From 1978 on there have been a series of legislative acts that have placed substantial protectionist burdens on the American taxpayer to provide incentives, credits and mandates for the production and use of ethanol under the rationale of reducing U.S. dependence on foreign sources of oil while purporting to economically benefit the American economy and strengthening American security. While there has been much discussion about the economic benefits of ethanol policy, there is growing literature suggesting that in addition to being neither economically nor environmentally beneficial, ethanol policy may not be achieving its intended goals. Approximately sixty countries have been designated `Fragile States' by international development agencies. Home to two billion of the world's poorest people, these fragile states are characterized by violence, weak institutions and shattered economies. Not only do they pose a challenge to regional security, they often become the breeding grounds for terrorism.

Donor agencies pour billions of dollars annually into these countries - through policy advice and conditional loans - to alleviate fragility and promote development. Policy responsiveness to the demands of the whole is important because it is a determinant of growth and development: Institutions that make governments more inclusive favor economic progress and factors that make governments more exclusive inhibit prosperity. Growth-enhancing policies likely to please the citizenry include policies that ensure the prevalence of the rule of law, policies that protect property and intellectual rights, and policies that foster competition, access and the perfection of markets. The argument of this dissertation is that a critical reading of the concept of "covenant" in early American writings is instrumental to understanding the paradoxes in the American political concepts of freedom and equality. Following Slavoj Zizek's theoretical approach to theology, I trace the covenant concept in early American literature from the theological expressions and disputes in Puritan Massachusetts through Jonathan Edwards's Freedom of Will and the essays of Ralph Waldo Emerson, showing how the covenant theology of colonial New England dispersed into more "secular" forms of what may be called an American political theology. Louis-Antoine Léon de Saint-Just (1767-1794) was a revolutionary, a statesman, and a political philosopher, yet it is largely only as a revolutionary that he is remembered. As a political person who occupied these three different but overlapping roles, Saint-Just is ideal as the subject and center of a study of actualization, the taking of political ideals into reality. Can Representativeness Decrease Youth Violence In Juvenile Detention Facilities?, Ginger Silvera

Using the theory on Representative Bureaucracy, this study considers the minority representative role, which suggests that administrators who are minorities are more inclined to represent minority interests. This study examined whether officers perceive themselves as advocates based on shared demographics and whether they develop attitudes toward reducing youth violence. Considerably more researchers conduct studies in adult prisons than juvenile correctional facilities, which focus on rehabilitation for youth. Therefore, this study further examines youth correctional staff attitudes toward inmates. The way correctional officers' treat minors may impact the amount of violence in juvenile detention facilities.

Scholars and policy makers alike argue that leaders of democracies should find it in their interest to provide high levels of social services due to a fear of being voted out of office. Yet, I find that Africa's newer democracies provide levels of social services strikingly similar to what the continent's existing non-democracies supply. This dissertation seeks to explain why this is the case.

I start by exploring the determinants of Africa's most recent wave of democratization, and find that much of Africa's 1990s democratic wave can be attributed to changes in foreign circumstances rather than from pressures from domestic …

This essay briefly recounts the evolution of the gangs that occupy failed communities and states, further discusses and updates the model of third generation street gangs discussed in an earlier Journal of Gang Research article—typically described simply as third generation gangs (3 GEN Gangs), and suggests strategies for coping with and mitigating this evolved form of gang violence. This chapter will provide an overview of adversary weaponry that will be utilized by criminals and opposing forces (OPFORs) which U.S. law enforcement personnel may encounter domestically. The projected time frame will cover the futures period from 2009 through 2025. Criminal weaponry use will be analyzed using a criminal threat continuum that starts with minimal threats and increases in severity. OPFOR weaponry use will be analyzed using a similar continuum. This article will discuss why the use of two types of red teams - analytical and physical - to identify and then simulate ‘suicide bomber threat scenarios’ is necessary for the force protection training of deploying Canadian military units.
