The Politics Of Education -- An Analysis Of Selected Cases And Controversies In American Education, Lawrence Robert Stoffel

This study compiles a series of cases and controversies in American education, from the popularization of public education in the mid-1800's to the present, and then reviews them to determine scholarly political aspects, common themes, and trends. It then applies the identified themes to a model of “the school as a responsive political system” fashioned after David Easton's "Dynamic Response Model of a Political System” to demonstrate the operative nature of the themes.

The paper reviews the plight of Negro education in Alabama after the Civil War until 1901. It discusses accommodation in the realm of education as the United …

An Analysis Of The Effects Of Background Variables On Attitudes And Policy At The Bonneville Power Administration, Philip George Millam

The question is asked whether or not background, education, and training of middle and upper level bureaucratic personnel affects policy outcomes. The Bonneville Power Administration (BPA) serves as the agency examined. A written questionnaire sent to a random sample of BPA executives sought data on background variables with the intent of making comparisons. Most BPA executives are found to share very similar education and training backgrounds – namely, engineering studies at Northwest state universities. Also, attitudes measured are found to be more similar than different on most issues for the agency as a whole. This phenomenon is explained in terms …

The work is a descriptive and comparative study of the British program for economically lagging regions of the country. The author's special interest was local participation in the central Government activity. Secondary sources of information on local aspects were in short supply, and the writer relied upon interviews and unpublished documents obtained on a visit to England to supplement published material. His extensive experience in the American development program also was utilized.

The study offers a classification of elements in the programs of the two countries and identifies comparable trends which have carried further in the British experience. The study …

This thesis examines the implications that the Nixon “shocks” may have on Japan’s foreign policy. The data used consisted of books, articles, periodicals, government publications and newspapers. Examined were such important factors as: the attitudes of the political parties in Japan on foreign policy questions, the rapid rise of the Japanese economy and the implications this has had on Japan's relations with other countries, and the question of Japan's possible remilitarization, both in conventional and nuclear terms. In addition, Japan's relations with the other three Great Powers in Asia, (China, the Soviet Union and the United States), are also studied. …

Modern Nigeria is a creation of the British who because of economic interest, ignored the existing political, racial, historical, religious and language differences. The task of developing a concept of nationalism from among such diverse elements who inhabit Nigeria and speak about 280 tribal languages was immense if not impossible. The traditionalists did their best in opposing the British who took away their privileges and traditional rights, but their policy did not countenance nationalism. A Regional Approach: City-County Consolidation As A Method Of Local Governmental Reorganization, Anthony Gene White

Dissertations and Theses

City-county consolidated governments are examined to isolate factors important to the success of the consolidation process, and are measured against objective and subjective criteria for the operation of such governments. Data are obtained through survey techniques and statistical analysis of demographic information. Results indicate that such success-oriented consolidation factors inherent in city-county governments do exist and can be interrelated in a mathematical model. Consolidated governments appear to improve their ability to handle urban problems, and officials of consolidated governments are more confident of their ability to handle these problems than are officials of other metropolitan governments reorganized in different manners.

The Council of Governments is a significant new approach to metropolitan cooperation. Of the approximately 150 councils (as of January, 1970), all but 14 have been established since 1965. Councils across the country are characterized by great variety in organization and representation. This paper examines this complexity, particularly in terms of membership, representation and voting.

The first chapter is primarily a short history of the council movement and the forces which have helped to shape its development. The second examines the variety of council functions, organizational structures and financial arrangements.

During the latter part of the nineteenth century, European powers acquired large territorial areas in Africa. These territories ignored the boundaries of old African tribal kingdoms and the African modes of life, because the new countries were to serve as 'common market' areas supplying Europe with the wealth of the tropics. Nigeria is an example of the new superstructure which in operation fails to become a homogeneous entity after the assumption of political power by the Africans. This paper is an examination of conflicting views regarding American defense policy which surfaced in a debate during the winter and spring of 1950-51 between the Truman Administration and its supporters and a group of conservative Republicans. The research problem involved unraveling the debate's manifold issues, determining its outcome, and analyzing the impact of that outcome on the future of American foreign policy, particularly in Asia.

The Constitutional Convention of 1787 was greatly divided over the question of how to select the new nation's chief executive. The method finally adopted was a compromise between direct election and election by the national legislature and provided that individual states, as they saw fit, choose electors equal to the total number of Senators and Representatives. From the beginning, most of delegates considered the proposal awkward and irrational almost to the point of absurdity, but as they argued about it, they became convinced that it was then the only plan which could overcome the objections raised by other methods.
