Scaling Down And Up: Can Subnational Analysis Contribute To A Better Understanding Of Micro-Level And National Level Phenomena?, Aseema Sinha Jan 2012

Scaling Down And Up: Can Subnational Analysis Contribute To A Better Understanding Of Micro-Level And National Level Phenomena?, Aseema Sinha

CMC Faculty Publications and Research

While cross-national analysis dominates comparative politics, many scholars have moved to the subnational level to test hypotheses generated at the national level. Subnational studies allow researchers to control for variation in a way that even the most sophisticated cross-national statistical studies are unable to.

An Assessment Of United States Ethanol Policy, Mark Chapin Johnson Jan 2012

An Assessment Of United States Ethanol Policy, Mark Chapin Johnson

CGU Theses & Dissertations

From 1978 on there have been a series of legislative acts that have placed substantial protectionist burdens on the American taxpayer to provide incentives, credits and mandates for the production and use of ethanol under the rationale of reducing U.S. dependence on foreign sources of oil while purporting to economically benefit the American economy and strengthening American security. While there has been much discussion about the economic benefits of ethanol policy, there is growing literature suggesting that in addition to being neither economically nor environmentally beneficial, ethanol policy may not be achieving its intended goals. Connection between political contributions, policy …

Toward Understanding The Nature Of Leadership In Alleviating State Fragility, Ajay Tejasvi Narasimhan Jan 2012

Toward Understanding The Nature Of Leadership In Alleviating State Fragility, Ajay Tejasvi Narasimhan

CGU Theses & Dissertations

Approximately sixty countries have been designated `Fragile States' by international development agencies. Home to two billion of the world's poorest people, these fragile states are characterized by violence, weak institutions and shattered economies. Not only do they pose a challenge to regional security, they often become the breeding grounds for terrorism.

Donor agencies pour billions of dollars annually into these countries - through policy advice and conditional loans - to alleviate fragility and promote development. Development, however it is defined, involves economic, social and political transformation. Such a transformation is shaped by ideas, engages multiple interests, and proceeds within rules …

On The Economic Effects Of Policy Responsiveness: The Role Of Candidate Selection For General Elections, Marco Alejandro Pérez-Mares Jan 2012

On The Economic Effects Of Policy Responsiveness: The Role Of Candidate Selection For General Elections, Marco Alejandro Pérez-Mares

CGU Theses & Dissertations

Policy responsiveness to the demands of the whole is important because it is a determinant of growth and development: Institutions that make governments more inclusive favor economic progress and factors that make governments more exclusive inhibit prosperity. Growth-enhancing policies likely to please the citizenry include policies that ensure the prevalence of the rule of law, policies that protect property and intellectual rights, and policies that foster competition, access and the perfection of markets. In contrast, growth-retarding policies likely to initiate from the representation efforts of politicians advancing narrow concerns include infringement on property rights, diffuse patent legislation, regulation to rise …

Covenant Nation: The Politics Of Grace In Early American Literature, Justin M. Scott-Coe Jan 2012

Covenant Nation: The Politics Of Grace In Early American Literature, Justin M. Scott-Coe

CGU Theses & Dissertations

The argument of this dissertation is that a critical reading of the concept of "covenant" in early American writings is instrumental to understanding the paradoxes in the American political concepts of freedom and equality. Following Slavoj Zizek's theoretical approach to theology, I trace the covenant concept in early American literature from the theological expressions and disputes in Puritan Massachusetts through Jonathan Edwards's Freedom of Will and the essays of Ralph Waldo Emerson, showing how the covenant theology of colonial New England dispersed into more "secular" forms of what may be called an American political theology. The first chapter provides an …

Religion And The Evolution Of Democracy: A Revised Selectorate Model For The Arab Spring, Amir K. Bagherpour Jan 2012

Religion And The Evolution Of Democracy: A Revised Selectorate Model For The Arab Spring, Amir K. Bagherpour

CGU Theses & Dissertations

2011 was a seminal year in the history of the Middle East and North Africa (MENA). Popularly referred to as the Arab Spring, the region has experienced a wave of revolutions and instability. It can be classified in three broad categories within 2011: Uprisings that have resulted in the overthrow of standing regimes, uprisings that have failed to overthrow standing regimes, and states that have not experienced popular revolts. In the first category Libya, Egypt, Yemen, and Tunisia have all experienced uprisings resulting in the respective departure of Muamar Gaddafi, Hosni Mubarak, Ali Abdullah Saleh, and Zine Al Abidine Ben …

Rights Of Concrete Others: Ethics Of Concrete Others, Social Individuality, And Social Multiculturalism, Hochul Kwak Jan 2012

Rights Of Concrete Others: Ethics Of Concrete Others, Social Individuality, And Social Multiculturalism, Hochul Kwak

CGU Theses & Dissertations

A globalizing world is replete with the vulnerable, who are experiencing economic poverty, medical maltreatment, political persecution, and/or cultural misrecognition. The vulnerable are under systematic oppression and domination. Although the wealth of humankind increases continuously, many are excluded from any benefit of this increased wealth. While human beings have achieved significant progress in medical technology, uncountable numbers of people are exposed to a shortage of appropriate medical care. Despite continued expansion of democracy around the globe, the powerless majority and minorities are experiencing ignorance of their differences, culturally and/or politically. This dissertation searches for a viable human rights scheme that …

Idealism And Actualization. Saint-Just In Theory, Practice, And Exigency, Craig R. Schamel Jan 2012

Idealism And Actualization. Saint-Just In Theory, Practice, And Exigency, Craig R. Schamel

CGU Theses & Dissertations

Louis-Antoine Léon de Saint-Just (1767-1794) was a revolutionary, a statesman, and a political philosopher, yet it is largely only as a revolutionary that he is remembered. As a political person who occupied these three different but overlapping roles, Saint-Just is ideal as the subject and center of a study of actualization, the taking of political ideals into reality. Saint-Just’s political philosophy was that of an idealist, and yet he, by force of circumstance, ability, and audacity, had the opportunity in his short life to attempt to establish and put into practice his political ideals. In his work as a political …

Can Representativeness Decrease Youth Violence In Juvenile Detention Facilities?, Ginger Silvera Jan 2012

Can Representativeness Decrease Youth Violence In Juvenile Detention Facilities?, Ginger Silvera

CGU Theses & Dissertations

Using the theory on Representative Bureaucracy, this study considers the minority representative role, which suggests that administrators who are minorities are more inclined to represent minority interests. This study examined whether officers perceive themselves as advocates based on shared demographics and whether they develop attitudes toward reducing youth violence. Considerably more researchers conduct studies in adult prisons than juvenile correctional facilities, which focus on rehabilitation for youth. Therefore, this study further examines youth correctional staff attitudes toward inmates. The way correctional officers' treat minors may impact the amount of violence in juvenile detention facilities.

The purposes of the study are …

Africa's Unresponsive Democratization: The Relationship Between Regime Type And The Quality Of Life In Africa, Caryn Anne Peiffer Jan 2012

Africa's Unresponsive Democratization: The Relationship Between Regime Type And The Quality Of Life In Africa, Caryn Anne Peiffer

CGU Theses & Dissertations

Scholars and policy makers alike argue that leaders of democracies should find it in their interest to provide high levels of social services due to a fear of being voted out of office. Yet, I find that Africa's newer democracies provide levels of social services strikingly similar to what the continent's existing non-democracies supply. This dissertation seeks to explain why this is the case.

I start by exploring the determinants of Africa's most recent wave of democratization, and find that much of Africa's 1990s democratic wave can be attributed to changes in foreign circumstances rather than from pressures from domestic …

A Crucible Of Conflict: Third Generation Gang Studies Revisited, John P. Sullivan, Robert J. Bunker Jan 2012

A Crucible Of Conflict: Third Generation Gang Studies Revisited, John P. Sullivan, Robert J. Bunker

CGU Faculty Publications and Research

This essay briefly recounts the evolution of the gangs that occupy failed communities and states, further discusses and updates the model of third generation street gangs discussed in an earlier Journal of Gang Research article—typically described simply as third generation gangs (3 GEN Gangs), and suggests strategies for coping with and mitigating this evolved form of gang violence. Of note is the lack of impact 3 GEN Gangs studies have had on domestically focused U.S. academic gang research while, at the same time, becoming a dominant model in use by defense analysis and scholars focusing on increasingly politicized non-state threat …

Changing Forms Of Insurgency: Pirates, Narco Gangs And Failed States, Robert J. Bunker Jan 2012

Changing Forms Of Insurgency: Pirates, Narco Gangs And Failed States, Robert J. Bunker

CGU Faculty Publications and Research

The primarily bipolar world that helped to characterize the decades long Cold War has begun to realign itself. The information revolution, increasing globalizations, the ongoing expansion of transnational terrorist and insurgent networks, and many other elements of this systemic level change have continued to take place into the early twenty-first century. Within the context of this large-scale shift in human and state relations, one question that has often been asked by analysis is whether changing forms of insurgency are taking place. If this is so, these changing forms of insurgency would be distinct from the currently dominant political form of …

Adversary Weaponry To 2025, Robert J. Bunker

CGU Faculty Publications and Research

This chapter will provide an overview of adversary weaponry that will be utilized by criminals and opposing forces (OPFORs) which U.S. law enforcement personnel may encounter domestically. The projected time frame will cover the futures period from 2009 through 2025. Criminal weaponry use will be analyzed using a criminal threat continuum that starts with minimal threats and increases in severity. OPFOR weaponry use will be analyzed using a similar continuum. It should be noted that OPFOR threats, like criminal threats, are illicit in nature and derived from individuals and groups that can be designated as engaging in criminal behavior or …

The Interaction Of Political Capacity And Economic Growth To Attract Foreign Direct Investments At The Provincial Levels Of Developing Countries, Murniz Allen Vasay Coson Jan 2012

The Interaction Of Political Capacity And Economic Growth To Attract Foreign Direct Investments At The Provincial Levels Of Developing Countries, Murniz Allen Vasay Coson

CGU Theses & Dissertations

This dissertation will explore how developing provinces within countries attract foreign direct investment. The policy implication to this study is important because it could account for the uneven distribution of growth in developing countries that so frequently leads to dual economies. To attract foreign direct investments, provincial governments compete among themselves trying to appeal to international investors. There is consensus in the economic development literature that both economic and political variables interact to advance a nation's economy. The ability for a country to provide a free market economy to exchange goods and ideas makes the environment more favorable for investors, …

Force Protection And Suicide Bombers: The Necessity For Two Types Of Canadian Military Red Teams, Robert J. Bunker Jan 2012

Force Protection And Suicide Bombers: The Necessity For Two Types Of Canadian Military Red Teams, Robert J. Bunker

CGU Faculty Publications and Research

This article will discuss why the use of two types of red teams - analytical and physical - to identify and then simulate ‘suicide bomber threat scenarios’ is necessary for the force protection training of deploying Canadian military units. Red teaming as a discipline can be divided into two basic forms: (1) analytical red teaming, which is diegetic in nature; that is, based upon descriptive products and decision support functions and (2) physical red teaming, which is mimetic in nature; that is, derived from live-action and role playing-based training with an opposing force (OPFOR) deployed against a friendly military unit. …

Cultural Relativism And Afghanistan: A Failure Of Policy Not Counterinsurgency Efforts, Robert J. Bunker Jan 2012

Cultural Relativism And Afghanistan: A Failure Of Policy Not Counterinsurgency Efforts, Robert J. Bunker

CGU Faculty Publications and Research

While it may be true that many Afghani people yearn for our freedoms and system of governance, such nation building cannot be done without radically reengineering Afghani tribal society. Incising only the offending portions of Afghani culture, as the sergeant suggests, will not work. Do we eliminate blood feuds but not child brides and the honor killings of soiled daughters? Do we stop the execution of Muslim converts to Christianity?
