In the first article to evaluate the equality of dyadic policy representation experienced by women, we assess the congruence between U.S. House members' roll-call votes and the policy preferences of their female and male constituents. Employing two measures of policy representation, we do not find a gender gap in dyadic policy representation. However, we uncover a sizeable gender gap favoring men in districts represented by Republicans, and a similarly sizeable gap favoring women in districts represented by Democrats. A Democratic majority further improves women's dyadic representation relative to men, but having a female representative (descriptive representation) does not.

Politics Closer To Home: The Impact Of Subnational Institutions On Women In Politics, Candice Ortbals

Scholars recognize a worldwide increase in decentralization as well as the prevalence of multilevel governance in Europe. This article examines the advantages and disadvantages that meso-level institutions present for women’s political representation in three European Union member-states that are decentralized, unitary states. Using the framework of the triangle of women’s empowerment, we ask whether women are represented in meso-level legislatures, women’s policy agencies, and women’s movements in Italy, Spain, and Poland. We find that gains in meso-level legislatures are slow, but meso-level women’s policy agencies and movements provide important access for women to politics. Falling Through The Cracks: Superfluous Women At The Fault Lines Of Citizenship, Sovereignty, And Human Rights, Emma Norman

This chapter attempts to cross conceptual borders by exploring some of the political theory that underpins the transforming concept and practice of citizenship in the North American region today—especially as it is articulated for and by women (or not). I consider several challenges to traditional views of citizenship that are being prompted by the transnational, deterritorializing processes associated with globalization. While I argue that such reconceptualizations are being obstructed in practice by reterritorializing processes in North America in the wake of 9/11 and a host of other perceived challenges to state sovereignty, my central concern is that post- or trans-national …

Games Without Frontiers?: Democratic Engagement, Agonistic Pluralism, And The Question Of Exclusion, Robert W. Glover

In recent years a growing number of democratic theorists have proposed ways to increase citizen engagement, while channeling those democratic energies in positive directions and away from systematic marginalization, exclusion and intolerance. One novel answer is provided by a strain of democratic theory known as agonistic pluralism, which valorizes adversarial engagement and recognizes the marginalizing tendencies implicit in drives to consensus and stability. However, the divergences between competing variants of agonistic pluralism remain largely underdeveloped or unrecognized. In this article, I address this shortcoming, examining these strains of agonism around the constraints placed upon democratic discourse. I argue that the …

Bureaucratic Advocacy And Ethics: A State-Level Case Of Public Agency Rulemaking And Tobacco Control Policy, Michael S. Givel

Before 2001, the Oklahoma Department of Health achieved little to protect the public from the dangers of secondhand tobacco smoke. In an ongoing effort between 2000 and 2003, the department joined with health groups to lobby for stronger requirements, resulting in a new Oklahoma administrative rule in 2002 and legislation in 2003 regulating secondhand tobacco smoke. This action was congruent with the American Society of Public Administration's Code of Ethics for interactive democratic policymaking, in which administrators are required to serve the public interest with compassion, benevolence, fairness, and optimism.
