts.

In spite of Korean governments’ efforts, many emergency management practitioners wonder whether what is actually being practiced is selective or comprehensive management. Using a qualitative content analysis and experiences in practice, the article analyzes the barriers to selective emergency management and the paths to comprehensive emergency management via the same three management elements: stakeholders, phases of the emergency management lifecycle, and hazards and impacts. Four analytical levels are considered: central government level, industry level, community level, and household level. Korea, despite its self-praise, has to transform its selective emergency management into comprehensive emergency management in time.

With a new focus for federal universal service programs on broadband and the NTIA BTOP funding for broadband adoption projects, recent years have been “exciting times” for those interested in broadband policy aimed at stimulating adoption. While most of the recent programs are still too new to be evaluated rigorously, lessons from older academic study can inform our expectations and lend guidance toward evaluating program success. When the House tried to pass the $700 billion bank bailout, the first version of the bill failed while a week later the second version passed with 58 members of the House switching their votes in favor of the second version. This paper explains how Congressional leadership ensured the second bill's passage. With the Hixon- Marshall model on using side issues to manipulate the dimensions of legislative choice, I find that by amending the first bill with a variety of tax extenders, mental health parity, disaster relief and the alternative minimum tax patch, leaders in the House could attract enough …

In any compilation of Christian views of the state, the Anabaptist position stands out as unique or, if one wanted to be less complimentary, extreme. The Anabaptist view of the state is less focused on articulating the division between church and state responsibilities than the Reformed or Lutheran traditions. Indeed, Anabaptists have no assigned role for government beyond the creation of order, emphasizing scriptural interpretations that give primacy to the church in the life of a Christian. As a result, political theology distances Anabaptists from both the Catholic Church and the mainstream of the Reformation.
