The 2012 South Sudan–Sudan border war was an armed conflict between the states of Sudan and the South Sudan in 2012 over oil-rich regions between the South Sudan's Unity and the Sudan's. With sequestration looming—generating significant cuts to defense spending—the United States may find itself increasingly relying on nuclear and cyber deterrence as an affordable way to guarantee national sovereignty and prevent major conflict. While earlier defense planning and acquisitions were based on economic conditions that no longer exist, Congress’ options to balance the budget by cutting defense spending are politically palatable because far fewer American are “defense voters” than “social welfare voters,” according to a number of recent public opinion surveys.

Manager-In-Chief: Applying Public Management Theory To Examine White House Chief Of Staff Performance, David B. Cohen, Justin S. Vaughn, José D. Villalobos

In an effort to examine the causal determinants of performance dynamics for the administrative presidency, we apply empirical public management theory to White House administration to explain managerial performance. Utilizing original survey data that measures the perceptions of former officials from the Reagan, George H.W. Bush, and Clinton administrations, we conduct quantitative analyses to determine the extent to which a chief of staff’s background, relationship with the president, and internal as well as external management approaches shape overall perceptions of White House administrative efforts. We find that managerial dimensions matter considerably when explaining the dynamics of White House organizational performance.

Radio As The Voice Of God: Peace And Tolerance Radio Programming’S Impact On Norms, Daniel P. Aldrich

Observers have argued that radio programming can alter norms, especially through hate radio designed to increase animosity between groups. This article tests whether or not radio programming under the countering violent extremism (CVE) policy framework can reduce potential conflict and increase civic engagement and positive views of foreign nations. Data from surveys of more than 1,000 respondents in Mali, Chad, and Niger illuminate the ways in which peace and tolerance programming changed perspectives and altered behavior in statistically significant ways. Results show that individuals exposed to multi-level U.S. government programming were more likely to listen to peace and tolerance radio. …

The United Nations was created in 1945 to prevent another world war. It was designed, as the Preamble to the Charter states, to eliminate the scourge of war. The failure to agree on a permanent UN international army meant that the UN had to improvise in dealing with wars. Peacekeeping, which is not mentioned anywhere in the UN Charter, had to be invented. [Excerpt] Why have labor movements in New York City and Los Angeles changed so dramatically? And more specifically, why have the activist social coalitions that revitalized the labor movement in Los Angeles not played the same kind of role in New York? Our research persuades us that the relationship between .contrasting coalition types—political and social—is central to explaining the differences. Political coalitions refer to cooperation between unions and parties, politicians, and other social actors, focused largely on elections and policy-making processes. An interrupted time-series quasi-experiment is employed to test the basic hypothesis that reformed cities (with city manager, at-large elections, and nonpartisan ballots) tax and spend less than unreformed communities. Eleven cities with populations of 25,000 and above which significantly changed their political structure between 1948 and 1973 are compared with 11 matched control cities that made no changes. We found that over an 11-year period, variations in fiscal behavior were virtually unaffected by changes in city government structure.

Asian Americans, Political Organizations, And Participation In Chicago Electoral Precincts, John P. Pelissero, Timothy B. Krebs, Shannon Jenkins

Precinct-level data for voter registration and turnout in Chicago elections are used to assess the impact of the Asian population and party organization on political participation during the 1990s. Controlling for the effects of newer immigration, mobility, and socioeconomic status, the authors learn that larger Asian-American populations are associated with higher voter registration. Voter turnout is negatively affected in areas of higher Asian populations but attenuates when independent precincts are examined separately from machine-style precincts. This suggests that registration may be encouraged in Asian areas, but voting appears to be negatively affected by political party organizations.

State Aid To Public Schools: An Analysis Of State Responsiveness To School District Needs, John P. Pelissero, David R. Morgan

Despite decades of attempted fiscal reforms throughout virtually every state, most state school aid is still allocated on a per pupil basis. The chance exists, nonetheless, that the remaining funds are at least somewhat targeted to socioeconomic or fiscal need. This research, covering two recent time periods, finds little evidence that non-enrollment-based state aid is targeted to need.
