Americans are experiencing difficult challenges during the US transition away from decades of relative primacy and prosperity. The fact is that globalization, technology, and waning unipolarity differentially impact people, with certain groups disproportionately disadvantaged. These individuals encounter diminishing likelihood of upward mobility and flagging social status. The situation and its consequences can be understood as a liminal condition in which individuals and groups transition to another identity. During this precarious time, people often embrace manipulative politicians, or tricksters, who theatricalize the circumstances, distort the real source of difficulties, and offer fixes that demonize others. The values of a nation are vital for forming the institutions that govern a people and for guiding public policies. This thesis examines the historical institutions and political cultures of several nations and compares them to their geographic (i.e. continental) contemporaries. Particular emphasis is devoted to case-studies of Industrial Revolution Britain, Meiji Restoration Japan, Independent Botswana, and Post-war Asia. This thesis demonstrates a correlation between such institutions as free markets, limited government, and protected personal liberties, with national prosperity. Most importantly, the formation of these institutions was directly affected by the values of the individuals that established them. Values, both …

A critical factor of gender and development is the political empowerment of women. Beyond this equality, however, what are the effects of women in government? This paper investigates these effects by examining the relationship between the percentage of women in parliament and overall government effectiveness. The research strongly supports the theory that women are more effective political leaders than their male counterparts.

This paper will discuss how the American people’s trust in their government can vary depending on different sociopolitical factors, and how the government could take advantage of this information. In spite of Korean governments’ efforts, many emergency management practitioners wonder whether what is actually being practiced is selective or comprehensive management. Using a qualitative content analysis and experiences in practice, the article analyzes the barriers to selective emergency management and the paths to comprehensive emergency management via the same three management elements: stakeholders, phases of the emergency management lifecycle, and hazards and impacts. Four analytical levels are considered: central government level, industry level, community level, and household level. Korea, despite its self-praise, has to transform its selective emergency management into comprehensive emergency management in time.

With a new focus for federal universal service programs on broadband and the NTIA BTOP funding for broadband adoption projects, recent years have been “exciting times” for those interested in broadband policy aimed at stimulating adoption. While most of the recent programs are still too new to be evaluated rigorously, lessons from older academic study can inform our expectations and lend guidance toward evaluating program success. While the literature on democratic transitions includes an array of components, scholars on the region have concentrated on institutional developments such as elections and constitutions. Why do e-government initiatives which are commonly implemented to achieve similar policy goals produce different outcomes in different nations? To answer this question, this paper examines e-government policy structure, which has been regarded as one of the most important institutional arrangements for e-government promotion (European Commission, 2007; Park, 2006; OECD, 2005; Eifert and Puschel, 2004). The presidential campaign of Barack Obama during the 2008 elections sparked new discussion about the public engagement issue in the political processes. The campaign used Web 2.0 tools intensively to reach the general public and seek support and collect feedback from voters. In this paper, we analyze the major website of this project, “Organizing for America” (OFA) from the perspective of e-participation, which is a concept that include all the processes of public involvement via information and communication technologies.

The YouTube and the 2008 Election Cycle in the United States Conference took place April 16-17, 2009 at the University of Massachusetts Amherst. The conference brought together political and computer scientists to explore the electoral impact of user-created YouTube technologies and to demonstrate new technical and analytic opportunities associated with new media technologies and politics. The conference proceedings includes copies of all papers presented at the conference as well as abstracts of all posters and keynote presentations.

When the House tried to pass the $700 billion bank bailout, the first version of the bill failed while a week later the second version passed with 58 members of the House switching their votes in favor of the second version. This paper explains how Congressional leadership ensured the second bill's passage. With the Hixon- Marshall model on using side issues to manipulate the dimensions of legislative choice, I find that by amending the first bill with a variety of tax extenders, mental health parity, disaster relief and the alternative minimum tax patch, leaders in the House could attract enough …

In any compilation of Christian views of the state, the Anabaptist position stands out as unique or, if one wanted to be less complimentary, extreme. The Anabaptist view of the state is less focused on articulating the division between church and state responsibilities than the Reformed or Lutheran traditions. Indeed, Anabaptists have no assigned role for government beyond the creation of order, emphasizing scriptural interpretations that give primacy to the church in the life of a Christian. As a result, political theology distances Anabaptists from both the Catholic Church and the mainstream of the Reformation.

First, we provide an overview on some foundational concepts – “peer-production,” “user-centric innovation,” “crowdsourcing,” “task granularity,” and yes, open source and open content – for they are key elements of Internet-based collaboration we see today.
